Parish of Cameron
May 8, 2023
The Cameron Parish School Board met at its regular meeting on this date at 5:00 pm and meeting was called to order, members in attendance were: Marsha Trahan, Telesha Bertrand, Vickie Kiffe, Sheila Miller, Christi Labove, Sharon Picou and Randall Faulk
Absent: Joseph Delcambre
The prayer and the pledge were led by Mrs. Trahan and Mrs. Labove.
On the motion of Mrs. Miller, seconded by Mr. Faulk, the Board approved the agenda.
The Board recognized the Student / Teacher/ Principal of the year parish level, as presented by the Superintendent.
On the motion of Mrs. Miller, seconded by Mrs. Trahan, the Board approved a four- day school week for Grand Lake High School and Grand Lake Elementary School and discussed calendar to be approved at June Board meeting, as presented by the Superintendent. Opposed: Randall Faulk
On the motion of Mrs. Miller seconded by Mrs. Kiffe, the Board approved the board minutes of the April 6, 2023 regular meeting and the April 24, 2023 special called meeting of the Cameron Parish School Board, as presented by the Superintendent.
On the motion of Mrs. Miller, seconded by Mrs. Trahan, the Board approved payment of the bills, as presented by Mrs. Michelle Trahan.
The Board received Financial Statement and Reports of Current Investments, as presented by Mrs. Michelle Trahan.
The Board discussed school allocations for the 2023-2024 school year, as presented by Mrs. Michelle Trahan.
The Board received information on the monthly report on property income, as prepared by Mr. Mike Cassidy- Cameron Parish District Attorney office.
On the motion of Mrs. Miller, seconded by Mrs. Bertrand, the Board approved allowing Superintendent to accept high bidder for all 16th section leases out for bid that are to be opened on May 9, 2023, as presented by Assistant District Attorney Michael Cassidy.
On the motion of Mrs. Miller, seconded by Mrs. Labove, the Board received information and approved preliminary approval of exchange of the 3 sections with Federal Refuge Properties (Sections 8, 17 & 18, T14S, R13W), as presented by Assistant District Attorney Michael Cassidy.
On the motion of Mrs. Miller, seconded by Mrs. Bertrand, the Board approved to enter in Social Media Litigation Class Action Lawsuit, at no cost to Cameron Parish School Board, as presented by Assistant District Attorney Michael Cassidy.
On the motion of Mrs. Miller, seconded by Mrs. Trahan, the Board approved request of South Cameron Fire District to enter into a Cooperative Endeavor Agreement for use of 1⁄4 to 1⁄2 acre of Section 16-14-6, as presented by Tim Dupont Fire Chief.
The Board received information regarding negotiations of contract provisions for sale of Cameron Parish School Board building located at 510 Marshall St. Cameron, LA with no updates from prior month, as presented by Assistant District Attorney Michael Cassidy.
The Board received reports on current construction bid activities, as presented by Mr. James Hoffpauir, Hoffpauir Project Management Team:
A. Projects to be bid/quotes James Hoffpauir, Project Management Pending Insurance and FEMA review. 
South Cameron High School – Various Final Restoration Repairs – Miscellaneous Repairs to Athletic Field Structures (Stadium Light Poles and Bleachers)- in FEMA review
South Cameron High School – Men’s Restroom, Women’s Restroom and Concession Stand- in FEMA review
South Cameron High School New Gym Complex –Damage Description and Dimensions in discussion with FEMA
B. Projects out for bid/quotes – James Hoffpauir, Project Management
Hackberry High School Old School Demo – Bids to be received on

C. Approval of bid and quote awards- Superintendent
None at this time
On the motion of Mrs. Miller, seconded by Mrs. Trahan, the Board approved authorizing the Superintendent to advertise for new bids and accept low bids on currently advertised projects due to requisite number of advertising days and a need to move forward on projects, as presented by the Superintendent.
The Board received updates on current FEMA, CDBG and General Fund Construction, Repairs, and Renovations to permanent and temporary sites’ projects from Hoffpauir Architects, LLC, Cameron Parish School Board’s Project Management Firm, as presented by Hoffpauir Architects, LLC and Project Architects.
One the motion of Mrs. Miller, seconded by Ms. Kiffe, the Board approved projected personnel positions for the 2023-2024 school year per CPSB Policy GBB, as presented by the Superintendent.
On the motion of Mrs. Miller, seconded by Mrs. Labove, the Board approved authorizing Superintendent to advertise and fill open positions for the 2023-2024 school year, as presented by the Superintendent.
On the motion of Mrs. Miller, seconded by Mrs. Labove, the Board approved 4% 13th check allocation for 2022-2023 fiscal year, as presented by the Superintendent.
On the motion of Mrs. Labove, seconded by Mrs. Trahan, the Board approved requests from Hackberry High School FFA /Agriscience Dept. to attend the following summer events- Kansas State Livestock Judging Camp June 10-16, 2023 and Texas A&M Meat ID /Judging Clinic July 26-30,2023, cost of trips will be from the FFA/Allocation account, request includes use of parish bus for transportation of students and faculty, as presented by the Superintendent.
On the motion of Ms. Kiffe, seconded by Mrs. Trahan, the Board approved adjusting the 2022/2023 Cameron Parish School Board calendars, as presented by the Superintendent.

Human Resource Management
Worked closely with Mr. Wainwright and supervisors on our staffing numbers and needs for the 2023-2024 school year
Conducted school climate interviews with the staff at GLHS and GLES on 3/31 & 4/5
Conducted school climate interviews with the staff at JBHS on 4/18
Conducted school climate interviews with the staff at SCHS on 4/19
Conducted school climate interviews with the staff at HHS on 4/20
District Operations and Financial Management
FEMA call on 4/4
Met with architects on 4/6 to review updated schedule of values for insurance renewal
Participated in insurance meeting with insurance reps, Mrs. Morales, and Mr. Hoffpauir on 4/26
Student Growth and Achievement
Held C&I meetings with Supervisors on 4/6 & 4/26
Planned upcoming PD days for curriculum implementation for 23-24
Communication and Community Relations
Attended Lion’s Club meeting on 4/4
Visited with reps from Appetegy on 4/20 as a follow-up
Contacted Senator Abrahams and Representative Bourriaque regarding various bills that we are not in support of
Organizational Leadership
Participated in LDOE Superintendent call on 4/6/23
Attended MSU teacher fair on 4/21
Attended SWLA superintendents meeting in Crowley on 4/27
On the motion of Mrs. Labove, seconded by Mrs. Miller, the Board adjourned the regular school board meeting at 6:41 pm.
