The Cameron Parish Police Jury met in regular session on Friday, August 7, 2020, in the Cameron Parish West Annex Board Room in the Village of Cameron, Louisiana, at 2:00 o’clock P.M. The following members were present: Mr. Magnus McGee, Mr. Kirk Quinn, Mr. Curtis Fountain, Mr. Lawrence Faulk and Mr. McKinley Guidry. The following members were absent: Mr. Joe Dupont, Mr. Thomas McDaniel and Mr. Scott Trahan.
There was no Public Comment on the agenda items.
It was moved by Mr. Quinn, seconded by Mr. Fountain and carried, that the reading of the minutes shall be dispensed with and approved.
It was moved by Fountain, seconded by Mr. Quinn and carried, that the board hereby approves to add the following
item to the agenda: (Item 20) Approve quote from James Savoy to install electricity at the Grand Chenier Park Pavilion. (Item 21) Authority to advertise for Request for Proposals for an operator for the Lighthouse Bend Facilities. (Item 22) Approve Retiree Insurance Policy Change.
It was moved by Mr. Quinn, seconded by Mr. Faulk and carried, that the applications for the following Drilling and Pipeline permits be and the same are hereby approved with the stipulations set forth by the respective Gravity Drainage Districts:
a. Robertson Energy, LLC – Hackberry, Black Bayou Section 17, T12S, R12W, (proposed structures for drilling the JB Watkins No. 281 Well), Cameron Parish, LA. (200801)
It was moved by Mr. Fountain, seconded by Mr. Guidry and carried, that the applications for the following permits be and the same are hereby approved with the stipulations set forth by the respective Gravity Drainage Districts:
a. Lacassane Company, Inc. – Lowry, Section 1, 2 & 12, T12S, R05W; Section 4, 5, 6, 7, 8 & 9, T12S, R04W, (proposed collection of soil and groundwater samples to assess environmental conditions), Cameron Parish, LA. (200802)
b. Randy Broussard – 225 Alladin, Hackberry, LA, (proposed to excavate around existing pond to utilize fill material for 2 house pads. This will result in 25,926 cubic yards of excavated material), Cameron Parish, LA. (200803)
c. Dempsey G. Jackson, Jr. – Sweetlake, O’Blanc Road, Section 22, T12S, R07W, (proposed excavation of pond to provide fill material for house and shop pad in non-wet areas. This will result in approximately 1,111 cubic yards to be excavated), Cameron Parish, LA. (200804)

It was moved by Mr. Guidry, seconded by Mr. Quinn and carried, the board does hereby table the appointment for the Fire Protection District No. One Board.
It was moved by Mr. Quinn, seconded by Mr. Fountain and carried, the board does hereby table the appointment for the Fire Protection District No. Nine Board.
It was moved by Mr. Fountain, seconded by Mr. Faulk and carried, the board does hereby appoint Ian Griffith to the Fire Protection District No. Ten Board. Mr. Kirk Quinn recused from voting.
It was moved by Mr. Quinn, seconded by Mr. Fountain and carried, the board does hereby table the appointment for the Lower Cameron Hospital District No. One Board.
It was moved by Mr. Guidry, seconded by Mr. Faulk and carried, the board does hereby appoint Don Soileau to the Recreation District No. Five Board.
It was moved by Mr. Quinn, seconded by Mr. Fountain and carried, the board does hereby table the appointment for the Waterworks District No. Nine Board.
It was moved by Mr. Quinn, seconded by Mr. Faulk and carried, the board does hereby table the appointment for the expired term of Chris Hebert to the Recreation District No. Six Board, and directs the secretary to send a letter of appreciation to Mr. Hebert for his service to the board.
It was moved by Mr. Quinn, seconded by Mr. Faulk and carried, the board does hereby table the appointment for the expired term of Scott Primeaux to the Recreation District No. Six Board, and directs the secretary to send a letter of appreciation to Mr. Primeaux for his service to the board.
It was moved by Mr. Fountain, seconded by Mr. Faulk and carried, the board does hereby accept the resignation of Mark McCombs from the Beachfront Development District No. One Board, directs the secretary to send a letter of appreciation to Mr. McCombs for his service to the board, and appoints Michael Gaspard for the remainder of term.
It was moved by Mr. Fountain, seconded by Mr. Guidry and carried, the board does hereby accept the resignation of Lisa Hunt from the Beachfront Development District No. One Board, directs the secretary to send a letter of appreciation to Mrs. Hunt for her service to the board, and appoints Russell Badon for the remainder of term.
It was moved by Mr. Fountain, seconded by Mr. Quinn and carried, the board does hereby accept the resignation of Lisa Hunt from the Cameron Parish Tourist Commission Board, directs the secretary to send a letter of appreciation to Mrs. Hunt for her service to the board, and appoints Mary Carroll for the remainder of term.
It was moved by Mr. Quinn, seconded by Mr. Fountain and carried, the board does hereby accept the resignation of Mark McCombs from the Fire Protection District No. Ten Civil Service Board, directs the secretary to send a letter of appreciation to Mr. McCombs for his service to the board and tables the appointment.
It was moved by Mr. Fountain, seconded by Mr. Quinn and carried the board does hereby appoint Alfred Devall to the Cameron Parish Port Harbor and Terminal District Board for the ward 6 open seat.
It was moved by Mr. Quinn, seconded by Mr. Fountain and carried, the board does hereby grant authority to renew the contract with the Picard Group for State and Federal lobbying services.
It was moved by Mr. Quinn, seconded by Mr. Fountain and carried, that the following proclamation is declared duly adopted:
PROCLAMATION
2020 AS THE YEAR TO
EMBRACE THE GULF
WHEREAS, it is with pride that we recognize 2020 as the Year to Embrace the Gulf and acknowledge the Gulf of Mexico’s importance to the nation, to the State of Louisiana, and to Cameron Parish; and
WHEREAS, the Gulf of Mexico is an ocean basin bounded on the north, northeast, and northwest by the Gulf Coast of the United States, on the south and southwest by Mexico, and on the southeast by Cuba; and
WHEREAS, the Gulf of Mexico is also bordered by five Gulf Coast states: Alabama, Florida, Louisiana, Mississippi, and Texas, including many coastal counties and parishes within those states; and
WHEREAS, the Gulf region contributes significantly to the nation’s, as well as the state’s and Cameron’s economy, security, energy, environment, heritage, beauty, diversity, and resilience; and
WHEREAS, the Gulf of Mexico’s watershed covers more than half of the continental United States and the Mississippi River drains more than one-third of the nation into the Gulf, and this watershed is characterized with diverse flora and fauna, provides food, shelter, and habitat to marine and estuarine organisms, shorebirds, waterfowl, and wildlife; and
WHEREAS, the Gulf Coast supports our nation’s seafood industry through commercial fishing but also provides recreational adventures such as boating, sailing, kayaking, canoeing, paddle boarding, fishing, as well as more than 26 miles of Cameron Parish’s easily accessible natural Gulf Coast beaches; and
WHEREAS, the Gulf of Mexico provides thousands of miles of beautiful affordable shoreline living, and the Gulf Coast region is also one of the most culturally diverse regions in the nation with millions of residents tracing their heritage to Europe, Africa, Asia, and Latin America, and the Gulf Coast embraces a variety of traditions and invokes a strong sense of place; and
WHEREAS, the Gulf region plays a vital role in our nation’s defense and aerospace exploration and is crucial to oil, gas, and energy exploration and production, as well as import and export trade and the maritime industry; and
WHEREAS, Gulf Coast tourism generates hundreds of billions of dollars each year, and if the Gulf area were a country, its economy would rank among the top 10 worldwide; and
WHEREAS, by increasing awareness of the Gulf of Mexico’s many treasures and limitless value, we ensure a sustainable future.
NOW, THEREFORE, BE IT RESOLVED, by the Police Jury of Cameron Parish on this 7th day of August, 2020, do hereby acknowledge and observe 2020 as “The Year to Embrace the Gulf” and encourage the citizens of Cameron Parish, all Louisiana Gulf Coastal Parishes, as well as all citizens of the State of Louisiana, to commemorate its observance.

It was moved by Mr. Quinn, seconded by Mr. Fountain and carried, the board hereby approves the proposal presented by Hunt, Guillot & Associates to provide program management for FEMA Public Assistance Program for Cameron Parish and authorizes, directs and empowers the president or his designee to execute contracts for said proposal.
It was moved by Mr. Faulk, seconded by Mr. Fountain and carried, the board hereby approves the proposal presented by Rostan Solutions, LLC for disaster management and recovery monitoring services for Cameron Parish and authorizes, directs and empowers the president or his designee to execute contracts for said proposal.
It was moved by Mr. Fountain, seconded by Mr. Quinn and carried, the board hereby approves the proposal presented by CERES Environmental for debris removal and disposal services for Cameron Parish and authorizes, directs and empowers the president or his designee to execute contracts for said proposal.
It was moved by Mr. Faulk, seconded by Mr. Guidry and carried, the board does hereby authorize, empower and direct the President to make a public announcement of the Cameron Parish Police Jury’s intent to hold an election on March 20, 2021 for the renewal/continuation of a tax for operating and maintaining the districts fire protection for Fire Protection District No. Fourteen. With this authority, the President commenced to make said public announcement.
It was moved by Mr. Faulk, seconded by Mr. Guidry and carried, the board does hereby authorize, empower and direct the President to make a public announcement of the Cameron Paris Police Jury’s intent to hold an election on March 20, 2021 for the renewal/continuation of a tax for operating and maintaining the districts fire protection for Fire Protection District No. Fifteen. With this authority, the President commenced to make said public announcement.

RESOLUTION AUTHORIZING THE FILING OF AN APPLICATION WITH THE LOUISIANA DEPARTMENT OF TRANSPORTATION AND DEVELOPMENT FOR A GRANT UNDER ANY OF THE FOLLOWING FTA PROGRAMS MANAGED THROUGH LOUISIANA DEPARTMENT OF TRANSPORTATION AND DEVELOPMENT.
• 49 CFR 5311, Formula Grant for Rural Areas
WHEREAS, the Secretary of Transportation and Development is authorized to make grants for mass transportation projects;
WHEREAS, the contract for financial assistance will impose certain obligations upon the applicant, including the provisions by it of the local share of project costs;
WHEREAS, it is required by the Louisiana Department of Transportation and Development in accord with the provisions of Title VI of the Civil Rights Act of 1964, that in connection with the filing of an application for assistance that it will comply with Title VI of the Civil Rights Act of 1964 and the U.S. Department of Transportation requirements thereunder; and
WHEREAS, it is the goal of the Applicant that minority business enterprise be utilized to the fullest extent possible in connection with this project, and that definitive procedures shall be established and administered to ensure that minority businesses shall have the maximum feasible opportunity to compete for contracts when procuring construction contracts, supplies, equipment, or consultant and other services:
NOW, THEREFORE, BE IT RESOLVED by the Cameron Parish Police Jury;
1. That the Parish Administrator is authorized to execute and file an application on behalf of the Cameron Parish Police Jury with the Louisiana Department of Transportation and Development, to aid in the financing of operating and/or capital assistance projects pursuant to FTA transit programs.
2. That the Parish Administrator is authorized to execute and file with such applications an assurance or any other document required by the Louisiana Department of Transportation and Development effectuating the purposes of Title VI of the Civil Rights Act of 1964, as amended.
3. That the Parish Administrator is authorized to furnish such additional information as the Louisiana Department of Transportation and Development may require in connection with the application or the project.
4. That the Parish Administrator is authorized to set and execute affirmative minority business policies in connection with the project’s procurement needs.
5. That the Parish Administrator is authorized to execute grant contract agreements on behalf of the Cameron Parish Police Jury with the Louisiana Department of Transportation and Development for aid in the financing of the operating or capital assistance projects.

STATE OF LOUISIANA
WHEREAS, Mr. Ernest Carol Trahan, departed this life on Saturday, August 1, 2020; and
WHEREAS, this body and the people of Cameron Parish shall be eternally indebted unto the late Mr. Trahan for his faithful service as a Cameron Parish Police Juror, serving from 1980 to 1991. His decades of service to multiple public boards in Cameron Parish are an example to all those who serve; and
WHEREAS, Mr. Trahan was a dedicated public servant to the Parish and his community as well as serving in the US Army as an X-ray technician.
NOW THEREFORE, BE IT RESOLVED, by the Police Jury of the Parish of Cameron, Louisiana, in regular session convened on this 7th day of August, 2020, the Secretary is hereby directed to spread this resolution on the Minutes of this body and forward certified copies thereof to the family of Mr. Trahan.

RESOLUTION NO. 1125
STATE OF LOUISIANA
PARISH OF CAMERON
A resolution concerning the Cameron Parish Police Jury’s approval of a settlement in the matter entitled Oil Spill by the Oil Rig “Deepwater Horizon” in the Gulf of Mexico on April 20, 2010, filings relating to 15-4143, 15-4146, & 15-4654, MDL No. 2179 Section J in the United States District Court for the Eastern District of Louisiana.
WHEREAS, Cameron Parish Police Jury (“Cameron”) filed suit against Transocean Deepwater, Inc. (“Transocean”), and Halliburton Company (“HESI”) on April 19, 2013, in connection with the Deepwater Horizon Oil Spill (“the Spill”); and
WHEREAS, on May 29, 2015 and September 4, 2015, two class action settlements, totaling $1,239,750,000, were reached with Transocean and HESI to resolve their global potential punitive damage liability, including their liability to Cameron, resulting from “the Spill”; and
WHEREAS, the Eastern District of Louisiana issued an Order approving this settlement and the mechanism by which claimants could seek compensation from the settlement fund on April 26, 2016; and
WHEREAS, Cameron applied for compensation from this fund on December 15, 2016; and
WHEREAS, Cameron was awarded $1,292,351.00 from the fund; and
WHEREAS, Cameron has been advised against appealing or rejecting this award;
NOW THEREFORE, BE IT RESOLVED by the Cameron Parish Police Jury: necessary or advisable to effectuate the settlement.

It was moved by Mr. Fountain, seconded by Mr. Faulk and carried, that the Treasurer is hereby authorized, empowered and directed to pay the July 2020 bills.
It was moved by Mr. Quinn, seconded by Mr. Guidry and carried, the board does hereby approve quote from James Savoy in the amount of Six thousand seven hundred ninety-five dollars ($6,795.00) to install electricity at the Grand Chenier park pavilion.
It was moved by Mr. Fountain, seconded by Mr. Guidry, and carried, the Secretary is hereby authorized, empowered and directed to advertise for request for proposals for an operator for the Lighthouse Bend Facilities.
It was moved by Mr. Guidry, seconded by Mr. Fountain and carried, the board does hereby approve the Retiree Insurance Policy change, approving option 2 Cameron Parish Police Jury paying 100% of qualified retirees health insurance premiums.
