The Cameron Parish School Board met at its regular meeting on this date at 5:01 pm and meeting was called to order, members in attendance were: Telesha Bertrand, Vickie Kiffe, Christi Labove, Sharon Picou, Joseph Delcambre and Randall Faulk
Absent: Marsha Trahan
The prayer and the pledge were led by Mrs. Bertrand and Ms. Kiffe.
On the motion of Mrs. Labove, seconded by Mr. Faulk, the Board approved amending agenda to add item(s):
Announcement of Board declaring vacancy of District 4 to follow item 4
Announcing intent to hold a special election to fill vacant seat of District 4 to follow item 21
On the motion of Mrs. Bertrand, seconded by Ms. Kiffe the Board approved the agenda.
On the motion of Mrs. Labove seconded by Ms. Kiffe, the Board received the resignation of District 4 Board Member Sheila Miller with effective date of resignation as August 23, 2023, as presented by the Superintendent.
On the motion of Mr. Delcambre, seconded by Mrs. Labove, the Board received candidate’s information for selecting candidate to fill School Board District 4-member vacancy and took a vote by ballot and ballot count was read aloud, selected Board Member was sworn in and assumed Board position, as presented by the Superintendent and President.
On the motion of Mr. Delcambre seconded by Mrs. Labove, the Board approved the board minutes of the August 14, 2023 regular meeting of the Cameron Parish School Board, as presented by the Superintendent.
The Board received annual report from the LSU-Cameron Extension office, as presented by Kevin Savoie and Bradley Pousson.
On the motion of Mrs. Labove, seconded by Mrs. Bertrand, the Board approved payment of the bills, as presented by Mrs. Michelle Trahan.
The Board received Financial Statement and Reports of Current Investments, as presented by Mrs. Michelle Trahan.
On the motion of Mrs. Delcambre, seconded by Ms. Kiffe the Board approved the Final Budget for 2022-2023 fiscal year to be adopted in accordance with LA R.S. 36:1301-1315, as presented by Mrs. Michelle Trahan.
On the motion of Mrs. Labove, seconded by Ms. Kiffe, the Board adopted Original Budget for 2023-2024 fiscal year, as presented by Mrs. Michelle Trahan.
On the motion of Mr. Delcambre, seconded by Mrs. Bertrand the Board approved the following insurance items, as presented by Nancy Sylvester, Arthur J. Gallagher & Co., Public Entity Division:
Renewal of Excess WC
Renewal of the Crime Coverage
Renewal of the General Liability Coverage
Renewal of the Automobile Coverage
Renewal of the Educator Legal Liability Coverage
Renewal of Uninsured / Underinsured Motorist Bodily Injury Coverage
On the motion of Mr. Delcambre, seconded by Mrs. Bertrand the Board approved the insurance items on agenda pending no policy have clause stating arbitration be outside the state of Louisiana, as stated by District Attorney Tom Barrett.
The Board received and discussed initial draft of the 2023-2024 budget, as presented by Mrs. Michelle Trahan.
The Board received information on the monthly report on property income, as prepared by Mr. Mike Cassidy- Cameron Parish District Attorney office.
On the motion of Mr. Delcambre, seconded by Mrs. Labove, the Board approved Amendment No.2 to temporary easement for monitoring and access, as presented by Assistant District Attorney Michael Cassidy.
On the motion of Mr. Delcambre, seconded by Mrs. Bertrand, the Board approved to table till next month the discussion of Marsh Restoration Project creation, as presented by Assistant District Attorney Michael Cassidy.
On the motion of Mr. Delcambre, seconded by Mrs. Labove, the Board approved to table till next month agreement with DOTD for signage, as presented by Assistant District Attorney Michael Cassidy.
On the motion of Mrs. Miller, seconded by Ms. Kiffe, the Board approved Conoco Phillips lease proposal for Carbon Capture and Sequestration Project, as presented by the District Attorney Tom Barrett.
On the motion of Mr. Delcambre, seconded by Ms. Kiffe, the Board approved to table agreement with DOTD regarding signage, as presented by District Attorney’s office.
The Board received reports on current construction bid activities, as presented by Mr. James Hoffpauir, Hoffpauir Project Management Team:

On the motion of Mr. Delcambre, seconded by Mrs. Labove, the Board approved awarding of Hackberry High School Old School Demo, bids were received on Wednesday, July 13, 2023 at 2:00pm, there were nine responders, awarding to low bidder McManus Construction LLC for $294,499., as presented by the Superintendent.
On the motion of Mr. Delcambre, seconded by Mrs. Labove, the Board approved authorizing the Superintendent to advertise for new bids and accept low bids on currently advertised projects due to requisite number of advertising days and a need to move forward on projects, as presented by the Superintendent. The Board received updates on current FEMA, CDBG and General Fund Construction, Repairs, and Renovations to permanent and temporary sites’ projects from Hoffpauir Architects, LLC, Cameron Parish School Board’s Project Management Firm, as presented by Hoffpauir Architects, LLC and Project Architects.
On the motion of Mr. Delcambre, seconded by Ms. Kiffe, the Board approved changes to policies to align with the 2023 Louisiana Legislative Session, as presented by the Superintendent:

The Board received for review revisions to the Cameron Parish School Board Pupil Progression Plan as presented for input to local stakeholder’s committee, as presented by Mrs. Stephanie Rogers, Supervisor.
On the motion of Mr. Delcambre, seconded by Mrs. Labove, the Board approved granting out-of-state travel to Hackberry High School Student Council to attend the SASC Southern Association of Student Councils Conference in Chapin, South Carolina October 14, 2023 through October 17, 2023 – no funds required by School Board or School, as presented by the Superintendent.
On the motion of Mr. Delcambre, seconded by Mrs. Bertrand, the Board approved granting out-of-state travel to Hackberry High School FFA Chapter to attend National Convention in Indianapolis, Indiana from October 29, 2023 through November 2, 2023- no funds required by School Board, as presented by the Superintendent.
On the motion of Mr. Delcambre, seconded by Ms. Kiffe, the Board approved use of Grand Lake Elementary for the use of CCD classes for St. Mary of the Lake / St. Patrick Church for the school year 2023/2024, as presented by the Superintendent.

Superintendent’s Report

Please accept this report regarding my efforts to meet the following Performance Objectives as outlined in Exhibit A of my employment contract:
1. Human Resource Management
a. Worked collaboratively with schools to finish the staffing process for any remaining openings
b. Participated in the New Teacher in-service held on 8/3
c. Visited with Mrs. Lebert and Mrs. Verzwyvelt regarding support staff expectations on a 4-day week
2. District Operations and Financial Management
a. Attended OGB Planning meeting on 8/25 to speak against the proposed rate increases for the upcoming year
b. Participated in the RFP review on 8/1 for emergency contract services
c. Met with Mrs. Trahan on 8/17 regarding budget concerns
d. Met with Mr. Lavergne, Mr. Barrett, and Mrs. Trahan on 8/24 to discuss revenue options
e. Met with Mr. Barrett and Mrs. Armentor on 8/24 regarding possible issues with JDEC generator power
3. Student Growth and Achievement
a. Reviewed all data from LEAP
4. Communication and Community Relations a. Visited all schools, once a week b. Recognized our teachers parish wide who had an index score of 80% or better from our LEAP/EOC tests c. Attended SCHS Meet and greet on 8/8 d. Attended Cheniere open house in JB on 8/9 e. Participated in various interviews with local media regarding back to school information f. Participated in Venture Global CAG meeting on 8/16 g. Attended meeting at the police jury building on 8/17 regarding a broadband connectivity grant h. At the candidate’s request, met with Michael Hebert regarding the Sheriff’s election this fall 5. Organizational Leadership a. Participated in LDOE System Leaders call on 8/4 b. Attended the SWLA superintendents meeting on 8/31 in Lafayette c. Completed and submitted emergency operations plan as required by the LDOE On the motion of Ms. Kiffe, seconded by Mr. Delcambre, the Board gave public notice announcing adoption of proclamation to hold special election to be held on March 23, 2024 to permanently fill District 4 seat, as presented by the Superintendent. On the motion of Mrs. Bertrand, seconded by Mrs. Labove, the Board adjourned the regular school board meeting at 6:41 pm.
