The Cameron Parish Police Jury met in regular session on Thursday, May 11, 2021, in the Cameron Parish West Annex Board Room in the Village of Cameron, Louisiana at 2:00 o’clock P.M. The following members were present: Mr. Scott Trahan, Mr. Thomas McDaniel, Mr. Magnus McGee, Mr. Curtis Fountain, Mr. Lawrence Faulk, and Mr. McKinley Guidry. Mr. Kirk Quinn and Mr. Joe Dupont were absent.
There was no Public Comment on the agenda items.
It was moved by Mr. McGee, seconded by Mr. Guidry and carried, that the reading of the minutes shall be dispensed with and approved.
It was moved by Mr. McDaniel, seconded by Mr. Guidry, and carried, the board hereby approves to add the following items to the agenda: (Item 8c) Ambulance Service District No. 3 – Gwen Constance, resigned. Appoint Kathleen Simon for the remainder of term. (Item 15) Authority to advertise to demo buildings damaged from Hurricanes Laura and/or Delta. (Item 16) Authority to advertise to repair buildings damaged from Hurricanes Laura and/or Delta. (Item 17) Resolution to support Congressional Bill for FEMA to pay interest payments to fund storm recovery efforts.
It was moved by Mr. McGee, seconded by Mr. Faulk, and carried, that the applications for the following Drilling and Pipeline permits be and the same are hereby approved with the stipulations set forth by the respective Gravity Drainage Districts:
a. Robertson Energy – West Hackberry, Section 17, T12S, R12W, (proposed structures for drilling the Sylvester and Tweety Prospects drilled from an existing well site), Cameron Parish, LA. (210502)
b. Delfin LNG, LLC – Offshore, West Cameron Area, Section 22, T15S, R13W, (proposed to construct, own, and operate a deepwater (DWP) terminal (referred to as Port Delfin) to serve the global liquefied natural gas market, approximately 37 to 40.8 nautical miles off the coast that consist of (4) new-build, custom designed floating liquefied natural gas vessels, (4) tower yoke mooring systems, (2) existing offshore natural gas pipelines of the former UT offshore System and the High Island Offshore System (HIOS), (4) new pipeline laterals connecting the HIOS pipeline to each FLNGVs, and (4) service vessel moorings supporting the FLNGVs. The feed gas would be supplied through these new pipeline laterals to each of the FLNGVs, where it would be cooled to totally condense the gas to produce LNG, then would be stored in internal LNG storages tanks aboard each of the FLNGSVs that have a storage capacity of approx. 210,000 cubic meters. Part of this proposed project, Delfin is proposing to construct, and operate the Delfin onshore facilities (DOF) which includes onshore pipelines and associated metering and compression facilities on the landward side of the mean, high water mark for the propose of which is to measure and deliver gas into the offshore pipeline for the DWP. The DOF supply header will consist of 0.25 mile of new 42-inch pipeline and 0.6 mile of 30-inch twin pipelines. The DOF will include the existing 1.1 miles of the former UTOS pipeline a mainline block valve and blowdown site between the new compressor station and mean, highwater mark), Cameron Parish, LA. It was moved by Mr. McDaniel, seconded by Mr. Fountain, and carried, that the applications for the following permits be and the same are hereby approved with the stipulations set forth by the respective Gravity Drainage Districts:
a. Coatney Trust – Grand Chenier, Section 18, T15S, R5W, (proposed refurbishment of existing levee system at two locations within a 400-acre impoundment that includes replenishing washed out native material from water control structures caused by Hurricane Laura and Delta, this will result in approximately 38 cubic yards of native material to be excavated), Cameron Parish, LA. It was moved by Mr. McDaniel, seconded by Mr. Faulk, and carried, the board hereby reappoints Kathy Guthrie to the Cameron Water & Wastewater District No. One Board.
It was moved by Mr. McDaniel, seconded by Mr. Faulk, and carried, the board hereby reappoints Clifford Broussard to the Fire Protection District No. Sixteen Board.
It was moved by Mr. Fountain, seconded by Mr. McDaniel, and carried, the board accepts the resignation of Gwen Constance, authorizes and empowers the secretary to send a letter of appreciation to Ms. Constance for her service to the board, and appoints Kathleen Simon for the remainder of term to the Ambulance Service District No. Two Board.
In response to an advertisement for the acceptance of bids for an official journal, the following bid was received:

Considering the bid of the Cameron Pilot to be the only responsible bid, it was moved by Mr. McGee, seconded by Mr. McDaniel, and carried, the board does hereby accept said bid and approves the Cameron Pilot as the official journal for the Cameron Parish Police Jury.
It was moved by Mr. Guidry, seconded by Mr. McDaniel and carried, the board hereby designates Mary Carroll as the records retention officer of the Cameron Parish Police Jury.
It was moved by Mr. Faulk, seconded by Mr. Fountain, and carried, the following proclamation is declared duly adopted:

PROCLAMATION
WHEREAS, Cameron Parish includes countless older Americans who enrich and strengthen our communities; and
WHEREAS, the Cameron Parish Police and the Cameron Council on Aging is committed to engaging and supporting older adults, their families and caregivers; and
WHEREAS, we acknowledge the importance of taking part in activities that promote the physical, mental and emotional well-being for everyone, regardless of age; and
WHEREAS, lives of individuals of every age can be enriched by promoting home and community-based services that support independent living, involving older adults in community planning, events and other activities and by providing opportunities for older adults to work, volunteer, learn, lead and mentor.

It was moved by Mr. Faulk, seconded by Mr. McDaniel, and carried, the board does hereby authorize, empower and direct the President to sign the State Highway Maintenance Agreement with the Louisiana Department of Transportation and Development (LADOTD).
It was moved by Mr. Fountain, seconded by Mr. McGee, and carried, the Treasurer is hereby authorized, empowered and directed to pay the April 2021 bills.

RESOLUTION NO. 1140

STATE OF LOUISIANA
WHEREAS, The 117th Congress, 1st session, in the House of Representatives, April 20, 2021 introduced “A BILL” “To amend the Robert T. Stafford Disaster Relief and Emergency Assistance Act to provide for the authority to reimburse local governments or electric cooperatives for interest expenses, and for other purposes.” H. R. 2669 introduced by Rep. Dunn, Neal P., and supported by Mr. Graves of Louisiana, entitled “FEMA Loan Interest Payment Relief Act” includes the following language.
SEC. 2. REIMBURSEMENT OF INTEREST PAYMENTS RELATED TO PUBLIC ASSISTANCE.
(a) In General.–Title IV of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5170 et seq.) is amended by adding at the end the following:
“SEC. 431. REIMBURSEMENT OF INTEREST PAYMENTS RELATED TO PUBLIC ASSISTANCE.
“(a) In General.–The President, acting through the Administrator of the Federal Emergency Management Agency, shall provide financial assistance to a local government or electric cooperative as reimbursement for qualifying interest.
“(b) Definitions.–In this section, the following definitions apply:
“(1) QUALIFYING INTEREST.–The term ‘qualifying interest’ means, with respect to a qualifying loan, the lesser of–
“(A) the actual interest paid to a lender for such qualifying loan; and
“(B) the interest that would have been paid to a lender if such qualifying loan had an interest rate equal to the prime rate most recently published on the Federal Reserve Statistical Release on selected interest rates.
“(2) QUALIFYING LOAN.–The term ‘qualifying loan’ means a loan–
“(A) obtained by a local government or electric cooperative; and
“(B) of which not less than 90 percent of the proceeds are used to fund activities for which such local government or electric cooperative receives assistance under this Act after the date on which such loan is disbursed.”.
(b) Rule Of Applicability.–Any qualifying interest (as such term is defined in section 431 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, as added by this Act) incurred by a local government or electric cooperative in the 5 years preceding the date of enactment of this Act shall be treated as eligible for financial assistance for purposes of such section.
NOW THEREFORE BE IT RESOLVED, by the governing authority of Cameron Parish, State of Louisiana, that Cameron Parish hereby strongly urges the Louisiana Delegation to support H. R. 2669.
