OCTOBER 1, 2020
The Cameron Parish Police Jury met in regular session on Thursday, October 1, 2020, in the Cameron Parish West Annex Board Room in the Village of Cameron, Louisiana, at 11:00 o’clock A.M. The following members were present: Mr. Magnus McGee, Mr. Scott Trahan, Mr. Kirk Quinn, Mr. Curtis Fountain, Mr. Joe Dupont, and Mr. Lawrence Faulk and Mr. McKinley Guidry. The following member was absent: Mr. Thomas McDaniel
There was no Public Comment on the agenda items.
It was moved by Mr. Quinn, seconded by Mr. Faulk and carried, that the reading of the minutes shall be dispensed with and approved.
It was moved by Fountain, seconded by Mr. Trahan and carried, that the board hereby approves to add the following item to the agenda: (Item 6h) K & M Project Services, LLC – Big Lake, 539 Big Pasture Rd., Section 25, T12S, R9W, (proposed Crador land Management Debris Site, approximately 10.5 acres utilized for disposal of Hurricane Laura generated debris), Cameron Parish, LA. (201008). (Item 6i) George Wendell Wilkerson II – Cameron, 1633 Marshall St., Section 65, T14S, R9W, (proposed Wilkerson Disposal Cameron Site, for prior activities relating to hurricane debris and current disposal of Hurricane Laura generated debris), Cameron Parish, LA. (201009). (Item 15) Accept Rutherford Beach GOMESA Shoreline Protection Project as Substantially Complete. (Item 16) Authority to advertise and hire Hurricane Laura recovery personnel.
It was moved by Mr. Quinn, seconded by Mr. Guidry and carried, that the applications for the following permits be and the same are hereby approved with the stipulations set forth by the respective Gravity Drainage Districts:
a. Gravity Drainage District No. 4 – Creole, Section 24, T14S, R7W, Section 19, T14S, R6W, (proposed to perform maintenance cleaning of existing drainage lateral; Duke Lateral that will result in approximately 7,260 cy of excavated material to be removed) Cameron Parish, LA. (201001)
b. Gravity Drainage District No. 4 – Creole, Section 31 & 32, T14S, R7W, (proposed to perform maintenance cleaning of existing drainage lateral C, approximately 3,894 linear feet), Cameron Parish, LA. (201002)

It was moved by Mr. Trahan, seconded by Mr. Quinn and carried, the board hereby authorizes, empowers, and directs the Administrator to submit applications for State Capital Outlay Funding.
It was moved by Mr. Guidry, seconded by Mr. Faulk and carried, the board does hereby authorize, empower and direct the President to sign the funding agreement for Disaster 4559 – Hurricane Laura.
In response to an advertisement for the acceptance of bids for the GOMESA Shoreline Protection Project – Phase 3 Little Florida Beach Project, the following bids were received:

Considering the bid of Rigid Constructors, LLC as the lowest responsible bid and on a recommendation of C.H. Fenstemaker and Associates, LLC, it was moved by Mr. Quinn, seconded by Mr. Dupont and carried, the board hereby accepts the bid of Rigid Constructors, LLC with the base bid of one million seventy seven thousand two hundred seventy-five dollars and 00/100 cents for the GOMESA Project – Phase 3 Little Florida Beach Project, and hereby authorizes, empowers and directs the Parish Administrator to sign all contracts pertaining to said bid.

RESOLUTION NO. 1126
STATE OF LOUISIANA
PARISH OF CAMERON
WHEREAS, the code of Federal Regulations as enacted by the United States Congress mandates that all structures defined as bridges located on all public roads shall be inspected, rated for safe load capacity and posted in accordance with the National Bridge Inspection Standards and that an inventory of these bridges will be maintained by each state; and
WHEREAS, the responsibility to inspect rate, and load post those bridges under the authority of Cameron Parish in accordance with those Standards is delegated by the Louisiana Department of Transportation and Development to Cameron Parish,
NOW THEREFORE BE IT RESOLVED, by the governing authority of Cameron Parish (herein referred to as “Parish”) that the Parish, in a October 1, 2020 meeting assembled, does hereby certify to the Louisiana Department of Transportation and Development (herein referred to as (“DOTD”) that the Cameron Parish Police Jury was in compliance in 2019 and 2020 and will continue to be in compliance for the period of December 2020 through December 2021 as follows:
1. The Parish has performed all interim inspections on all parish-owned or maintained bridges in accordance with the National Bridge Inspection Standards.
2. All bridges owned or maintained by the Parish have been structurally analyzed and rated by the Parish as to the safe load capacity in accordance with AASHTO Manual for Maintenance Inspection of Bridges. The load posting information that has been determined by the LA DOTD FOR ALL BRIDGES where the maximum legal load under Louisiana State law exceed the load permitted under the operational rating, as determined above, has been critically reviewed by the Parish. Load posting information will be updated by the Parish to reflect all structural changes and obsolete structural ratings or any missing structural ratings.
3. All Parish owned or maintained bridges which require load posting or closing are load posted or closed in accordance with the table in the DOTD Engineering Directives and Standards Manual Directive No. 1.1.1.8. All DOTD supplied load-posting information concerning a bridge has been critically reviewed by the Parish Engineer prior to load posting.
4. All bridges owned or maintained by the Parish are shown on “Exhibit 5” in the format specified by the LA DOTD. Corrections to date supplied to the Parish by the LA DOTD are noted.
These stipulations are prerequisites to participation by the Parish in the Off-System Bridge Replacement Program.

It was moved by Mr. Quinn, seconded by Mr. Trahan and carried, the board hereby approves to exempt all development permit fees beginning September 1, 2020 through August 27, 2021.
It was moved by Mr. Quinn, seconded by Mr. Trahan and carried, the board hereby approves the ratification and approval of all actions taken by the Executive Director to address emergency conditions due to the impact of Hurricane Laura to the District.

PROCLAMATION
Proclamation Declaring
Public Health Emergency/State of
Emergency As A Result of
Hurricane Laura
WHEREAS, on August 21, 2020 the Governor of the State of Louisiana issued Proclamation Number 108-JBE-2020 declaring a State of Emergency in Louisiana due to the threats posed to the state and to Cameron Parish by then Tropical Storm Laura and Tropical Depression 14 as it approached the state; and
WHEREAS, on August 26, 2020 the United States Health and Human Services Secretary issued a Public Health Emergency for the State of Louisiana and Texas as Hurricane Laura tracked across the Gulf of Mexico; and
WHEREAS, on August 28, 2020 the President of the United States of America issued a Major Disaster Declaration for the State of Louisiana due to the effects of Hurricane Laura on the state making landfall in Cameron Parish with winds in excess of 150-mph and 17-foot high storm surges; and
WHEREAS, damage from downed trees, Category 4 hurricane force winds, and storm surge has caused destruction and damage to residences, to surrounding properties, to bridges and to roads, both public and private; and
WHEREAS, the continued presence of widespread vegetative and C&D debris fields from one end of the Parish to the other (estimated to be approximately seven hundred thousand cubic yards on public roads and private property) constitute an immediate threat to the public at large by: (1) preventing and hindering emergency services (for which the Parish is responsible) including law enforcement, emergency medical services and fire protection; (2) exposing the population to an increase in the risk of mosquito-borne illnesses; (3) promoting mold and bacteria from household contents sitting at roadside for weeks on end, and 4) contaminating environmentally sensitive areas with hazardous household waste; and
NOW, THEREFORE, I proclaim a public health emergency/state of emergency exists in Cameron Parish due to the continuing effects of Hurricane Laura which, include, downed trees, destroyed homes and commercial structures, a widespread vegetative and C&D debris fields on public and private rights-of-way throughout the Parish which constitute an immediate threat to life, public health and safety.
I PROCLAIM THAT immediate debris removal from both public and private property is in the public interest because it is necessary to: (1) eliminate immediate threats to life, public health and safety; (2) eliminate immediate threats of significant damage to improved public and private property; and (3) ensure the economic recovery and viability of the Parish.
FURTHER the Parish Administrator is hereby authorized and required to remove, as quickly and efficiently as possible, debris fields from private rights of way in Cameron Parish in order to eliminate the threats to life, public health and safety and which threaten the economic recovery and viability of our tourism dependent communities and the community-at-large.

It was moved by Mr. Faulk, seconded by Mr. Dupont and carried, that the Treasurer is hereby authorized, empowered and directed to pay the September 2020 bills.
It was moved by Mr. Trahan, seconded by Mr. Faulk and carried, the contract for Project Number 2189153 by and between the Cameron Parish Police Jury and Patriot Construction and Industrial, LLC. for the Cameron parish Shoreline Stabilization Project – Rutherford Beach recorded under File No. 346952, Mortgage Records of Cameron Parish, Louisiana shall accept as complete and satisfactory and the Secretary shall cause the necessary advertisement for the claims to be made in a manner and form as provided by law.
It was moved by Mr. Trahan, seconded by Mr. Faulk, and carried, the Administrator is hereby authorized, empowered and directed to advertise and hire Hurricane Laura recovery personnel.
There being no further business, it was moved by Mr. Quinn, seconded by Mr. Trahan and carried, the meeting was declared adjourned.
