The Cameron Parish Police Jury met in regular session on Friday, April 16, 2021, in the Cameron Parish West Annex Board Room in the Village of Cameron, Louisiana at 2:00 o’clock P.M. The following members were present: Mr. Scott Trahan, Mr. Joe Dupont, Mr. Curtis Fountain, Mr. Lawrence Faulk, Mr. McKinley Guidry, and Mr. Kirk Quinn. Mr. Thomas McDaniel and Mr. Magnus McGee were absent.
There was no Public Comment on the agenda items.
It was moved by Mr. Quinn, seconded by Mr. Guidry and carried, that the reading of the minutes shall be dispensed with and approved.
It was moved by Mr. Quinn, seconded by Mr. Faulk, and carried, the board hereby approves to add the following items to the agenda: (Item 8j) Fire Protection District No. 9 – Remove Mark LeBoeuf, moved out of parish. Appoint Armand “Bubba” Richard for the remainder of term. (Item 8k) Gravity Drainage District No. 5 – Jimmy Roberts resigned, appoint Armand “Bubba” Richard for the remainder of term. (Item 27) Authority to get soil compaction tests and a new quote on Pelican Point Road.
It was moved by Mr. Quinn, seconded by Mr. Fountain, and carried, that the applications for the following Drilling and Pipeline permits be and the same are hereby approved with the stipulations set forth by the respective Gravity Drainage Districts:

United World Energy Corporation – Chalkley Field, Sections 9,10,11,15, T12S, R6W, (proposed installation of a 3-inch flowline to serve the Cameron Parish School Board 16 No. 1 Well, flowline to be installed from existing well site to an existing facility having a total length of 10,435 ft.), Cameron Parish, LA. It was moved by Mr. Guidry, seconded by Mr. Fountain, and carried, the board hereby appoints John T. Constance for the remainder of term for Gerald Richard who resigned due to moving out of the parish to the Cameron Parish Waterworks District No. Eleven Board, and authorizes and empowers the secretary to send a letter of appreciation to Mr. Richard for his service to the board.
It was moved by Mr. Quinn, seconded by Mr. Fountain, and carried, the board hereby reappoints Tammy Peshoff to the Fire Protection District No. One Board.
It was moved by Mr. Quinn, seconded by Mr. Faulk, and carried, the board hereby tables the expired term of Margaret Jones for the Fire District No. One Civil Service Board.
It was moved by Mr. Quinn, seconded by Mr. Faulk, and carried, the board hereby reappoints Leslie Griffith to the Gravity Drainage District No. Four Board.
It was moved by Mr. Quinn, seconded by Mr. Fountain, and carried, the board hereby reappoints Don Trahan to the Gravity Drainage District No. Seven Board.
It was moved by Mr. Quinn, seconded by Mr. Fountain, and carried, the board hereby reappoints Rodney Billiot to the Gravity Drainage District No. Seven Board.
It was moved by Mr. Quinn, seconded by Mr. Faulk, and carried, the board hereby reappoints James “Bozo” Cox to the Gravity Drainage District No. Eight Board.
It was moved by Mr. Faulk, seconded by Mr. Fountain, and carried, the board hereby reappoints Susie Fawvor to the Recreation District No. Nine Board.
It was moved by Mr. Fountain, seconded by Mr. Faulk, and carried, the board accepts the resignation of Barry Stine, authorizes and empowers the secretary to send a letter of appreciation to Mr. Stine for his service to the board, and appoints Desiree Boykin for the remainder of term to the Hackberry Recreation District Board.
It was moved by Mr. Quinn, seconded by Mr. Faulk, and carried, the board hereby appoints Armand “Bubba” Richard for the remainder of term to the Fire Protection District No. Nine Board for Mark LeBoeuf who was removed from the board due to moving out of the parish. The Board also authorizes and empowers the secretary to send a letter of appreciation to Mr. LeBoeuf for his service to the board.
It was moved by Mr. Quinn, seconded by Mr. Fountain, and carried, the board accepts the resignation of Jimmy Roberts, authorizes and empowers the secretary to send a letter of appreciation to Mr. Roberts for his service to the board, and appoints Armand “Bubba” Richard for the remainder of term to the Gravity Drainage District No. Five Board.
It was moved by Mr. Faulk, seconded by Mr. Quinn and carried, the Secretary is hereby authorized, empowered and directed to advertise for bids for Official Journal for Cameron Parish publication of legal notices.

PROCLAMATION
WHEREAS, the 53rd Anniversary of the National Fair Housing Law, Title VIII of the Civil Rights Act of 1968, during the month of April, is an occasion for all Americans – individually and collectively – to rededicate themselves to the principle of freedom from housing discrimination whenever it exists; and
WHEREAS, this law guarantees for each citizen the critical, personal element of freely choosing a home; and
WHEREAS, a fair housing law has been passed by the State of Louisiana, and implementation of the law requires the positive commitment, involvement, and support of all our citizens; and
WHEREAS, the department and agencies of the State of Louisiana are to provide leadership in the effort to make fair housing not just an idea, but an ideal for all our citizens; and
WHEREAS, barriers that diminish the rights and limit the options of any citizen to freely choose a home will ultimately diminish the rights and limit the options of all.
NOW, THEREFORE, I, Scott Trahan, President of the Cameron Parish Police Jury, Cameron Parish, Louisiana, do hereby proclaim the month of April 2021, as
FAIR HOUSING MONTH, in Cameron Parish, Louisiana and do hereby encourage all citizens to abide by the letter and spirit of the Fair Housing Law and ask the citizens of Cameron Parish to join in reaffirming the obligation and commitment to fair housing opportunities for all.

PROCLAMATION
WHEREAS, the Community Development Block Grant Program has operated since 1974
to provide local governments with the resources required to primarily meet the needs of low and moderate income persons; and
WHEREAS, the Community Development Block Grant Program is among the few remaining federal programs available to address the needs of low and moderate income persons and small cities; and
WHEREAS, the Community Development Block Grant Program has provided the state of Louisiana with important and flexible assistance to meet the needs of low and moderate income residents of small cities by funding sewer, water, and street improvement projects, economic development projects, and other public improvement projects; and
WHEREAS, Congress and the nation acknowledge the critical value of the Community Development Block Grant Program and the significant projects that rely on its funds for support; and
WHEREAS, the week of April 5-9, 2021, has been reserved for recognition and appreciation of the Community Development Block Grant Program.

PROCLAMATION
Throughout our country’s history, the humanitarian spirit of the American people has shined as a beacon of hope in times of crisis. It is written in our DNA that when hardship strikes, we come together to ensure that no one faces it alone. It is in that spirit that we celebrate American Red Cross Month, a chance to honor all those selfless Americans who step up and lend a hand whenever and wherever people are in need.
For 140 years, the American Red Cross has been synonymous with the prevention and alleviation of human suffering across the globe. Founded by Clara Barton in 1881, the organization’s mission lives on in the dedication of Red Cross workers — more than 90 percent of whom are volunteers — and the generosity of the American people in moments of crisis.
We saw unmistakable evidence of that spirit through the challenges of this past year. In 2020, more than 70,000 people became new Red Cross volunteers and stepped up on behalf of those in need — as disaster shelter workers, health workers, blood donor ambassadors, and transportation specialists. And when our country faced a severe blood shortage, the American people rolled up their sleeves, with more than a half-million of our friends and neighbors donating blood with the Red Cross for the first time.
In a year like no other, people made a lifesaving difference. As months of relentless hurricanes, wildfires, and other extreme weather events battered communities, families spent more nights in emergency lodging than in any other year over the past decade — thanks to the hard work and generosity of Red Cross volunteers and partners who provided more than 1.3 million people with overnight stays last year. When the pandemic strained emergency services, Red Cross workers adapted to help fulfill urgent needs. They responded to increased emergency calls from military families, aided hundreds of thousands of home fire survivors, supported international health and hygiene services, and safely provided health and safety courses to essential workers and others to help them manage the COVID-19 threat. In recent days, as harsh winter storms left many Americans without power and water across the South and Midwest, the Red Cross and its partners have worked to help people recover and restore access to safe water.
This month, we renew our commitment to Clara Barton’s remarkable vision and join together, as one Nation, to recommit ourselves to a foundational American principle: the duty of care we owe to one another when times get tough. I urge all Americans to take part in that tradition through our own everyday acts of compassion — helping a neighbor, a stranger, or a community in need.
NOW, THEREFORE, I, SCOTT TRAHAN, President of the Cameron Parish Police Jury, Cameron Parish, Louisiana, do hereby proclaim March 2021 as American Red Cross Month. WHEREAS, Rigid Constructors, LLC, as Contractor, has completed the Community Development Block Grant – Disaster Recovery and Coastal Protection and Restoration Authority funded Rockefeller Shoreline Protection Project (12PARA3301/ME-37) in accordance with the plans and specifications contained in the contract documents pertaining thereto; and
WHEREAS, the Cameron Parish Police Jury desires to accept the completed work;
NOW, THEREFORE BE IT RESOLVED by the Cameron Parish Police Jury that the President, Scott Trahan be and is hereby empowered, authorized, and directed to execute a Notice of Acceptance for and on behalf of the Cameron Parish Police Jury, accepting the work as being completed, and that he be authorized and directed to have a copy of said Notice of Acceptance recorded in the Conveyance Records of the Parish of Cameron, State of Louisiana.

The Cameron Parish Police Jury, serving as governing authority of Fire Protection District No. 14 of the Parish of Cameron, Louisiana (the “Police Jury”), met in regular public session at the Cameron Parish West Annex Board Room, 148 Smith Circle, Cameron, Louisiana, at 2:00 o’clock p.m. on Friday, April 16, 2021, pursuant to written notice given to each and every member thereof and duly posted in the manner required by law.
The President called the meeting to order and on roll call, the following members were present:

The President of the Board stated that the purpose of the meeting was canvassing and tabulating the returns of an election held in Fire Protection District No. 14 of the Parish of Cameron, Louisiana (the “District”) of March 20, 2021, on the question of authority to renew the levy and collection of a tax on all taxable property within the District, and thereupon presented the following process verbal, which was adopted by the following vote:

Shall Fire Protection District No. 14 of the Parish of Cameron, Louisiana, be authorized to renew the levy and collection of a tax of five and seventy hundredths(5.70) mills on the dollar of assessed valuation on all property subject to taxation in said district, (an estimated $212,063 reasonably expected to be collected from the levy of this tax per annum) for a period of ten (10) years, commencing with the year 2022, for the purpose of operating and maintaining the District’s fire protection facilities and paying the cost of obtaining water for fire protection purposes, including charges for fire hydrant rentals and service in said District?

We therefore ascertained that the majority of qualified electors of the District qualified to vote under the Constitution and laws of the State of Louisiana voting in said election in the District voted in favor of the Proposition.
At the same time and place, we did examine and canvass the returns as evidenced by said tabulation blanks, certificates, and statements received from the election Commissioners and Commissioners-in-Charge and Commissioners according to law, and our finding was that the returns indicated a majority voted in favor of the Proposition.
Therefore, we declare that the result of said election is in favor of the Proposition as stated above.
In accordance with the law, a resolution promulgating the aforesaid results was adopted, and the Secretary of the Police Jury was ordered to have a copy of said resolution signed by the President and published in one issue of the Cameron Pilot, a newspaper published in DeQuincy, Louisiana, and of general circulation in said District.
In accordance with the provisions of R.S. 18:1293, a copy of the Notice of Election is attached hereto as Exhibit A. An affidavit showing proof of publication of said notice is attached hereto as Exhibit B. We did, likewise, order that one copy of this process verbal be sent to the Secretary of State to be recorded in the archives of the State of Louisiana, and that one copy be sent to the Clerk of the District Court of Cameron Parish to be recorded in the mortgage records of said Parish and that one copy be filed in the archives of this Board.
RESOLUTION
A RESOLUTION PROMULGATING THE RESULTS OF A SPECIAL ELECTION HELD IN FIRE PROTECTION DISTRICT NO. 14 OF THE PARISH OF CAMERON, LOUISIANA ON MARCH 20, 2021.
WHEREAS, on March 20, 2021, an election was held in Fire Protection District No. 14 of the Parish of Cameron, Louisiana (the “District), to determine the proposition hereinafter set out;
WHEREAS, the returns of said election were canvassed by the Cameron Parish Police Jury, governing authority of the District (the “Governing Authority” or “Police Jury”), according to law and notice duly given as provided by law, and the result of said election was declared to be in favor of the Proposition;
NOW, THEREFORE, BE IT RESOLVED by the Governing Authority of the District:
SECTION 1. The statements of fact expressly contained within the preamble to this Resolution have been specifically reviewed by the Governing Authority and are found to be factually true and correct, and made resolutions of the District.

An election was held in the District on March 20, 2021, to determine the proposition hereinafter set out; that said election was duly and properly called by the District by a resolution adopted on September 3, 2020, and recorded in the records of said District, that notice of said election embracing all matters required by law to be contained therein was given by publication in the Cameron Pilot, a newspaper published in DeQuincy, Louisiana, and of general circulation in the District, on January 14, January 21, January 28, and February 4, 2021, followed by additional publications on February 11, February 25, March 4, and March 11, 2021 due to change in the location of voting precincts, received from the Cameron Parish Register of Voters office due to damages incurred by Hurricanes Laura and Delta, the first of said publications being not less than 45 days nor more than 90 days prior to the date set for said election; that this did in said resolution designate the polling places for said election and did provide for the use of voting machines in the conduct of said election; that election officials were duly selected; that each election official received the certificate of instruction of the use of the voting machines and his duties in connection therewith as required by law; that the State Custodian of Voting Machines and the Clerk of Court and Ex-Officio Parish Custodian of Voting Machines of Cameron Parish made available on the day of the election at the polling places designated for the conduct of said election and necessary voting machines and all necessary equipment and paraphernalia required by law in connection with the use of voting machines at elections; that the Register of Voters and the Clerk of Court of Cameron Parish furnished to the election Commissioners and Commissioners-in-Charge copies of the precinct registers for each precinct or ward entitled to vote at such polling places; that the Louisiana Secretary of State prepared and certified the ballot used in the voting machines as required by law; that the proposition voted on in said election and as it appeared in said voting machine was in due from provided by law and the resolution adopted by this Police Jury on September 3, 2020, calling said special election; stat the results of said election were written on a large sheet of paper at said polling places, which sheet of paper was signed by each of the election officials designated to conduct such election at said polling places and which sheet was thereupon posted in public view at the polling places in accordance with law; that only qualified electors under the Constitution and laws of the State of Louisiana voted at said election; that the officials who served at said election were duly and properly appointed; that the places of all absent election officials were properly filled in accordance with law; that the polls at the voting places were opened at 7:00 a.m. and remained open and until not later than 8:00 p.m.; that after closing of the polls the votes for and against the proposition were properly counted and tallied and the necessary tabulation blanks, certificates and statements were made by the election officials in accordance with law and the voting machines delivered to the Clerk of Court and Ex-Officio Custodian of Voting machines in and for Cameron Parish, Louisiana and a copy of the results of said election delivered to the Clerk of the District Court of Cameron parish as required by Louisiana Revised Statutes 18:1190E; that on March 23, 2021, that being the third day after said election the Clerk of Court and Ex-Officio Custodian of Voting machines, after breaking the seals and opening the voting machines used in said election did transcript the totals for the proposition voted upon at said election; and that all things whatsoever required by law to be done in connection with the holding of said election were properly and duly performed in manner and form as required by Chapter 4 of subtitle II of Title 39 of the Louisiana Revised Statutes of 1950, as amended, and the general election laws of the State of Louisiana.
SECTION 3. In said election the following proposition was approved by a majority of the electors qualified to vote and voting in said election in Fire Protection District No. 14 of the Parish of Cameron, Louisiana;

RENEWAL PROPOSITION
Shall Fire Protection District No. 14 of the Parish of Cameron, Louisiana, be authorized to renew the levy and collection of a tax of five and seventy hundredths(5.70) mills on the dollar of assessed valuation on all property subject to taxation in said district, (an estimated $212,063 reasonably expected to be collected from the levy of this tax per annum) for a period of ten (10) years, commencing with the year 2022, for the purpose of operating and maintaining the District’s fire protection facilities and paying the cost of obtaining water for fire protection purposes, including charges for fire hydrant rentals and service in said District?
SECTION 3. The results of said election shall be promulgated by publication of this resolution of promulgation one time in the Cameron Pilot, a newspaper published in DeQuincy, Louisiana, the official journal of the District and general circulation in the District.

The Cameron Parish Police Jury, serving as governing authority of Fire Protection District No. 15 of the Parish of Cameron, Louisiana (the “Police Jury”), met in regular public session at the Cameron Parish West Annex Board Room, 148 Smith Circle, Cameron, Louisiana, at 2:00 o’clock p.m. on Friday, April 16, 2021, pursuant to written notice given to each and every member thereof and duly posted in the manner required by law.
The President called the meeting to order and on roll call, the following members were present:

We therefore ascertained that the majority of qualified electors of the District qualified to vote under the Constitution and laws of the State of Louisiana voting in said election in the District voted in favor of the Proposition.
At the same time and place, we did examine and canvass the returns as evidenced by said tabulation blanks, certificates, and statements received from the election Commissioners and Commissioners-in-Charge and Commissioners according to law, and our finding was that the returns indicated a majority voted in favor of the Proposition.
Therefore, we declare that the result of said election is in favor of the Proposition as stated above.
In accordance with the law, a resolution promulgating the aforesaid results was adopted, and the Secretary of the Police Jury was ordered to have a copy of said resolution signed by the President and published in one issue of the Cameron Pilot, a newspaper published in DeQuincy, Louisiana, and of general circulation in said District.
In accordance with the provisions of R.S. 18:1293, a copy of the Notice of Election is attached hereto as Exhibit A. An affidavit showing proof of publication of said notice is attached hereto as Exhibit B. We did, likewise, order that one copy of this process verbal be sent to the Secretary of State to be recorded in the archives of the State of Louisiana, and that one copy be sent to the Clerk of the District Court of Cameron Parish to be recorded in the mortgage records of said Parish and that one copy be filed in the archives of this Board.

A RESOLUTION PROMULGATING THE RESULTS OF A SPECIAL ELECTION HELD IN FIRE PROTECTION DISTRICT NO. 15 OF THE PARISH OF CAMERON, LOUISIANA ON MARCH 20, 2021.
WHEREAS, on March 20, 2021, an election was held in Fire Protection District No. 15 of the Parish of Cameron, Louisiana (the “District), to determine the proposition hereinafter set out;
WHEREAS, the returns of said election were canvassed by the Cameron Parish Police Jury, governing authority of the District (the “Governing Authority” or “Police Jury”), according to law and notice duly given as provided by law, and the result of said election was declared to be in favor of the Proposition;
NOW, THEREFORE, BE IT RESOLVED by the Governing Authority of the District:

It was moved by Mr. Guidry, seconded by Mr. Quinn, and carried, the board does hereby authorize, empower and direct the President to sign the Cooperative Endeavor Agreement between the Cameron Parish Police Jury, Cameron Parish School Board and the Cameron Parish District Attorney’s office for the annual payment of $24,000.00 from the School Board for the benefit of the DA staff payroll.
It was moved by Mr. Quinn, seconded by Mr. Dupont, and carried, the board does hereby authorize, empower and direct the President to sign the Cash Sale Deed from the Cameron Parish Police Jury to Jude S. Primeaux for the purchase of the building located at 135 Camille Lane, Cameron, LA.
It was moved by Mr. Quinn, seconded by Mr. Faulk, and carried, the board does hereby allocate funding in the amount of Fifteen thousand dollars ($15,000.00), to replace the culvert on Hwy 384, Grand Lake, LA.
It was moved by Mr. Faulk, seconded by Mr. Fountain, and carried, the board hereby tables the allocation of funds for casket retrieval.
It was moved by Mr. Faulk, seconded by Mr. Fountain, and carried, the Treasurer is hereby authorized, empowered and directed to pay the March 2021 bills, Mr. Quinn recused from voting.
