The Cameron Parish Police Jury met in regular session on Friday, November 13, 2020, in the Cameron Parish West Annex Board Room in the Village of Cameron, Louisiana, at 2:00 o’clock P.M. The following members were present: Mr. Magnus McGee, Mr. Scott Trahan, Mr. Kirk Quinn, Mr. Curtis Fountain, Mr. Joe Dupont, Mr. Thomas McDaniel and Mr. Lawrence Faulk and Mr. McKinley Guidry. No members were absent
There was no Public Comment on the agenda items.
It was moved by Mr. Quinn, seconded by Mr. Fountain and carried, that the reading of the minutes shall be dispensed with and approved.
It was moved by Quinn, seconded by Mr. Faulk and carried, that the board hereby approves to add the following
item to the agenda: (Item 17) Appointments – Grand Lake Recreation Board No. Five, accept resignation of Mary Carroll and appointment Jacob Babcock for the remainder of term.
It was moved by Mr. Quinn, seconded by Mr. Dupont and carried, that the applications for the following permits be and the same are hereby approved with the stipulations set forth by the respective Gravity Drainage Districts:

WHEREAS, the Louisiana Office of Community Development has announced that applications are being accepted for the Fiscal Year 2020-2021 Community Water Enrichment Fund Program; and
WHEREAS, the Community Water Enrichment Fund Program offers grants to eligible municipalities and parishes for rehabilitation, improvements and new construction projects for community potable water systems; and
WHEREAS, it is deemed necessary and proper for the City to submit an application to the Office of Community Development under the Community Water Enrichment Fund Program.
NOW THEREFORE BE IT RESOLVED by the Cameron Parish Police Jury that the Police Jury President, is hereby authorized to sign and submit an application to the State of Louisiana, Office of Community Development under the Fiscal Year 2020-2021 Community Water Enrichment Fund Program and any future documents should this application be funded.

WHEREAS, the Louisiana Office of Community Development has announced that applications are being accepted for the Fiscal Year 2020-2021 Louisiana Local Government Assistance Program; and
WHEREAS, the Louisiana Local Government Assistance Program offers grants to eligible municipalities and parishes to assist units of local governments with funding for needed infrastructure and long-term capital improvements in rural areas; and
WHEREAS, it is deemed necessary and proper for the Parish to submit an application to the Office of Community Development under the Louisiana Local Government Assistance Program.
NOW THEREFORE BE IT RESOLVED by the Cameron Parish Police Jury that the Honorable President of the Police Jury, is hereby authorized to sign and submit an application to the State of Louisiana, Office of Community Development under the Fiscal Year 2020-2021 Louisiana Local Government Assistance Program and any future documents should this application be funded.

Proclamation
National Family Caregiver Month – November 2020
WHEREAS, each day in homes throughout our Nation, Americans with chronic or terminal illnesses, functional impairment, or disabilities receive compassionate care and support from family members and loved ones. During National Family Caregivers Month, we salute the more than 40 million people in the United States who serve as unpaid caregivers. With generous hearts and faithful devotion, they honor the sanctity of life and affirm the inherent value of all human beings.
WHEREAS, caregivers work long days and spend countless hours to meet and anticipate the needs of their loved ones, often facing challenges that can seem impossible to navigate. Errands, medical appointments, transportation, meal preparation, grooming, and companionship can consume significant time and effort, especially when caregivers must balance these duties with the pressures and responsibilities of their own lives, including employment and raising children. In spite of all of this, these extraordinary moms and dads, sons and daughters, siblings, and friends showcase compassion and selflessness for the ones they love. Their faithfulness and dedication is indicative of the generosity of the American Spirit and reflects the very best of our Nation.
WHEREAS, because of the essential role they play in ensuring the health and wellbeing of those most in need, family caregivers deserve our unending support. In 2018, two pieces of legislation, the RAISE Family Caregivers Act and the Supporting Grandparents Raising Grandchildren Act, which provide for the development of strategies and support networks for family caregivers were signed into law. Over the last year, the Advisory Councils created by these acts have made significant progress toward raising awareness and giving a voice to family caregivers. The work of these Councils, led by the Administration for Community Living at the Department of Health and Human Services (HHS), will yield a National Caregiving Strategy in 2021 that will include recommended actions that States, uncertainty of caregiving, the department of Veterans Affairs established the first National Center of Excellence for veteran and caregiver research. The advances made through this initiative, coupled with the resources and capabilities made available through the VA Mission Act, which was signed into law in 2018, are helping to educate and equip families with the tools they need to provide even better care for our Nation’s veterans. America’s heroes have earned and deserve our respect and gratitude, and their caregivers deserve the same.
WHEREAS, family caregivers provide a vital lifeline of connection and hope to loved ones during challenging and uncertain days. These caregivers, who devote immeasurable time, energy, resources, and heart, need our understanding, support, gratitude, and encouragement. Throughout this month, let us remember these men and women who spend their days caring for others, and let us pray that they are sustained by grace and strength as they carry on this important work.
NOW, THEREFORE, I, MAGNUS MCGEE, President of the Cameron Parish Police Jury, by virtue of the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim November 2020 as National Family Caregivers Month. I encourage all Americans to reach out to those who provide care for their family members, friends, and neighbors in need, to honor and thank them.

A RESOLUTION AUTHORIZING AND APPROVING ORDERING AND CALLING A SPECIAL ELECTION TO BE HELD IN MOSQUITO ABATEMENT DISTRICT NO. 1 OF THE PARISH OF CAMERON, STATE OF LOUISIANA, ON MARCH 20, 2021, FOR THE PURPOSE OF SUBMITTING TO THE ELECTORS RESIDING IN THE DISTRICT QUALIFIED UNDER THE CONSTITUTION AND LAWS OF THE STATE OF LOUISIANA, A PROPOSITION FOR RENEWAL OF AN AD VALOREM PROPERTY TAX MILLAGE FOR THE PURPOSE OF PURCHASING, MAINTAINING AND OPERATING MACHINERY AND/OR EQUIPMENT NECESSARY OR USEFUL IN THE ERADICATION, ABATEMENT OR CONTROL OF MOSQUITOES AND OTHER ARTHROPODS OF PUBIC HEALTH IMPORTANCE AND MAINTAINING AN ADEQUATE ADMINISTRATIVE STAFF WITHIN AND FOR SAID DISTRICT, AND MAKING APPLICATION TO THE STATE BOND COMMISSION IN CONNECTION THEREWITH.
WHEREAS, on October 12, 2020, the Board of Commissioners of Mosquito Abatement District No. 1 of the Parish of Cameron, Louisiana (the “District”) adopted a resolution authorizing the District to proceed with the ordering and calling of a special election for the purpose of submitting to the electors residing in the district, a proposition to consider the renewal of an ad valorem property tax of 10.00 mills on all property subject to taxation in said District for a period of ten (10) years, beginning with the year 2022 and ending with the year 2031, for the purpose of purchasing, maintaining and operating machinery and/or equipment necessary or useful in the eradication, abatement, or control of mosquitoes and other arthropods of public health importance and maintaining an adequate administrative staff within and for the District; and
WHEREAS, the Cameron Parish Police Jury, governing authority of the Parish of Cameron (the “Police Jury”), is the beneficiary of the District, and therefore, must approve its actions; and
NOW, THEREFORE, BE IT RESOLVED by the Police Jury, acting as beneficiary of the District:
SECTION 1. The statements of fact expressly contained within the preamble to this Resolution have been specifically reviewed by the Police Jury and are found to be factually true and correct, and are made resolutions of the Police Jury.
SECTION 2. Subject to the approval of the State Bond Commission, and under the authority conferred by Article VI, Section 32 of the Louisiana Constitution of 1974, as amended, and Chapter 23 of Title 33 of the Louisiana Revised Statutes of 1950, as amended (La. R.S. 33:7721, et seq.), and other constitutional and statutory authority supplemental thereto, a special election be and is hereby called and ordered to be held in the District, on Saturday, the 20th day of March, 2021, between the hours of seven (7:00) o’clock a.m. and 11 (8:00) o’clock p.m. in compliance with the provisions of Section 1181 of Title 18 and of Chapter 6-A of Title 18 of the Louisiana Revised Statutes of 1950, as amended, and that at said special election there be submitted to all the qualified electors of the District entitled and qualified to vote at said election under the Constitution and laws of the United States, the following proposition:

SECTION 3. The Police Jury does hereby approve the ordering and calling of a special election to consider the renewal of an ad valorem property tax of 10.00 mills on all property subject to taxation in said District for a period of ten (10) years, beginning with the year 2022 and ending with the year 2031, with collections from the levy of the tax estimated to be $4,671,223 for one entire year, for the purpose of purchasing, maintaining and operating machinery and/or equipment necessary or useful in the eradication, abatement, or control of mosquitoes and other arthropods of public health importance and maintaining an adequate administrative staff within and for the District.
SECTION 4. In the event the election carries, approval, consent and authority are hereby granted to the District to levy the tax provided in the Maintenance Millage Renewal Proposition.

WHEREAS, the Cameron Parish Police Jury, the governing authority of the Parish of Cameron, is the beneficiary of the District, and therefore, must approve its actions; and
NOW, THEREFORE, BE IT RESOLVED by the Cameron Parish Police Jury, acting as the governing authority of the District (the “Governing Authority”):

R.S. 33:3821, et seq.), and other constitutional and statutory authority supplemental thereto, a special election be and is hereby called and ordered to be held in the District, on Saturday, the 20th day of March, 2021, between the hours of seven (7:00) o’clock a.m. and 11 (8:00) o’clock p.m. in compliance with the provisions of Section 1181 of Title 18 and of Chapter 6-A of Title 18 of the Louisiana Revised Statutes of 1950, as amended, and that at said special election there be submitted to all the qualified electors of the District entitled and qualified to vote at said election under the Constitution and laws of the United States, the following proposition:

RENEWAL PROPOSITION
Shall Waterworks District No. 11 of the Parish of Cameron, Louisiana, be authorized to renew levy of a tax of five and seventy hundredths (5.70) mills on the dollar of assessed valuation on all property subject to taxation in said District (an estimated $212,062.71 reasonably expected to be collected from the levy of this tax per annum) for a period of ten (10) years, commencing with the year 2022, for the purpose of operating and maintaining said District’s water systems within and for said District?
SECTION 3. The Cameron Parish Police Jury does hereby approve the ordering and calling of a special election to consider the renewal of an ad valorem property tax of 5.70 mills on all property subject to taxation in said District for a period of ten (10) years, beginning with the year 2022 and ending with the year 2031, with collections from the levy of the tax estimated to be $212,062.71 for one entire year, for the purpose of constructing, operating and maintaining said District’s drainage systems constituting works of public improvement, title to which shall be in the public.
SECTION 4. In the event the election carries, approval, consent and authority are hereby granted to the District to levy the tax provided in the Maintenance Millage Renewal Proposition.
SECTION 5. This resolution shall take effect immediately.

CAMERON PARISH HAZARD MITIGATION PLAN – 2020
WHEREAS, the Cameron Parish Police Jury recognizes the threat that natural hazards pose to people and property within; and
WHEREAS, the Parish of Cameron has prepared a multi-hazard mitigation plan, hereby known as CAMERON PARISH HAZARD MITIGATION PLAN – 2020 in accordance with the Disaster Mitigation Act of 2000; and
WHEREAS, Cameron Parish Hazard Mitigation Plan – 2020 identifies mitigation goals and actions to reduce or eliminate long-term risk to people and property in Cameron Parish from the impacts of future hazards and disasters; and
WHEREAS, adoption by the Cameron Parish Police Jury demonstrates their commitment to the hazard mitigation and achieving the goals outlined in the Cameron Parish Hazard Mitigation Plan – 2020
NOW THEREFORE, BE IT RESOLVED, by the Parish of Cameron, Louisiana, that the Cameron Parish Police Jury adopts the Cameron Parish Hazard Mitigation Plan – 2020

It was moved by Mr. Trahan, seconded by Mr. Fountain and carried, the contract for Project Number 2189153 by and between the Cameron Parish Police Jury and Rigid Construction & Industrial, LLC for the Long Beach Shoreline Stabilization Project recorded under File No. 347269, Mortgage Records of Cameron Parish, Louisiana shall accept as complete and satisfactory and the Secretary shall cause the necessary advertisement for the claims to be made in a manner and form as provided by law.
It was moved by Mr. Guidry, seconded by Mr. Faulk and carried, that the Treasurer is hereby authorized, empowered and directed to pay the October 2020 bills.
It was moved by Mr. Quinn, seconded by Mr. Fountain, and carried, the board hereby accepts the resignation of Mary Carroll from the Grand Lake Recreation Board District No. Five, empowers and directs the secretary to send a letter of appreciation to Ms. Carroll for her service to the board and appoints Jacob Babcock for the remainder of term.
