PROCEEDINGS
March 11, 2021
There was a regular meeting of Gravity Drainage District No. 8 at 6:00 p.m., Thursday, March 11, 2021, at the Grand Lake Waterworks Office.
PRESENT: Jake McCain, Marsh Trahan, Terry Smith, James Cox, Tommy Arceneaux
ABSENT: None
GUESTS: Kirk Richard, Butch Guidry
On motion of Tommy Arceneaux, second by James Cox and carried, the minutes of the of the July 16, 2020 meeting are approved.
On motion of Tommy Arceneaux, second by James Cox and carried, the Finance Report thru February 28, 2021 was approved as presented by the Secretary.
During the public comment period, Butch Guidry addressed the board about rain driven drainage issues on near Kirk Richard’s property. Butch Guidry and Kirk Richard believe the plugs placed in a levy are causing the water to back and flood properties in Big Lake. The drainage ditch and levy identified are not a permitted lateral that belongs to the drainage board; however, Jake McCain tasked Katie Armentor with the assessing the drainage. Katie Armentor agreed to research the issue and informed the board that the Parish was seeking to hire an engineer. Once the position is filled, she and the Parish Engineer will identify what is causing the problem and develop a strategy to present to the board.
On a motion of Tommy Arceneaux, seconded by Terry Smith and carried, the board approved the following permits as presented by the secretary:
a. LCUP #200802 – Lacassane Company – soil & groundwater samples
b. LCUP #200804 – Dempsey Jackson – excavate pond for house pad
c. LCUP #210203 – BP America Production – subsurface evaluation
d. LCUP #210301 – Third Louisiana Resources – low water crossings
e. EUA # 20-076 – Myers Trucking – disposal site
f. EUA # 20-071 – Wendell Wilkerson – disposal site
g. EUA # 20-096 – LBH – fiber optic cable replacement
Katie Armentor addressed the board about utilizing parish employees and equipment to clean all of the drainage laterals within the district. The board will be responsible for costs deemed ineligible by FEMA and be required to provide a 10% match. On a motion of Tommy Arceneaux, seconded by Terry Smith and carried, the board agreed to cover the costs associated with cleaning the laterals.
On motion of Tommy Arceneaux, second by James Cox and carried, the meeting was adjourned.
