The Cameron Parish Police Jury met in regular session on Friday, October 1, 2021, in the Cameron Parish West Annex Board Room in the Village of Cameron, Louisiana at 2:00 o’clock p.m. The following members were present: Mr. Scott Trahan, Mr. Magnus McGee, Mr. Joe Dupont, Mr. Curtis Fountain, Mr. Lawrence Faulk, and Mr. McKinley Guidry. Mr. Thomas McDaniel and Mr. Kirk Quinn were absent.
There was no Public Comment on the agenda items.
It was moved by Mr. Faulk, seconded by Mr. Guidry and carried, that the reading of the minutes for August 6, 2021, and September 16, 2021, shall be dispensed with and approved.
It was moved by Mr. McGee, seconded by Mr. Faulk, and carried, the board hereby approves to add the following item to the agenda: (Item 26) Letter of Support for IMCAL’s application to ARPA to develop a cluster of projects to support the LNG Industry.
It was moved by Mr. Guidry, seconded by Mr. Dupont, and carried, that the applications for the following permits be and the same are hereby approved with the stipulations set forth by the respective Gravity Drainage Districts:
a. Jeff Davis Electric Cooperative, Inc. – Parish Wide, (proposed emergency use authorization of wrecking, removal, disposal, repair, and/or replacement of damaged transmission and distribution lines in response to Hurricanes Laura and Delta, EUA #21-016), Cameron Parish, LA. (210901)

It was moved by Mr. Faulk, seconded by Mr. McGee, and carried, the board hereby removes Terry Welch from the Waterworks District No. Nine board, appoints Armand “Bubba” Richard for the remainder of term, and directs the secretary to send Ms. Welch a letter of appreciation for her service to the board.
It was moved by Mr. Fountain, seconded by Mr. McGee, and carried, the board hereby reappoints Brad Hinton to the Waterworks District No. Two Board.
It was moved by Mr. Faulk, seconded by Mr. Fountain, and carried, the board hereby removes Mr. Johnny Pruitt from the Beachfront Development District No. Two Board, due to moving out of the Parish. Appoints Susan Conner Boudreaux for the remainder of term and directs the secretary to send Mr. Pruitt a letter of appreciation for his service to the board.

It was moved by Mr. McGee, seconded by Mr. Guidry, and carried, the Secretary is hereby authorized, empowered and directed to advertise for request for proposals for 2022 White Goods.
It was moved by Mr. Quinn, seconded by Mr. McGee and carried the that the Secretary is hereby authorized, empowered and directed to advertise for Notice of Intention of the Police Jury to abandon the following described public Right-of-Ways, the same being of no further public use, necessity or convenience and that a public hearing be held to receive comments concerning the proposed termination and abandonment at the meeting to be held, meeting of the Cameron Parish Police Jury, to be held, Friday, November 12, 2021 at 2:00 p.m. in the West Annex in Cameron, Louisiana.

It was moved by Mr. Fountain, seconded by Mr. Dupont, and carried, the following proclamation is declared ratified and duly adopted:
PROCLAMATION
WHEREAS, the Parish of Cameron, Louisiana recognizes that the French Language is vitally important to the identity and culture of the people who settled this area of south Louisiana in the 1700 and 1800’s.
WHEREAS, we encourage all of our citizens to teach with great pride to our children all that they can about the French language, culture and history that made this area so uniquely different than any other area of the United States.
WHEREAS, we encourage our citizens to promote and speak French in public venues and family gatherings.
WHEREAS, we encourage our local businesses to do business in French and/or bilingual (English and French)
WHEREAS, we recognize that the French language has always been a vital part of the culture and economy of Cameron Parish, LA and is a multi-billion-dollar industry for the state of Louisiana.
NOW THEREFORE, I, Scott Trahan, President of the Cameron Parish Police Jury, do hereby proclaim September 7, 2021 as FRENCH LANGUAGE AND HERITAGE DAY in the State of Louisiana, Parish of Cameron.

In response to an advertisement for sealed bids for the repairs to the Big Lake Pier damaged by Hurricane Laura and/or Delta, Big Lake LA. the following bids were received:

Considering the bid of M & C Oilfield to be the lowest responsible bid, it was moved by Mr. Guidry, seconded by Mr. McGee, and carried, that the board hereby ratifies and accepts said bid of M & C Oilfield for Two hundred ninety-four thousand seven hundred dollars and 00/100 ($294,700.00) for the repairs to the Big Lake Pier, and grants president authority to sign the contract for repairs.
In response to an advertisement for sealed bids for the repairs to the Muria Fire Station damaged by Hurricane Laura and/or Delta, Big Lake LA. the following bids were received:

Considering the bid of Alfred Palma to be the lowest responsible bid, it was moved by Mr. Faulk, seconded by Mr. McGee and carried, that the board hereby ratifies and accepts base bid of Alfred Palma One million nine hundred thirty nine thousand dollars and 00/100, with the alternate of Three hundred thirty-nine thousand dollars and 00/100, making a total bid of Two million two hundred seventy eight thousand dollars and 00/100 ($2,278,000.00) for the repairs to the Muria Fire Station, and grants president authority to sign the contract for repairs.
It was moved by Mr. Faulk, seconded by Mr. Dupont, and carried the board does hereby authorize, empower, and directs the President to sign the 2022 Port-O-Let Contract with Coastal Cans, LLC.
It was moved by Mr. McGee, seconded by Mr. Guidry, and carried, the board hereby authorizes, empowers, and directs the Administrator to submit applications for State Capital Outlay Funding.
It was moved by Mr. Faulk, seconded by Mr. McGee, and carried, the board hereby authorizes payment in the amount of Four thousand seven hundred eighty-seven dollars and 30/100 ($4,787.30) for the 2021-2022 IMCAL membership dues.
It was moved by Mr. Faulk, seconded by Mr. McGee, and carried, the board hereby authorizes to announce and advertise a Public Notice of Intent to consider calling an election at the November 12, 2021 meeting for the Consolidated Fire protections of South Cameron Taxing Districts.
It was moved by Mr. McGee, seconded by Mr. Fountain, and carried, the following resolution is declared duly adopted:

RESOLUTION
A RESOLUTION AUTHORIZING JOHNSON BAYOU RECREATION DISTRICT OF THE PARISH OF CAMERON, LOUISIANA, TO PROCEED WITH ORDERING AND CALLING A SPECIAL ELECTION TO BE HELD IN SAID DISTRICT ON MARCH 26, 2022, FOR THE PURPOSE OF SUBMITTING TO THE ELECTORS RESIDING IN THE DISTRICT QUALIFIED UNDER THE CONSTITUTION AND LAWS OF THE STATE OF LOUISIANA, A PROPOSITION FOR RENEWAL OF AN AD VALOREM PROPERTY TAX MILLAGE FOR THE PURPOSE OF OPERATING AND MAINTAINING THE DISTRICT’S RECREATION FACILITIES WITHIN AND FOR SAID DISTRICT, AND MAKING APPLICATION TO THE STATE BOND COMMISSION IN CONNECTION THEREWITH.
WHEREAS, on September 27, 2021, Johnson Bayou Recreation District of the Parish of Cameron, Louisiana, (the “District”) adopted a resolution authorizing the District to proceed with the ordering and calling of a special election for the purpose of submitting to the electors residing in the district a proposition to consider the renewal of an ad valorem property tax of eight (8.00) mills on all property subject to taxation in said District for a period of ten (10) years, beginning with the year 2023 and ending with the year 2032, for the purpose of operating and maintaining the District’s recreation facilities within and for the District; and
WHEREAS, the Cameron Parish Police Jury, governing authority of the Parish of Cameron, Louisiana (the “Police Jury”), is the beneficiary of the District, and therefore, must approve its actions; and
NOW, THEREFORE, BE IT RESOLVED by the Police Jury, acting as beneficiary of the District, as follows:
SECTION 1. The statements of fact expressly contained within the preamble to this Resolution have been specifically reviewed by the Police Jury and are found to be factually true and correct, and are made resolutions of the Police Jury.
SECTION 2. Subject to the approval of the State Bond Commission, and under the authority conferred by Article VI, Section 32 of the Constitution of 1974 of the State of Louisiana, and Section 4562, et seq. of Title 33 of the Louisiana Revised Statutes of 1950, as amended (La. R.S. 33:4562, et seq.), and other constitutional and statutory authority supplemental thereto, a special election be and is hereby called and ordered to be held in the District, on Saturday, the 26th day of March, 2022, between the hours of seven (7:00) o’clock a.m. and eight (8:00) o’clock p.m., in compliance with the provisions of Section 1181 of Title 18 and of Chapter 6-A of Title 18 of the Louisiana Revised Statutes of 1950, as amended, and that at said special election there be submitted to all the qualified electors of the District entitled and qualified to vote at said election under the Constitution and laws of the United States, the following proposition:

PROPOSITION
Shall Johnson Bayou Recreation District of the Parish of Cameron, Louisiana (the “District”), be authorized to renew the levy of a tax of eight (8.00) mills on the dollar of assessed valuation on all property subject to taxation in the District (an estimated $1,803,180.60 reasonably expected to be collected per annum) for a period of ten (10) years, commencing with the year 2023, for the purpose of operating and maintaining said District’s recreation facilities within and for said District?
SECTION 3. The Cameron Parish Police Jury does hereby approve the ordering and calling of a special election to consider the renewal of an ad valorem property tax of eight (8.00) mills on all property subject to taxation in said District for a period of ten (10) years, beginning with the year 2023 and ending with the year 2032, with collections from the levy of the tax estimated to be $1,803,180.60 for one entire year, for the purpose of operating and maintaining said District’s recreation facilities within and for said District.
SECTION 4. In the event the election carries, approval, consent and authority is hereby granted to the District to levy the tax provided in the Millage Renewal Proposition.
SECTION 5. This resolution shall take effect immediately.

It was moved by Mr. Faulk, seconded by Mr. Dupont, and carried, the board hereby authorizes, empowers, and directs the Administrator to sign the Contract and Master Service Agreement with DataScout, LLC for OneMap database.
It was moved by Mr. McGee, seconded by Mr. Guidry and carried, the board hereby tables the variance request for John Canik, Canik’s Feed & Grocery 4459 West Creole Hwy, Cameron, LA 70631 to the next meeting.
It was moved by Mr. Faulk, seconded by Mr. Fountain, and carried, the board hereby authorizes to advertise for hazard mitigation services related to Hazard Mitigation Assistance (HMA) grants.
In response to an advertisement for sealed bids for the repairs to the Cameron Multipurpose Building damaged by Hurricane Laura and/or Delta, Cameron, LA. the following bids were received:

Considering the bid of Cuzan Services, LLC to be the lowest responsible bid, it was moved by Mr. McGee, seconded by Mr. Faulk, and carried, the board accepts the low bid of Cuzan Services in the amount of Six hundred forty-six thousand dollars and 00/100 ($646,000.00) for the repairs to the Cameron Multipurpose Building, and grants president authority to sign the contract for repairs.
It was moved by Mr. Faulk, seconded by Mr. McGee, and carried, the board hereby approves to exempt permit fees related to disaster recovery from August 27, 2021, thru December 31, 2021.
It was moved by Mr. Faulk, seconded by Mr. Dupont, and carried, the board hereby ratifies the payment of the August 2021 bills by the Treasurer.
It was moved by Mr. Fountain, seconded by Mr. Dupont, and carried, the Treasurer is hereby authorized, empowered and directed to pay the September 2021 bills.
It was moved by Mr. McGee, seconded by Mr. Dupont, and carried, the board hereby authorizes, empowers and directs the president to sign a letter of support for IMCAL’s application to ARPA to develop a cluster of projects to support the LNG industry.
There being no further business, it was moved by Mr. Faulk, seconded by Mr. Guidry, and carried, the meeting was declared adjourned.
