The Cameron Parish Police Jury met in regular session on Friday, April 1, 2022, in the Cameron Parish West Annex Board Room in the Village of Cameron, Louisiana at 2:00 o’clock P.M. The following members were present: Mr. Curtis Fountain, Mr. Scott Trahan, Mr. Mr. Lawrence Faulk, Mr. McKinley Guidry, Mr. Joe Dupont, and Mr. Magnus McGee. The following members were absent: Mr. Thomas McDaniel and Mr. Kirk Quinn.
There was no Public Comment on the agenda items.
It was moved by Mr. Dupont, seconded by Mr. Trahan, and carried, that the reading of the minutes shall be dispensed with and approved.
It was moved by Mr. McGee, seconded by Mr. Dupont, and carried, the board hereby approves to add the following items to the agenda: (Item 7g) Waterworks District No. 7 – Guy Murphy Sr resigned, appoint Gabe LaLande (Item 27) Change Order to CPPJ Pump Repair, additional charge to replace existing pump with new 24” Lolift pump. When old pump was pulled it was found all internal parts and shaft was broken and pump was damaged beyond repair. Increase project amount by $57,650.00. (Item 28) President authority to sign resolution opposing any and all bills or proposed bills in the 2022 legislative session that removes the Cameron Parish Police Jury’s authority concerning coastal litigation and/or their causes of action.
It was moved by Mr. Dupont, seconded by Mr. Trahan, and carried, that the applications for the following permits be and the same are hereby approved with the stipulations set forth by the respective Gravity Drainage Districts:
a. Crescent Energy Services, LLC – Grand Chenier, Latitude 29 38 32.39, Longitude -92 54 1.918, (proposed to secure leaking gas well identified during field inspections approximately 3 miles offshore located at East Cameron Block 4 (SL 13336 No. 001 – SN209850. This permit was applied under the Emergency Use Authorization, EUA 22-014), Cameron Parish, LA. (220401)
b. Apollo Energy Operating Company, LP – Johnson Bayou, Cameron Meadows Oilfield, North of the Gamble-Daniel Canal, Latitude 29 49 41.21, Longitude -93 37 34.36, Section 22, T14S, R13W (proposed Emergency Use Authorization, EUA-22-019, for Dore Fee #45, cleanup activities, spill contained within vegetation and by two mechanical barriers), Cameron Parish, LA. It was moved by Mr. McGee, seconded by Mr. Dupont, and carried, the board hereby appoints Nina Jones to the open seat for Ward Two Cameron Parish Port Harbor & Terminal District Board for the remainder of term.
It was moved by Mr. Trahan, seconded by Mr. Dupont, and carried the board hereby accepts the resignation of Cassie LeBleu from the Recreation District No. Nine Board, directs the secretary to send a letter of appreciation to Ms. LeBleu for her service to the board and appoints Angie Theriot for the remainder of term.
It was moved by Mr. Trahan, seconded by Mr. Dupont, and carried, the board hereby reappoints Micheal Booth to the Ambulance Service District No. One Board.
It was moved by Mr. Dupont, seconded by Mr. Faulk, and carried, the board hereby reappoints Kattie Toups to the Ambulance Service District No. Two Board.
It was moved by Mr. McGee, seconded by Mr. Dupont, and carried, the board hereby reappoints Robert Trahan to the Mosquito Abatement Control Board.
It was moved by Mr. McGee, seconded by Mr. Dupont, and carried, the board hereby reappoints Wendy Harrington to the Cameron Parish Fire No. Ten Civil Service Board.
It was moved by Mr. Trahan, seconded by Mr. Dupont, and carried, the board hereby accepts the resignation from Guy Murphy Sr from the Waterworks District No. Seven Board, directs the secretary to send a letter of appreciation to Mr. Murphy for his service to the board and appoints Gabe LaLande for the remainder of term.

RESOLUTION AUTHORIZING THE FILING OF AN APPLICATION WITH THE LOUISIANA DEPARTMENT OF TRANSPORTATION AND DEVELOPMENT FOR A GRANT UNDER ANY OF THE FOLLOWING FTA PROGRAMS MANAGED THROUGH LOUISIANA DEPARTMENT OF TRANSPORTATION AND DEVELOPMENT.

•49 CFR 5310, FORMULA GRANTS FOR THE ENHANCED MOBILITY OF SENIORS AND INDIVIDUALS WITH DISABILITIES
WHEREAS, the Secretary of Transportation and Development is authorized to make grants for mass transportation projects;
WHEREAS, the contract for financial assistance will impose certain obligations upon the applicant, including the provisions by it of the local share of project costs;
WHEREAS, it is required by the Louisiana Department of Transportation and Development in accord with the provisions of Title VI of the Civil Rights Act of 1964, that in connection with the filing of an application for assistance that it will comply with Title VI of the Civil Rights Act of 1964 and the U.S. Department of Transportation requirements thereunder; and
WHEREAS, it is the goal of the Applicant that minority business enterprise be utilized to the fullest extent possible in connection with this project, and that definitive procedures shall be established and administered to ensure that minority businesses shall have the maximum feasible opportunity to compete for contracts when procuring construction contracts, supplies, equipment, or consultant and other services:
NOW, THEREFORE, BE IT RESOLVED by the Cameron Parish Police Jury;
1. That the Parish Administrator is authorized to execute and file an application on behalf of the Cameron Parish Police Jury with the Louisiana Department of Transportation and Development, to aid in the financing of operating and/or capital assistance projects pursuant to FTA transit programs.
2. That the Parish Administrator is authorized to execute and file with such applications an assurance or any other document required by the Louisiana Department of Transportation and Development effectuating the purposes of Title VI of the Civil Rights Act of 1964, as amended.
3. That the Parish Administrator is authorized to furnish such additional information as the Louisiana Department of Transportation and Development may require in connection with the application or the project.
4. That the Parish Administrator is authorized to set and execute affirmative minority business policies in connection with the project’s procurement needs.
5. That the Parish Administrator is authorized to execute grant contract agreements on behalf of the Cameron Parish Police Jury?????? with the Louisiana Department of Transportation and Development for aid in the financing of the operating or capital assistance projects.
6. This resolution is applicable for a period of one year unless revoked by the governing body and copy of such revocation shall be furnished to the DOTD.

PROCLAMATION
WHEREAS, the 54th Anniversary of the National Fair Housing Law, Title VIII of the Civil Rights Act of 1968, during the month of April, is an occasion for all Americans – individually and collectively – to rededicate themselves to the principle of freedom from housing discrimination whenever it exists; and
WHEREAS, this law guarantees for each citizen the critical, personal element of freely choosing a home; and
WHEREAS, a fair housing law has been passed by the State of Louisiana, and implementation of the law requires the positive commitment, involvement, and support of all our citizens; and
WHEREAS, the department and agencies of the State of Louisiana are to provide leadership in the effort to make fair housing not just an idea, but an ideal for all our citizens; and
WHEREAS,barriers that diminish the rights and limit the options of any citizen to freely choose a home will ultimately diminish the rights and limit the options of all.
NOW, THEREFORE, I, Curtis Fountain, President of the Cameron Parish Police Jury, Cameron Parish, Louisiana, do hereby proclaim the month of April 2022, as
FAIR HOUSING MONTH, in Cameron Parish, Louisiana and do hereby encourage all citizens to abide by the letter and spirit of the Fair Housing Law and ask the citizens of Cameron Parish to join in reaffirming the obligation and commitment to fair housing opportunities for all.

WHEREAS, the Community Development Block Grant Program has operated since 1974 to provide local governments with the resources required to primarily meet the needs of low and moderate income persons; and
WHEREAS, the Community Development Block Grant Program is among the few remaining federal programs available to address the needs of low and moderate income persons and small cities; and
WHEREAS, the Community Development Block Grant Program has provided the state of Louisiana with important and flexible assistance to meet the needs of low and moderate income residents of small cities by funding sewer, water, and street improvement projects, economic development projects, and other public improvement projects; and
WHEREAS, Congress and the nation acknowledge the critical value of the Community Development Block Grant Program and the significant projects that rely on its funds for support; and
WHEREAS, the week of April 11-15, 2022, has been reserved for recognition and appreciation of the Community Development Block Grant Program.

WEEK 2022
WHEREAS, today’s libraries are more about what they can do with and for their communities, and not just about what they have on the shelves;
WHEREAS, libraries have long served as trusted institutions, often the heart of their cities, towns, schools, and academic campuses;
WHEREAS, libraries serve people of all ages, interest and backgrounds providing the resources and space to engage in life-long learning;
WHEREAS, libraries offer equipment and professional staff support to utilize technology, programs and services; often free or with nominal charges to users;
WHEREAS, libraries are a resource for all – regardless of race, ethnicity, creed, ability, sexual orientation, gender identity or socio-economic status;
WHEREAS, we recognize librarians as information professionals who provide expertise, services and guidance for patrons to access credible sources and material, making their own informed decisions about the world today;
WHEREAS, libraries provide access to and display a wide range of information not just a majority opinion or single perspective;
WHEREAS, librarians hold the professional values of diversity, equity and inclusion to meet the needs of all users;
WHEREAS, America is celebrating National Library Week including April 5 as National Library Worker’s Day and the immeasurable contributions made by library workers; April 6 as National Outreach Day showing library services are not limited to their physical location; and April 7 as Take Action for Libraries Day encouraging community support for libraries;
NOW, THEREFORE, be it resolved that I, Curtis Fountain, President of the Cameron Parish Police Jury proclaim National Library Week, April 3 – 9, 2022 in the Parish of Cameron, Cameron, Louisiana. During this week, we encourage all residents to visit our libraries, and explore all that they offer.

PARISH OF CAMERON
STATE OF LOUISIANA
WHEREAS, Mr. Gene Douglas Reese departed this life on Thursday, March 17, 2022; and
WHEREAS, this body and the people of Cameron Parish shall be eternally indebted unto the late Mr. Gene Reese for his faithful service with the Grand Lake Fire Department, as well as serving as a Board Member for Fire Protection District No. 14 for many years and serving on the Board of Directors for the Cameron Council on Aging; and
WHEREAS, Mr. Reese was a dedicated public servant to the Parish and his community and was proud to serve in the Louisiana Army National Guard.
NOW THEREFORE, BE IT RESOLVED, by the Police Jury of the Parish of Cameron, Louisiana, in regular session convened on this 1st day of April 2022, the Secretary is hereby directed to spread this resolution on the Minutes of this body and forward certified copies thereof to the family of Mr. Reese.

The President opened the floor for a public hearing to hear and consider comments on proposed amendments to 14-60 Speed Limits for Beach Areas:
DELETE EXISTING
Section (a.1) (1)
(a.1) Notwithstanding the above provisions; these vehicles are not allowed at the following beaches:
(1) Holly Beach area. Off-road vehicles or vehicles without a valid vehicle license are prohibited from a point one-half (1/2) mile east of Barataria Boulevard (Parish Road 502) and Beach Post #1 on the east side of Holly Beach, to a location one- half (1/2) mile west of Riveria Lane (Parish Road 513) and Beach Post #30 on the west side of Holly Beach; and
There were both oral and written comments from the public to review. 5 were in favor of changing the ordinance, 2 opposed changing the ordinance. Upon review it was moved by Mr. McGee, seconded by Mr. Trahan, and carried, the public hearing was declared closed.
The following amendment to 14-60 Speed Limits Beach Areas was offered by Mr. McGee, seconded by Mr. Trahan, and declared duly adopted:

The Cameron Parish Police Jury, governing authority of the Parish of Cameron, State of Louisiana (the “Police Jury”), met in regular public session at its regular meeting place, 148 Smith Circle, Cameron, Louisiana, at 2:00 o’clock p.m. on April 1, 2022, pursuant to written notice given to each and every member thereof and duly posted in the manner required by law.

WHEREAS, by initial affirmative action taken by the Police Jury, an election has been called for November 8, 2022, to consider the levy of ad valorem taxes in the Parish, and as a result thereof, it is necessary to publish notice of the boundaries of the Parish;
BE IT RESOLVED by the Police Jury, governing authority of the Parish as follows:
SECTION 1. The statements of fact expressly contained within the preamble to this Resolution have been specifically reviewed by the Police Jury and are found to be factually true and correct, and are made resolutions of the Parish.
SECTION 2. That the President and Secretary of this Police Jury are empowered, authorized and requested to cause to be published a public notice describing the geographic limits of the Parish, said publication to be made in one issue of the Cameron Pilot, in the same edition as the Notice to Voters is published, pertaining to the special tax election authorized for the Parish, by resolution adopted this date.

RESOLUTION
A RESOLUTION ORDERING AND CALLING A TAX ELECTION TO BE HELD IN CAMERON PARISH, LOUISIANA, ON NOVEMBER 8, 2022, FOR THE PURPOSE OF SUBMITTING TO THE ELECTORS RESIDING IN THE PARISH QUALIFIED UNDER THE CONSTITUTION AND LAWS OF THE STATE OF LOUISIANA, A PROPOSITION FOR THE LEVY AND COLLECTION OF AN AD VALOREM PROPERTY TAX IN LIEU OF EXISTING AD VALOREM PROPERTY TAXES FOR THE PURPOSE OF ECONOMIC DEVELOPMENT AND OPERATING AND MAINTAINING ALL PARISH FACILITIES; AUTHORIZING APPLICATION TO THE STATE BOND COMMISSION IN CONNECTION THEREWITH.
WHEREAS, at an election held on May 4, 2013 in Cameron Parish, State of Louisiana (the “Parish”), the electors residing in the parish qualified under the constitution and laws of the State of Louisiana did vote in favor of the following propositions:
Proposition No. 1
Shall the Parish of Cameron, be authorized to levy a tax of two and sixty-four hundredths (2.64) mills on the dollar of assessed valuation on all property subject to taxation in said Parish (an estimated $739,631.01 is reasonably expected to be collected from the levy of this tax per annum), for a period of ten (10) years commencing with the year 2014, for the purpose of maintaining and operating the Cameron Parish Courthouse and Jail?

Shall the Parish of Cameron be authorized to levy a tax of one and thirty-two hundredths (1.32) mills on the dollar of assessed valuation on all property subject to taxation in said Parish (an estimated $369,815.50 is reasonably expected to be collected from the levy of this tax per annum), for a period of ten (10) years, commencing with the year 2014, for the purpose of supporting the Health Center in Cameron Parish, Louisiana, title to which shall be in the Public?
WHEREAS, the Police Jury deems it necessary and desirable that the electorate of the Parish consider, at an election called for such purpose, a proposition authorizing the levy and collection of an ad valorem property tax of 3.96 mills for a period of ten (10) years beginning January 1, 2024, in lieu of the above referenced existing ad valorem property taxes, upon all taxable property within the Parish for the purpose of economic development and operating and maintaining all Parish facilities in the Parish; and
WHEREAS, authority for the imposition of the ad valorem tax within the Parish for such purpose is granted by Article VI, Section 32 of the 1974 Louisiana Constitution and Part V of Chapter 2 of Title 33 of the Louisiana Revised Statutes of 1950, as amended (La. R.S. 33:1236(7)), provided the levy of such tax is first authorized by a majority of the qualified electors of the Parish voting thereon at an election held for such purpose; and
WHEREAS, in compliance with La. R.S. 42:19.1, notice of the Police Jury’s intention to call the election for submittal of a proposition for levy and collection of an ad valorem property tax for the purpose of economic development and operating and maintaining all Parish facilities in the Parish, was announced to the public during the course of the March 3, 2022 public meeting, was published on March 10, 2022, in the Cameron Pilot, the official journal of the Police Jury, and additional notice was emailed on March 9, 2022, to each state senator and representative in whose district all or a portion of Cameron Parish is located; and
WHEREAS, the Police Jury desires to provide for holding an election at which the proposition for levy of ad valorem tax may be submitted;
NOW, THEREFORE, BE IT RESOLVED by the Police Jury of Cameron Parish, Louisiana:
SECTION 1. The statements of fact expressly contained within the preamble to this Resolution have been specifically reviewed by the Police Jury and are found to be factually true and correct, and are made resolutions of the Police Jury.
SECTION 2. Subject to the approval of the State Bond Commission, and under the authority conferred by Article VI, Section 32 of the Constitution of 1974 of the State of Louisiana, and Part V of Chapter 2 of Title 33 of the Louisiana Revised Statutes of 1950, as amended (La. R.S. 33:1236(7)), and other constitutional and statutory authority supplemental thereto, an election be and is hereby called and ordered to be held in Cameron Parish, Louisiana, on Tuesday, the 8th day of November, 2022, between the hours of six (6:00) o’clock a.m. and eight (8:00) o’clock p.m., in compliance with the provisions of Chapter 6-A of Title 18 of the Louisiana Revised Statutes of 1950, as amended, and that at said election there be submitted to all the qualified electors of the Parish entitled and qualified to vote at said election under the Constitution and laws of the United States, the following proposition:

There shall be published notice of said election in the Cameron Pilot, a weekly newspaper of general circulation within Cameron Parish, published in DeQuincy, Louisiana, and being the official journal of the Police Jury, once a week for four consecutive weeks, with the first publication to be made not less than forty-five (45) days nor more than ninety (90) days prior to the date fixed for the election, which notice shall be substantially in accordance with the Notice of Tax Election annexed hereto as “Exhibit A” and incorporated herein by reference, the same as if it were set forth herein in full.
SECTION 4. Officers designated or such substitutes as may be selected, designated and sworn in compliance with Sections 1286 through 1289 of Title 18 of the Louisiana Revised Statutes of 1950, as amended, shall hold the election substantially in accordance with the general election laws of the State of Louisiana, except that the election is called and shall be conducted, canvassed, and promulgated, and notice thereof given in accordance with the procedures set forth in Chapter 6-A of Title 18 of the Louisiana Revised Statutes of 1950, as amended. Said election officers shall make due returns of said election at a regular meeting of the Cameron Parish Police Jury to be held at its regular meeting place, 148 Smith Circle, Cameron, Louisiana, on Thursday, the 8th day of December, 2022, at 2:00 o’clock p.m., at which time said Police Jury will, then and there, in open and public session, examine and canvass the returns and declare the result of said election. The compensation of election officials be and the same is hereby fixed at the sum as specified in Section 426.1 of Title 18 of the Louisiana Revised Statutes of 1950, as amended. Assessed valuations shall not be voted in this election, and all qualified electors of the Parish are entitled to vote therein. Voting machines shall be used in this election, and voters shall not be required to sign a ballot or vote assessed valuation of property. The permanent registration law of the State of Louisiana being in force in Cameron Parish, said election shall be conducted in accordance with applicable provisions thereof.
SECTION 5. The Secretary of the Police Jury be and she is hereby empowered, authorized and directed to arrange for furnishing said election officers, in ample time for holding of said election the necessary equipment, forms and other election paraphernalia essential to the proper holding of said election.
SECTION 6. Application is hereby formally made to the State Bond Commission, Baton Rouge, Louisiana, in compliance with the requirements of Chapter 2, Title 47 of the Louisiana Revised Statutes of 1950, as amended, and in compliance with Article VI, Section 32 of the Constitution of 1974 of the State of Louisiana, and Part V of Chapter 2 of Title 33 of the Louisiana Revised Statutes of 1950, as amended (La. R.S. 33:1236(7)), and other constitutional and statutory authority supplemental thereto, for consent, approval and authority to hold the aforesaid election in Cameron Parish, Louisiana, and in the event such election carries, for consent and authority to levy and collect the ad valorem taxes therein provided. The Secretary is empowered, authorized and requested to forward to the State Bond Commission a certified copy of this resolution which shall constitute a formal application to said Commission as herein provided.
SECTION 7. Certified copies of this resolution shall be forwarded to the Secretary of State, the Clerk of Court and Ex-Officio Custodian of Voting Machines in and for the Parish of Cameron, and the Registrar of Voters, as notification of the election herein called in order that each may prepare for said election and perform their respective functions as authorized and required by law.
SECTION 8. There being a real public necessity for the retention and employment of legal counsel to provide specialized legal services in connection with the election, and it appearing that the public interest requires obtaining of such specialized legal services, Joseph A. Delafield, A Professional Corporation, of Lake Charles, Louisiana is hereby employed for such purposes. Fees of special counsel shall be in accordance with the fee schedule of the Attorney General of the State of Louisiana.
SECTION 9. The cost to conduct and canvass the returns of the election provided for herein is estimated to be $5,875.00 by the Louisiana Secretary of State.
SECTION 10. All resolutions, ordinances, or orders in conflict herewith, be, to the extent of such conflict, and they are hereby repealed.

A RESOLUTION ORDERING AND CALLING AN ELECTION TO BE HELD IN CAMERON PARISH, LOUISIANA, ON NOVEMBER 8, 2022, AUTHORIZING RENEWAL OF THE LEVY AND COLLECTION OF A TAX IN THE DISTRICT; AUTHORIZING APPLICATION TO THE STATE BOND COMMISSION IN CONNECTION THEREWITH.
WHEREAS, the Police Jury deems it necessary and desirable that the electorate of the Parish of Cameron, State of Louisiana (the “Parish”), consider, at an election called for such purpose, a proposition authorizing renewal of the levy and collection of an ad valorem tax of 6.61 mills for a period of ten (10) years beginning January 1, 2024, upon all taxable property within the Parish, for the purpose of improving, maintaining, constructing and repairing roads and bridges in the Parish; and
WHEREAS, authority for the imposition of the ad valorem tax within the Parish for such purpose is granted by Article VI, Section 32 of the Constitution of 1974 of the State of Louisiana, and Part V of Chapter 2 of Title 33 of the Louisiana Revised Statutes of 1950, as amended (La. R.S. 33:1236(7)), and other constitutional and statutory authority supplemental thereto, provided the levy of such tax is first authorized by a majority of the qualified electors of the Parish voting thereon at an election held for such purpose; and
WHEREAS, in compliance with La. R.S. 42:19.1, notice of the Police Jury’s intention to call the election for submittal of a proposition for renewal of the levy and collection of an ad valorem property tax for the purpose of improving, maintaining, constructing and repairing roads and bridges in the Parish, was announced to the public during the course of the March 3, 2022 public meeting, was published on March 10, 2022, in the Cameron Pilot, the official journal of the Police Jury, and additional notice was emailed on March 9, 2022, to each state senator and representative in whose district all or a portion of Cameron Parish is located; and
WHEREAS, the Police Jury desires to provide for holding an election at which the proposition for levy of the ad valorem tax may be submitted;
NOW, THEREFORE, BE IT RESOLVED by the Police Jury of Cameron Parish, Louisiana:
SECTION 1. The statements of fact expressly contained within the preamble to this Resolution have been specifically reviewed by the Police Jury and are found to be factually true and correct, and are made resolutions of the Police Jury.
SECTION 2. Subject to the approval of the State Bond Commission, and under the authority conferred by Article VI, Section 32 of the Constitution of 1974 of the State of Louisiana, and Part V of Chapter 2 of Title 33 of the Louisiana Revised Statutes of 1950, as amended (La.
