POLICE JURY
APRIL 7, 2020
The Cameron Parish Police Jury met in regular session on Tuesday, April 7, 2020, in the Cameron Parish West Annex Board Room in the Village of Cameron, Louisiana, at 11:00 o’clock a.m. Due to the Covid-19 public health emergency, public access was restricted and some board members participated via teleconference. The following members were present: Mr. Magnus McGee, Mr. Scott Trahan, Mr. McKinley Guidry, Mr. Curtis Fountain, Mr. Lawrence Faulk and Mr. Thomas McDaniel (via teleconference). The following members were absent: Mr. Joe Dupont and Mr. Kirk Quinn.
There was no Public Comment on the agenda items.
It was moved by Mr. Trahan, seconded by Mr. Faulk and carried, that the reading of the minutes shall be dispensed with and approved.
There were no add-ons allowed at this meeting.
It was moved by Mr. Faulk, seconded by Mr. Guidry and carried, that the applications for the following Drilling and Pipeline permits be and the same are hereby approved with the stipulations set forth by the respective Gravity Drainage Districts:
a. EnLink Midstream, LLC – Grand Chenier, Section 05, T15S, R06W (proposed to install approximately 300 feet of 16-inch diameter natural gas pipeline and two valve sites within Venture Global LNG, Inc.’s previously permitted pipeline footprint to supply natural gas to Venture Global LNG from EnLink’s existing Sabine Pipeline System), Cameron Parish, LA. It was moved by Mr. Trahan, seconded by Mr. Fountain and carried, that the applications for the following permits be and the same are hereby approved with the stipulations set forth by the respective Gravity Drainage Districts:
a. Texas Eastern Transmission, LP – East Creole, Oak Grove Highway, Section 24, T14S, R07W, Section 36, T14S, R07W (proposed 5 geotechnical soil borings at its TransCameron and Grand Chenier Compressor Station sites to determine soil characteristics to aid in engineering design for facilities associated with the Cameron extension Project P20191289), Cameron Parish, LA. b. Fieldwood Energy, LLC – Offshore, East Cameron Block 2, Latitude 29 40 48.20, Longitude -90 00 54.21 (proposed to remove existing 4-inch gas sales line no longer in service), Cameron Parish, LA. (200403)
c. Cameron Parish Gravity Drainage District #7 – Johnson Bayou, Deep Bayou Road, Section 5, T15S, R14W (propose to install flap gates to existing culverts at (4) locations to limit the volume of saltwater intrusion experienced during high tide levels), Cameron Parish, LA. (200404)
d. Boardwalk Petrochemical Pipeline, Inc.- NW Hackberry, East Bank of Sabine River, Section 6, T12S, R13W, Section 29, T15S, R11W, (proposed to conduct three anomaly repairs along existing BPP 100 pipeline, PN 11584), Cameron Parish, LA. (200405)
e. Cameron Parish School Board – Grand Chenier, Section 16, T15S, R5W, (proposed construction of approximately 22,700 LF of earthen terraces in shallow open waters, PN LA-218 Greg Naquin Terraces), Cameron Parish, LA. (200406)
It was moved by Mr. Trahan, seconded by Mr. McDaniel and carried the board does hereby reappoint Melissa Kiffe to the Ambulance Service District No. One Board.
It was moved by Mr. Trahan, seconded by Mr. Fountain and carried the board does hereby reappoint Pat Primeaux to the Ambulance Service District No. One Board.
It was moved by Mr. Faulk, seconded by Mr. Fountain and carried the board does hereby reappoint Phyllis Doxey to the Ambulance Service District No. Two Board.
It was moved by Mr. Trahan, seconded by Mr. McDaniel and carried the board does hereby reappoint Todd Morales to the Gravity Drainage District No. Four Board.
It was moved by Mr. Fountain, seconded by Mr. Trahan and carried the board does hereby reappoint Mike Welch to the Waterworks District No. Two Board.
It was moved by Mr. Faulk, seconded by Mr. Trahan and carried, that the following proclamation is declared duly adopted:
PROCLAMATION
WHEREAS, the 52nd Anniversary of the National Fair Housing Law, Title VIII of the Civil Rights Act of 1968, during the month of April, is an occasion for all Americans – individually and collectively – to rededicate themselves to the principle of freedom from housing discrimination whenever it exists; and
WHEREAS, this law guarantees for each citizen the critical, personal element of freely choosing a home; and
WHEREAS, a fair housing law has been passed by the State of Louisiana, and implementation of the law requires the positive commitment, involvement, and support of all our citizens; and
WHEREAS, the department and agencies of the State of Louisiana are to provide leadership in the effort to make fair housing not just an idea, but an ideal for all our citizens; and
WHEREAS, barriers that diminish the rights and limit the options of any citizen to freely choose a home will ultimately diminish the rights and limit the options of all.
NOW, THEREFORE, I, Magnus McGee, President of the Cameron Parish Police Jury, Cameron Parish, Louisiana, do hereby proclaim the month of April 2020, as FAIR HOUSING MONTH, in Cameron Parish, Louisiana and do hereby encourage all citizens to abide by the letter and spirit of the Fair Housing Law, and ask the citizens of Cameron Parish to join in reaffirming the obligation and commitment to fair housing opportunities for all.

It was moved by Mr. Fountain, seconded by Mr. Faulk and carried, that the following proclamation is declared duly adopted:
PROCLAMATION
WHEREAS, the Community Development Block Grant Program has operated since 1974 to provide local governments with the resources required to primarily meet the needs of low and moderate income person; and
WHEREAS, the Community Development Block Grant Program is among the few remaining federal programs available to address the needs of low and moderate income persons and small cities; and
WHEREAS, the Community Development Block Grant Program has provided the state of Louisiana with important and flexible assistance to meet the needs of low and moderate income residents of small cities by funding sewer, water, and street improvements projects, economic development projects, and other public improvement projects; and
WHEREAS, Congress and the nation acknowledge the critical value of the Community Development Block Grant Program and the significant projects that rely on its funds for support; and
WHEREAS, the week of April 13-18, 2020, has been reserved for recognition and appreciation of the Community Development Block Grant Program
NOW, THEREFORE, I, Magnus McGee, President of the Cameron Parish Police Jury, Cameron Parish, Louisiana, do hereby proclaim the week of April 13-18, 2020, as National Community Development Week in the Parish of Cameron, State of Louisiana.

It was moved by Mr. Fountain, seconded by Mr. Faulk and carried, the Secretary is hereby authorized, empowered and directed to advertise for bids for Official Journal for Cameron Parish publication of legal notices.
It was moved by Mr. Trahan, seconded by Mr. Fountain and carried, that after review of all acceptable request for proposals for Engineering Services relative to the Cameron Parish Flood and Surge Protection Berm Project funded through Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program (HMGP) hereby awards the contract to C.H. Fenstermaker & Associates, LLC and authorizes the president to execute a contract for said project.

STATE OF LOUISIANA
PARISH OF CAMERON
A RESOLUTION REQUESTING THE LOUISIANA DEPARTMENT OF TRANSPORTATION & DEVELOPMENT TO EXPEDITE THE FUNDING AND CONSTRUCTION OF A REPLACEMENT FERRY FOR CAMERON FERRY NO. 2
WHEREAS, the Cameron Parish Police Jury commissioned and funded a port feasibility study which delineated vital infrastructure projects for economic development for the Cameron Parish Police Jury and the Cameron Parish Port; and
WHEREAS, one of the main projects listed was replacing the antiquated Cameron Ferry No. 2; and
WHEREAS, a current need exists with the scheduled dry docking and repairs to Cameron Ferry No.2; and
WHEREAS, the efforts to identify a temporary ferry have been ongoing but at best will result in a significant reduction in the size and weight of vehicles being transported across the Channel; and
WHEREAS, Cameron Parish has experienced significant private investment in the Liquified Natural Gas sector totaling over $25 billion; and
WHEREAS, the Calcasieu Ship Channel bisects the Parish, interrupting the transfer of goods and services between these investments;
WHEREAS, the Cameron Parish Police Jury has fully supported the Louisiana Legislature and DOTD efforts to identify ancillary funding sources for the replacement ferry; and
WHEREAS, the Cameron Parish Police Jury has submitted applications to the United States Department of Transportation but has thus far been unsuccessful in being awarded federal funds; and
WHEREAS, the Cameron Parish Police Jury commits to working with DOTD on identifying non-State revenues to complete this project; and
NOW THEREFORE, BE IT RESOLVED that the Cameron Parish Police Jury hereby requests that the Louisiana Department of Transportation and Development assist in determining an appropriate path forward in expediting the funding acquisition for a replacement for Cameron Ferry No. 2.

It was moved by Mr. Trahan, seconded by Mr. Fountain and carried, the contract for Project Number 0610-K by and between the Cameron Parish Police Jury and Sam Istre Construction, Inc. for the Cameron Fisheries Equipment Refrigerated Space Package recorded under File No. 342810, Mortgage Records of Cameron Parish, Louisiana shall accept as complete and satisfactory and the Secretary shall cause the necessary advertisement for the claims to be made in a manner and form as provided by law.
It was moved by Mr. Fountain, seconded by Mr. Faulk and carried, that the Treasurer is hereby authorized, empowered and directed to pay the March 2020 bills.
There being no further business, it was moved by Mr. Faulk, seconded by Mr. Guidry and carried, the meeting was declared adjourned.
