The Cameron Parish Port Harbor & Terminal District met in regular session on Tuesday, April 26, 2022, at the Port Board Building, Cameron, Louisiana at 5:00 o’clock p.m.
Present: Thomas Cox, Howard Romero, Dwight Savoie, Tim Dupont, James Brown, Jennifer Picou, Sheila Miller, Alfred Devall, Nina Jones
Absent: Nat Griffith
Guests: Kevin Savoie – Sea Grant, Earl Melancon – Sea Grant, Wood Oglesby – Sea Grant, PR- Iberia Development Foundation, Butler Bourgeois, Missy Dupont, Tremayne Picou
Parish Agencies: Tunie Dunaway, Interim Port Director; Tianna Dunaway, Asst. Port Director; Kirk Quinn, Police Juror; Wendy Harrington, Cameron Parish Police Jury; Chelsea Champagne, Assistant District Attorney; Tom Barrett, District Attorney.
The meeting was called to order by Chairman James Brown.
Alfred Devall led the Pledge of Allegiance and James Brown gave the invocation.
There were no public comments.
On the motion of Ms. Miller seconded by Mr. Devall and carried the board approved the March 29, 2022, minutes.
On the motion of Mr. Romero, seconded by Mrs. Miller and carried the board approved the ratification of the April 2022 phone bill.
On the motion of Mr. Romero, seconded by Mrs. Miller and carried the board approved the treasurer’s report.
On the motion of Mrs. Miller, seconded by Mr. Romero and carried the board approved payment of the April 2022 bills.
The Board reviewed the actuals and the budget.
Correspondence included letter from Safety Council regarding Contractor Safety Performance Award Banquet.
There were no reports from commissioners.
Under Old Business Kevin Savoie updated the board on the AOC park, permit applications, drafted Senate Bill No. 123 which will be voted on in the House of Representatives on today April 27, 2022. He also discussed the coastal use permit. Money received from the grant can be used for the coastal use permit. Earl Melancon updated the board on the Iberia Development Foundation and stated that Iberia Development Foundation will be the fiscal agent for the grant. PR, the lawyer for Iberia Development Foundation, stated that Iberia Development Foundation will manage the money and he will help draft the documents for the AOC park. District Attorney Tom Barrett discussed concerns with the insurance and provisions.
Under New Business the Board discussed approval of the phone bill every month by check, phone or online due to due date change by company. The board also discussed Insurance for the AOC park, president’s authority to sign AOC park contract, and appointment of member at large.
On the motion of Mrs. Miller, seconded by Mr. Romero and carried the board approved payment of the phone bill every month by check, phone or online due to due date change by the company.
On the motion of Mr. Romero, seconded by Mrs. Miller and carried the board gave the president authority to sign the AOC Park contract contingent upon the approval of legal counsel.
On the motion of Mr. Romero, seconded by Mrs. Miller and carried the board appointed Tremayne Picou as member at large.
On the motion of Mrs. Miller, seconded by Mr. Devall and carried the board performed a roll call to adjourn the regular meeting and enter into executive session to discuss personnel.

On the motion of Mr. Romero, seconded by Mrs. Miller and carried the meeting was called back into regular session.
The Board decided to call a special meeting on May 10, 2022 at 4pm to discuss personnel and interview all 5 applicants for the Port Director’s position.
The next regular meeting will be scheduled for May 31, 2022, at 5 PM at the Cameron Parish Port Building.
There being no further business and upon motion of Mr. Romero seconded by Mr. Devall and carried, the meeting was declared adjourned.
