MINUTES
The Cameron Parish Beachfront Development District #1 Commission met in regular session on Monday, May 9, 2022, at the Johnson Bayou Community Center. The meeting was called to order at 6:00 p.m. by Chairman Richard Burbank, who led the pledge and prayer.
Commissioners present were Chairman Richard Burbank, Vice-Chairman Russell Badon, Nikki Norman, Michele Long, Mike Gaspard, and Secretary Cindy Snead. Cameron Parish Police Juror Sonny McGee was our guest.
On the motion of Russell Badon, seconded by Michele Long, and carried, the minutes for the April 11, 2022 meeting was approved as presented.
Old Business:
Craig Broussard gave a final report on the Causeway Boat Launch/Cheniere project. The original budget was $12,000 with the actual expense of $9,187.95. The final total includes placing a water line to the Welcome to Holly Beach sign and one year of service at $12 per month. On the motion of Michele Long, seconded by Mike Gaspard, and carried, the Causeway Boat Launch/Cheniere project has been successfully closed. The board thanks Craig Broussard for his guidance in leading this project.
Mike Gaspard proposed the purchase of eleven 4X4 permanent beach signs through Acme Sign Company at a cost of $7,425.00. Signs will be placed at entry points into Holly Beach, Long Beach, and Mae’s Beach. On the motion of Nikki Norman, seconded by Russell Badon, and carried, the board agreed to purchase the signs and send a work order to the Roads and Bridges Department to install them.
Michele Long gave an update of Cameron Parish West Beaches Brochure. The brochures will be placed at local businesses, the library, the clinic, boat launch, etc. for tourist information. On the motion of Mike Gaspard, seconded by Nikki Norman, and carried, the brochures will be ordered this week.
Michele Long updated the board on the Oceanview/Little Florida dune project. The parish has placed the donated rip-rap and added an underlayment of filter cloth to prevent future settlement of the material. On the motion of Michele Long, seconded by Russell Badon, and carried, the board agreed to continue working with the parish on the project and continue searching for funding for the 60/40 dirt material to stabilize Beach Blvd.
Mike Gaspard discussed leasing state property near Holly Beach so that the beach board can continue improving the area for tourists to recreate and enjoy the beach. The project is at a standstill, and Police Juror Sonny McGee will reach out to the parish to help facilitate the lease.
Board members are reminded to complete video trainings and send certificates to Braids LaBove, Human Resources, at the parish.
Mike Gaspard discussed the repair and use of a beach sweeper in front of the Holly Beach camps from Barataria to Riviera. Mike recommended that Dustin Corner and Nikki Norman work up a repair cost analysis and plan for use of the sweeper and present it to the board and/or the Holly Beach subcommittee. Craig Broussard stated that the project should be turned over to the Holly Beach subcommittee since it will be for their specific use.
New Business:
Amy Miller from the Cheniere Foundation will send a $20,000 donation dedicated to a future important beach board project. Craig Broussard suggested that the board brainstorm and prioritize ideas for future projects so that it will have projects ready to start when funding is available.
On the motion of Nikki Norman, seconded by Russell Badon, and carried, Craig Broussard will design a presentation addressing an idea for more effective parking in Holly Beach.
On the motion of Mike Gaspard, seconded by Nikki Norman, and carried, the board will apply for a water line to be installed at the Welcome to Holly Beach sign to water the new landscaping. The Cameron Parish Waterworks cost will be $729.30 with a reoccurring $12 monthly fee. Craig Broussard will donate any additional materials and time needed to complete the project.
Craig Broussard asked for clarification of project approvals by the project manager as long as it is within the scope and budget of the project. President Dick Burbank agreed that project managers have that authority to make decisions in the time period between meetings. Not all purchase decisions have to be voted on as long as the project was approved by the board. Also, the board may correspond via emails to handle time sensitive issues before the next formal board meeting.
Open Session:
Mike Gaspard resigned from the Cameron Parish Beachfront Development District #1. On the motion of Dick Burbank, seconded by Nikki Norman, and carried, the board will advertise the opening on its Facebook page and invite individuals who are interested in joining the board to come to the next meeting on June 13, 2022. Candidates will introduce themselves and explain why they would like to be a member and present any ideas they have for future projects. The board will take all applicants into consideration and announce their selection by the end of the meeting.
Payment of Bills:
The next meeting will be June 13, 2022.
There being no further business, on the motion of Michele Long, seconded by Nikki Norman, and carried, the meeting was adjourned at 7:47 p.m.
