The Cameron Parish Police Jury met in regular session on Thursday, September 3, 2020, in the Grand Lake Elementary School located at 1039 Hwy 384 in the town of Grand Lake, Louisiana, at 11:00 o’clock A.M. The following members were present: Mr. Magnus McGee, Mr. Kirk Quinn, Mr. Joe Dupont, Mr. Thomas McDaniel Mr. Scott Trahan, Mr. Lawrence Faulk and Mr. McKinley Guidry. The following member was absent: Mr. Curtis Fountain.
There was no Public Comment on the agenda items.
It was moved by Mr. Quinn, seconded by Mr. Trahan and carried, that the reading of the minutes shall be dispensed with and approved.
It was moved by Faulk, seconded by Mr. Guidry and carried, that the board hereby approves to add the following item to the agenda: (Item 14) Allow food trucks parish wide on a 6 month temporary basis due to Hurricane Laura.
It was moved by Mr. Quinn, seconded by Mr. McDaniel and carried, that the applications for the following permits be and the same are hereby approved with the stipulations set forth by the respective Gravity Drainage Districts:

It was moved by Mr. Trahan, seconded by Mr. Quinn and carried, the board hereby authorizes Energy Transfer to cut hard surfaced Parish Road No. 557, Sarasota Avenue to perform
repairs on the 36″ Stingray Pipeline and to perform lowering operations. Energy Transfer agrees to restore the roadway to its existing condition upon completion of all work.

The Cameron Parish Police Jury, governing authority of Fire Protection District No. 14 of Cameron Parish, Louisiana (the “Police Jury”), met in regular public session at 11:00 o’clock a.m. on Thursday, September 3, 2020, at the meeting place of the Police Jury, the Grand Lake Elementary School, 1039 Hwy 384, Grand Lake, Louisiana, pursuant to the provisions of written notice given to each and every member thereof and duly posted in the manner required by law.

RESOLUTION
A RESOLUTION ORDERING AND CALLING A SPECIAL ELECTION TO BE HELD IN FIRE PROTECTION DISTRICT NO. 14 OF THE PARISH OF CAMERON, LOUISIANA, ON MARCH 20, 2021; AUTHORIZING RENEWAL OF LEVY AND COLLECTION OF A SPECIAL TAX IN THE DISTRICT, AND MAKING APPLICATION TO THE STATE BOND COMMISSION IN CONNECTION THEREWITH.
WHEREAS, it is deemed necessary and desirable by the Police Jury, governing authority of Fire Protection District No. 14 of Cameron Parish, Louisiana, (the “District”), that the electorate of the District consider, at an election called for such purpose, a proposition authorizing renewal of a special ad valorem tax of Five and Seventy Hundredths (5.70) mills for a period of ten (10) years commencing with the year 2022, upon all taxable property within the District for the purpose of operating and maintaining the District’s fire protection facilities and paying the cost of obtaining water for fire protection purposes, including charges for fire hydrant rentals and service in said District;
WHEREAS, authority for submission to the qualified electors of the District of a proposition to levy a special tax is granted by Article VI, Section 32 of the Constitution of 1974 of the State of Louisiana, and Section 1501 of Title 40 of the Louisiana Revised Statutes of 1950, as amended (La. R.S. 40:1501, et seq.), and other constitutional and statutory authority supplemental thereto, provided the levy of such special tax is first authorized by a majority of the qualified electors of the District voting on the proposition at an election held for such purpose; and
WHEREAS, in compliance with La. R.S. 42:19.1, notice of intention to call an election for submittal of a proposition for renewal of a special ad valorem tax and for levy of such ad valorem property tax for the purpose as stated above, was announced to the public during the course of its August 7, 2020 meeting, and published on August 13, 2020, in the Cameron Pilot, the official journal of the District, and actual notice was given by email on August 10, 2020, to each Cameron Parish Police Juror and to each state senator and representative in whose district all or a portion of the District is located; and
WHEREAS, the Police Jury desires to provide for holding an election at which the proposition of levying such special tax may be submitted;
NOW, THEREFORE, BE IT RESOLVED by the Cameron Parish Police Jury, acting as the governing authority of the District (the “Governing Authority”):
SECTION 1. The statements of fact expressly contained within the preamble to this Resolution have been specifically reviewed by the Governing Authority and are found to be factually true and correct, and are made resolutions of the District.
SECTION 2. Subject to the approval of the State Bond Commission, and under the authority conferred by Article VI, Section 32 of the Constitution of 1974 of the State of Louisiana, and Section 1501 of Title 40 of the Louisiana Revised Statutes of 1950, as amended (La. R.S. 40:1501, et seq.), and other constitutional and statutory authority supplemental thereto, a special election be and is hereby called and ordered to be held in the District, on Saturday, the 20th day of March, 2021, between the hours of seven (7:00) o’clock a.m. and eight (8:00) o’clock p.m., in compliance with the provisions of Chapter 6-A of Title 18 of the Louisiana Revised Statutes of 1950, as amended, and that at said special election there be submitted to all the qualified electors of the District entitled and qualified to vote at said election under the Constitution and laws of the United States, the following proposition:
MAINTENANCE MILLAGE
RENEWAL PROPOSITION
Shall Fire Protection District No. 14 of the Parish of Cameron, Louisiana, be authorized to renew the levy and collection of a tax of five and seventy hundredths (5.70) mills on the dollar of assessed valuation on all property subject to taxation in said district, (an estimated $212,063 reasonably expected to be collected from the levy of this tax per annum) for a period of ten (10) years, commencing with the year 2022, for the purpose of operating and maintaining the District’s fire protection facilities and paying the cost of obtaining water for fire protection purposes, including charges for fire hydrant rentals and service in said District?
SECTION 3. The polling places set forth in the Notice of Special Election in Exhibit A hereof, be and the same are hereby designated as the polling places at which to hold such election.
SECTION 4. Officers designated or such substitutes as may be selected, designated and sworn in compliance with Sections 1286 through 1289 of Title 18 of the Louisiana Revised Statutes of 1950, as amended, shall hold the said election substantially in accordance with the general election laws of the State of Louisiana, except that the election is called and shall be conducted, canvassed, and promulgated, and notice thereof given in accordance with the procedures set forth in Chapter 6-A of Title 18 of the Louisiana Revised Statutes of 1950, as amended. Said election officers shall make due returns of said election at a regular meeting of the District to be held at its regular meeting place, the Cameron Parish West Annex Board Room, 148 Smith Circle, Cameron, Louisiana, on Monday, the 5th day of April, 2021, at 2:00 o’clock p.m., at which time the Police Jury will, then and there, in open and public session, examine and canvass the returns and declare the result of said special election. The compensation of election officials be and the same is hereby fixed at the sum as specified in Sections 424 and 425 of Title 18 of the Louisiana Revised Statutes of 1950, as amended. Assessed valuations shall not be voted in this election, and all qualified electors of the District are entitled to vote therein. Voting machines shall be used in this election, and voters shall not be required to sign a ballot or vote assessed valuation of property. The permanent
registration law of the State of Louisiana being in force in Cameron Parish, said election shall be conducted in accordance with applicable provisions thereof.
SECTION 5. The Secretary of the Police Jury is hereby empowered, authorized and directed to publish, entirely separate and apart from any publication which may be made of this resolution, once a week for four consecutive weeks, with the first publication not less than forty-five days nor more than ninety days before the date of the election, in the Cameron Pilot, a newspaper published in DeQuincy, Louisiana, and having general circulation in Cameron Parish and in the District, a Notice of Election, substantially in the form attached hereto as Exhibit A.
SECTION 6. The Secretary of the Police Jury be and she is hereby empowered, authorized and directed to arrange for furnishing said election officers, in ample time for holding of said election the necessary equipment, forms and other election paraphernalia essential to the proper holding of said election.
SECTION 7. Application is hereby formally made to the State Bond Commission, Baton Rouge, Louisiana, in compliance with the requirements of Chapter 2, Title 47 of the Louisiana Revised Statutes of 1950, as amended, for consent, approval and authority to hold the aforesaid election in Ward Eight Fire Protection District No. Two of Cameron Parish, Louisiana; and in the event such election carries, pursuant to the provisions of Article 6, Section 32 of the Constitution of 1974 of the State of Louisiana, and Section 1501 of Title 40 of the Louisiana Revised Statutes of 1950, as amended (La. R.S. 40:1501, et seq.), and other constitutional and statutory authority supplemental thereto, for its consent and authority to levy and collect the ad valorem taxes therein provided. The Secretary is empowered, authorized and requested to forward to the State Bond Commission a certified copy of this resolution which shall constitute a formal application to said Commission as herein provided.
By virtue of the District’s application for, acceptance and utilization of the benefits of the Louisiana State Bond Commission’s approval(s) resolved and set forth herein, the District resolves that it understands and agrees that such approval(s) are expressly conditioned upon, and it further resolves that it understands, agrees and binds itself, its successors and assigns to, full and continuing compliance with the “State Bond Commission Policy on Approval of Proposed Use of Swaps, or other forms of Derivative Products Hedges, Etc.,” adopted by the Commission on July 20, 2006, as to the borrowing(s) and other matter(s) subject to the approval(s), including subsequent application and approval under said Policy of the implementation or use of any sway(s) or other product(s) or enhancement(s) covered thereby.
SECTION 8. There being a real public necessity for the retention and employment of legal counsel to provide specialized legal services in connection with the election, and it appearing that the public interest requires obtaining of such specialized legal services, Joseph A. Delafield, A Professional Corporation, of Lake Charles, Louisiana is hereby employed for such purposes. Fees of special counsel shall be in accordance with the fee schedule of the Attorney General of the State of Louisiana.
SECTION 9. Certified copies of this Resolution shall be forwarded to the Secretary of State, the Clerk of Court and Ex-Officio Custodian of Voting Machines in and for the Parish of Cameron, and the Registrar of Voters, as notification of the special election herein called in order that each may prepare for said election and perform their respective functions as authorized and required by law.
SECTION 10. The cost to conduct and canvass the returns of the election provided for herein is estimated to be $7,300.00 by the Louisiana Secretary of State.
SECTION 11. All resolutions, ordinances, or orders in conflict herewith, be, to the extent of such conflict, and they are hereby repealed.

WHEREAS, it is deemed necessary and desirable by the Police Jury, governing authority of Fire Protection District No. 15 of Cameron Parish, Louisiana, (the “District”), that the electorate of the District consider, at an election called for such purpose, a proposition authorizing continuation of a special ad valorem tax of Eight and Sixteen Hundredths (8.16) mills for a period of ten (10) years commencing with the year 2022, upon all taxable property within the District for the purpose of operating and maintaining the District’s fire protection facilities and paying the cost of obtaining water for fire protection purposes, including charges for fire hydrant rentals and service in said District;
WHEREAS, authority for submission to the qualified electors of the District of a proposition to levy a special tax is granted by Article VI, Section 32 of the Constitution of 1974 of the State of Louisiana, and Section 1501 of Title 40 of the Louisiana Revised Statutes of 1950, as amended (La. SECTION 3. The polling places set forth in the Notice of Special Election in Exhibit A hereof, be and the same are hereby designated as the polling places at which to hold such election.
SECTION 4. special election herein called in order that each may prepare for said election and perform their respective functions as authorized and required by law.
SECTION 10. The cost to conduct and canvass the returns of the election provided for herein is estimated to be $2,000.00 by the Louisiana Secretary of State.
SECTION 11. All resolutions, ordinances, or orders in conflict herewith, be, to the extent of such conflict, and they are hereby repealed.

It was moved by Mr. Faulk, seconded by Mr. Trahan and carried, that the Treasurer is hereby authorized, empowered and directed to pay the August 2020 bills.
It was moved by Mr. Quinn seconded by Mr. Trahan and carried, the board will allow food trucks parish wide on a six (6) month temporary basis due to Hurricane Laura.
There being no further business, it was moved by Mr. Quinn, seconded by Mr. Guidry and carried, the meeting was declared adjourned.
