DISTRICT NO 4
January 19, 2022
Gravity Drainage District No. 4 held a regular meeting at Grand Lake Water Works District #11 Office, 111 Dennis Lane, Bell City, Louisiana 70630, at 5:30 p.m., on Wednesday, January 19, 2022.
Board members present for the meeting were: Leslie Griffith, Todd Morales, Shane Broussard
Board members absent for the meeting was: Mike Semien and Dan Nunez
The meeting was called to order by Chairman Shane Broussard.
Present for the Public Comment Period were Thomas McDaniel, Kara Bonsall, and Monty Pearce of Cameron Parish Police Jury; Bryon Richard from Lonnie Harper & Associates; and Aaron Pearce from Ducks Unlimited.
On motion of Mr. Griffith, seconded by Mr. Morales and carried, the Board added Ducks Unlimited to the agenda and moved for them to speak. Mr. Pearce discussed with the Board the issue with the two structures that previously had been presented for restructuring. He discussed the LaBauve Bayou structure costs came in higher than expected and that the Crain Brothers structure would have to be taken out of the project. It was also discussed that the Crain Brothers structure permit have a change order in reference to the size of the pipe openings due to lower levels in that area.
On motion of Mr. Griffith, seconded by Mr. Morales and carried, the Board voted to continue with LaBauve Bayou Structure and continue with the permit modifications for Crain Brothers Structure for a later date.
On motion of Mr. Griffith, seconded by Mr. Morales and carried, the Board opted for the proposal to have the Oak Grove Hydraulic project to be looked over at a later date and not pay any mitigation at this time.
On motion of Mr. Griffith, seconded by Mr. Morales and carried, the minutes of the Wednesday, December 15, 2021 meeting were approved.
On motion of Mr. Morales, seconded by Mr. Griffith and carried, the Board tabled the Election of Officers until all members are present.
On motion of Mr. Morales, seconded by Mr. Griffith and carried, the financial report was approved.
On motion of Mr. Morales, seconded by Mr. Griffith and carried, the Board authorized Mr. Griffith to transfer $20,000.00 from the LAMP investment.
On motion of Mr. Griffith, seconded by Mr. Morales and carried, the following bills were approved for payment.
1. Cameron Parish Police Jury – $8,978.23 (Equipment, Limestone, Supplies, Etc.)
2. Jeff Davis Electric Co-Op – $25.29 (Kings Bayou Structure Electricity)
On motion of Mr. Griffith, seconded by Mr. Morales and carried, the Board approved permit P20210814 for GDD4 for Oak Grove, Creole Canal.
There being no further business, on motion of Mr. Morales, seconded by Mr. Griffith and carried, the meeting was declared adjourned.
