The Cameron Parish Police Jury met in regular session on Wednesday, March 15, 2023, in the Cameron Parish West Annex Board Room in the Village of Cameron, Louisiana at 2:00 o’clock P.M. The following members were present: Mr. Joe Dupont, Mr. Kirk Quinn, Mr. Curtis Fountain, Mr. Scott Trahan, Mr. Lawrence Faulk, Mr. Magnus McGee, Mr. Thomas McDaniel and Mr. McKinley Guidry. No members were absent.
There were no public comments on the agenda items.
It was moved by Mr. Quinn, seconded by Mr. Faulk, and carried, the reading of the minutes shall be dispensed with and approved.
There were no add-ons on the agenda.
It was moved by Mr. Trahan, seconded by Mr. McGee, and carried, that the applications for the following permits be and the same are hereby approved with the stipulations set forth by the respective Gravity Drainage Districts:
a. Jason Duhon – Grand Lake, Cameron Parish, LA. (230301)
b. Hilcorp Energy Company – Hackberry, Cameron Parish, LA. (230302)
c. Dynamic Exploration Partners, LLC – Little Chenier, Cameron Parish, LA (230303)
d. Salt Revival Oyster Company, LLC – Cameron, Cameron Parish, LA (230304)
e. Apollo Energy – Johnson Bayou, Cameron Parish, LA (230305)
It was moved by Mr. Guidry, seconded by Mr. McDaniel, and carried, the board hereby appoints Leonard Richard for the expired term of Pat Sewell to the Fire Protection District No. Fourteen board, and directs the secretary to send a letter of appreciation to Mr. Sewell for his service to the board.
It was moved by Mr. Quinn, seconded by Mr. Faulk, and carried, the board hereby appoints Kim Montie for the expired term of Rev. Andrew Martin to the Sweetlake-Grand Lake Cemetery board, and directs the secretary to send a letter of appreciation to Mr. Martin for his service to the board.
It was moved by Mr. McGee, seconded by Mr. McDaniel, and carried, the board hereby reappoints McKinley Guidry as Ex-Officio to the Cameron Parish library Board of Control.
It was moved by Mr. Trahan, seconded by Mr. McDaniel, and carried, the board hereby accepts the resignation of Allyson Bourriaque from the Lower Cameron Hospital District Board, tables the appointment for 30 days, and directs the secretary to send a letter of appreciation to Ms. Bourriaque for her service to the board.
It was moved by Mr. McDaniel, seconded by Mr. Quinn, and carried, the board hereby accepts the resignation of Jonathan Breaux from the Fire Protection District No. Fifteen Board, directs the secretary to send a letter of appreciation to Mr. Breaux for his service to the board, and tables the appointment for 30 days.
It was moved by Mr. McGee, seconded by Mr. Quinn, and carried, the board hereby approves to sell Surplus Equipment through public auction with Guinn Auctions.
It was moved by Mr. Faulk, seconded by Mr. Fountain, and carried, the board hereby duly adopts the Proclamation declaring March 2023 as Red Cross Month.
It was moved by Mr. McGee, seconded by Mr. Guidry, and carried, Resolution No. 1166, supporting CWPPRA PPL 33 was declared duly adopted.
It was moved by Mr. Quinn, seconded by Mr. Faulk, and carried, the board hereby authorizes, empowers, and directs the president to sign Amendment No. 2 to the CEA and Pilot agreement with Sabine Pass LNG, L.P.
It was moved by Mr. Quinn, seconded by Mr. Faulk, and carried, the board hereby authorizes, empowers, and directs the president to sign Amendment No. 4 to the CEA with Venture Global & TransCameron for Lighthouse Bend, pending legal review. Mr. Trahan abstained from voting.
It was moved by Mr. McGee, seconded by Mr. Fountain, and carried, Resolution No. 1167, supporting expediting funding for the Grand Lake Pontoon Bridge Project (H.012044) was declared duly adopted.
It was moved by Mr. McGee, seconded by Mr. Quinn, and carried, the board hereby authorizes, empowers, and directs the president to sign a letter of support for the Venture Global FTZ application. Mr. Trahan abstained from voting.
It was moved by Mr. McDaniel, seconded by Mr. Trahan, and carried, the board hereby authorizes, empowers, and directs the president to sign Amendment No. 2 for the Mermentau Basin Inundation Relief project final stage design.
It was moved by Mr. Quinn, seconded by Mr. Faulk, and carried, the board hereby approves the ratification of the Letter of Support for the RISEE/SHORES Act Legislation.
It was moved by Mr. McDaniel, seconded by Mr. Faulk, and carried, the board hereby grants authority to advertise for an Inspector/Chief Building Code official(CBO).
It was moved by Mr. Faulk, seconded by Mr. Guidry, and carried, the board hereby rejects all bids submitted for the OEP Pavilion.
The president opened the floor for a public hearing to hear and consider comments on the proposed amendment to Chapter 14 Motor Vehicles and Traffic:
Article III. Operation of Vehicles Generally – Add to Sec. 14-35 Speed Limits
(e) It shall be unlawful to operate any motor vehicles on the following parish roads at a speed in excess of 15 mph. Parish Road 353, Billings Lane, Cameron, LA.
There were no oral or written comments from the public, therefore it was moved by Mr. McGee, seconded by Mr. Trahan, and carried, the public hearing was declared closed.
The following amendment to Chapter 14 Motor Vehicles and Traffic was offered by Mr. McDaniel, seconded by Mr. Trahan, and declared duly adopted:
Article III. Operation of Vehicles Generally – Add to Sec. 14-35 Speed Limits
(e) It shall be unlawful to operate any motor vehicles on the following parish roads at a speed in excess of 15 mph. Parish Road 353, Billings Lane, Cameron, LA.
It was moved by Mr. Quinn, seconded by Mr. McDaniel, and carried, the board hereby accepts the monthly financial statements and budget to the actual comparison report.
It was moved by Mr. McGee seconded by Mr. Faulk, and carried, the treasurer is hereby authorized, empowered, and directed to pay February 2023 bills.
There being no further business, it was moved by Mr. Quinn, seconded by Mr. Faulk, and carried, the meeting was declared adjourned.
