Parish of Cameron
July 11, 2024
The Cameron Parish School Board met at its regular meeting on this date at 5:00 pm and meeting was called to order, members in attendance were: Vickie Kiffe, Marsha Trahan, Sharon Picou, Mitchel Kelley and Telesha Bertrand -Randall Faulk arrived at 5:15 pm
Absent: Joseph Delcambre and Christi Labove
The prayer and the pledge were led by Mrs. Trahan and Mr. Kelley.
On the motion of Mrs. Bertrand, seconded by Ms. Kiffe, the Board approved the agenda.
On the motion of Mrs. Trahan, seconded by Ms. Kiffe, the Board approved the minutes of the June 10, 2024 regular meeting and the June 26, 2024 special called meeting of the Cameron Parish School Board, as presented by the Superintendent.
On the motion of Mrs. Bertrand, seconded by Ms. Kiffe, the Board approved payment of the bills, as presented by the Superintendent.
The Board received Financial Statement and Reports of Current Investments, as presented by the Superintendent.
On the motion of Mrs. Trahan, seconded by Mrs. Bertrand, the Board approved the school allocations for the 2024/2025 school year, as presented by Business Manager, Mrs. Hayes.
The Board received for discussion and informational purposes the initial draft of 2024-2025 budget and the amended final 2023-2024 budget, as presented by Business Manager, Mrs. Hayes.
On the motion of Mrs. Bertrand, seconded by Mr. Kelley, the Board approved renewal of student and athletic accident insurance, as prepared by Arthur J. Gallagher & Co., Public Entity Division.
The Board received information on the monthly report on property income, as prepared by Mr. Mike Cassidy- Cameron Parish District Attorney office.
There was no action taken on approval of bids for S16 T14S R11, due to no bids being received.
The Board received reports on current construction bid activities, as presented by Mr. James Hoffpauir, Hoffpauir Project Management Team:
A. Projects to be bid/quotes James Hoffpauir, Project Management
Pending Insurance and FEMA Review
• Johnson Bayou High School Track – Received information from third party on June 27, 2024. Reviewing possible change in scope.
• South Cameron High School – Various Final Restoration Repairs –Miscellaneous Repairs to Athletic Field Structures (Stadium Light Poles and Bleachers) – In FEMA Review
• South Cameron High School – Men’s Restroom, Women’s Restroom, and Concession Stand – In FEMA Review South Cameron High School New Gym Complex – Project was obligated by FEMA on December 21, 2023, for $12,825,812.80 which is 90% of the eligible obligated amount after insurance reduction. Response to FEMA’s request for additional information on Codes and Standards for Schematic Design was sent to FEMA and GOHSEP on May 20, 2024. On June 10, 2024, FEMA requested a follow-up meeting. Waiting on FEMA’s response as to a date and time for the meeting. Once approval is received the project will continue to move forward. FEMA estimates completion of the SCHS Gym by February 28, 2026.

The Board received updates on current FEMA, CDBG and General Fund Construction, Repairs, and Renovations to permanent and temporary sites’ projects from Hoffpauir Architects, LLC, Cameron Parish School Board’s Project Management Firm, as prepared by Hoffpauir Architects, LLC and Project Architects.
The Board received for review revisions the following policies, as presented by the Superintendent:
A. IDE Co-Curricular and Extracurricular Student Activities
B. JS Student Fees, Fines and Charges
On the motion of Mrs. Bertrand, seconded by Ms. Kiffe, the Board approved accepting bids for the items noted for the 2024-2025 school year, as presented by the Superintendent:
1. Copy Paper Bid
2. Janitorial Supplies Bid
3. Paper Goods Bid
4. Official Journal
On the motion of Mr. Faulk, seconded by Mrs. Bertrand, the Board approved the Center for Orthopaedics contract renewal for the 2024-2025 school year, as presented by the Superintendent.
On the motion of Mrs. Bertrand, seconded by Mr. Kelley, the Board approved the updated job descriptions for Principal/ Assistant Principal to be in compliance with Act 311 per 2024 Louisiana Legislative Session, as presented by the Superintendent.
The Board received for review revisions to the following policies in accordance with the 2024 Louisiana Legislative Regular Session, as presented by the Superintendent:
• EB Buildings and Grounds Management
• GAMA Employee Smoking, Tobacco and Marijuana Use
• JCDAA Student Smoking, Tobacco and Marijuana Use
• IDCH Home Study Program
• DE Co-curricular and Extracurricular Activities

• JDD Suspension
• JDE Expulsion

Superintendent’s Report
July 8, 2024
Please accept this report regarding my efforts to meet the following Performance Objectives as outlined in Exhibit A of my employment contract:
1. Human Resource Management
a. Met weekly with Mr. Wainwright to review and update current open positions
b. Held interviews for the HHS Principal and GLHS Assistant Principal on 6/4.
c. Held interviews for the HHS Assistant Principal on 6/25.
d. Held retirement recognition and celebration for Mr. Barnett on 6/26
2. District Operations and Financial Management
a. Met with Mrs. Hayes and Mrs. Lannin regarding finalization of 23-24 budget and development of prelim budget for 24-25.
3. Student Growth and Achievement
a. Had Mrs. Rogers attend an Accountability meeting in Calcasieu Parish on 6/10
4. Communication and Community Relations
a. Worked closely with Mr. Cassidy on various issues to ensure we follow necessary guidelines in order to reduce any legal liability (personnel issues, student code of conduct, required CERP plan for 2023 Legislation)
b. Worked with Sheriff Savoie on replacing SROs at GLES and JBHS.
5. Organizational Leadership
a. Participated in a superintendent collaboration on 6/5, 6/6, and 6/7 with other superintendents across the state regarding new legislative items and accountability proposals
b. Attended yearly LASS convention in Lake Charles 6/18-6/20
On the motion of Ms. Kiffe, seconded by Mr. Kelley, the Board adjourned the regular school board meeting at 5:57 pm.
