South Cameron Consolidated Waterworks District No. 1
December 19, 2023
The South Cameron Consolidated Waterworks District No. 1 met in regular session on Tuesday, December 19, 2023, at 4:30 at the Cameron Parish School Board- Audrey Memorial Building C- 3151 Trosclair Road, Creole, LA 70632.
President Joseph Baccigalopi called the meeting to order at 5:00 p.m.
Joseph Baccigalopi led the Pledge of Allegiance and Michelle Trahan led the prayer.
The following members were present: Joseph Baccigalopi, Vickie Kiffe, Bubba Richard, Michelle Trahan, and Tammy Vincent.
The following guests were in attendance: Asst. District Attorney- Chelsea Champagne, Parish Administrator- Katie Armentor, Police Jurors- Sonny McGee and Scott Trahan, Wendy Harrington, Mark Daigle, K&M Project Services- Mitch Thomas and Matt Richard, Susan Boudreaux, and Tammy Peshoff
It was moved by Vickie Kiffe, seconded by Michelle Trahan, and carried, that the minutes from the previous meeting are hereby approved.
It was moved by Michelle Trahan, seconded by Bubba Richard, and carried, that the financial statements are approved for Cameron Parish Waterworks District No. 1, Cameron Parish Waterworks District No. 7 and Cameron Parish Waterworks District No. 9.
It was moved by Vickie Kiffe, seconded by Bubba Richard, and carried, to pay monthly bills for Cameron Parish Waterworks District No. 7 and Cameron Parish Waterworks District No. 9.
It was moved by Michelle Trahan, seconded by Vickie Kiffe, and carried, for the Cameron Parish Police Jury to update insurance renewal for Cameron Parish Waterworks District No. 9. Update will include:
Cancel Coverage for the following.
Loc #7 Water Tank – 655 Little Chenier Road
Loc #8 Water Tank – 925 Little Chenier Road
Loc #9 Water Tank – 1485 Little Chenier Road
Loc #14 Storage Building – 4011 Grand Chenier Hwy
Reduce Coverage for the following to $180,000.00
Loc #40 Muria Water Tower – 129 Muria Road
Loc #41 Oak Grove Tower – 1523 Oak Grove Hwy
Loc #53 Grand Chenier Tower – 5035 Grand Chenier Hwy
It was moved by Michelle Trahan, seconded by Vickie Kiffe, and carried, to accept and authorize President to sign the Cooperate Endeavor Agreement with the Cameron Parish School Board.
It was moved by Michelle Trahan, seconded by Bubba Richard, and carried, to adopt the LRWA Rate Study completed by Susan Robbins to become effective on the 1st billing period once the consolidation is finalized.
It was moved by Michelle Trahan, seconded by Bubba Richard, and carried, to authorize K&M Project Services, LLC to advertise public bid for LDH Project #60003918. Pending LDH approval Grand Chenier ground storage tank will be added as a priority in the bid packet.
It was moved by Michelle Trahan, seconded by Vickie Kiffe, and carried, to approve the audit engagement from Gragson, Cassidy, and Guillory for year ending 12/31/2023.
It was moved by Michelle Trahan, seconded by Vickie Kiffe, and carried, to adopt ACT 393 changes to the open meetings law requirements in district policy.
It was moved by Michelle Trahan, seconded by Bubba Richard, and carried, to adopt the Cameron Pilot as the official journal.
It was moved by Vickie Kiffe, seconded by Bubba Richard, and carried, to adopt the 2024 meeting dates as followed: January 22, February 19, March 18, April 22, May 20, June 17, July 15, August 19, September 16, October 21, November 18, and December 16.
It was moved by Michelle Trahan, seconded by Vickie Kiffe, and carried to adopt the 2024 Proposed Budgets for Cameron Parish Waterworks District No. 1, Cameron Parish Waterworks District No. 7 and Cameron Parish Waterworks District No. 9.
There being no further business, on the motion of Vickie Kiffe, seconded by Bubba Richard and carried, the meeting was declared adjourned.
