The Cameron Parish Police Jury met in regular session on Thursday, October 13, 2022, in the Cameron Parish West Annex Board Room in the Village of Cameron, Louisiana at 2:00 o’clock p.m. The following members were present: Mr. Curtis Fountain, Mr. Joe Dupont, Mr. Thomas McDaniel, Mr. Scott Trahan, Mr. Lawrence Faulk, Mr. McKinley Guidry, Mr. Magnus McGee, and Mr. Kirk Quinn. No member was absent.
It was moved by Mr. Quinn, seconded by Mr. Dupont and carried, the Jury shall go into Executive Session to discuss Workers Compensation Litigation and Hurricane Insurance Litigation. The vote thereon was as follows:

RESOLUTION GRANTING THE AUTHORITY TO THE PARISH ADMINISTRATOR, TO SETTLE ANY AND ALL HURRICANE LAURA/DELTA INSURANCE CLAIMS.
WHEREAS, the Cameron Parish Police Jury Convened in Regular Session on the 13th day of October 2022 and does hereby authorize settlement of any and all Hurricane Laura/Delta insurance claims.
NOW, THEREFORE, BE IT RESOLVED, that the Cameron Parish Police Jury does hereby authorize the Administrator, Katie Armentor, for and on behalf of the Cameron Parish Police Jury, to settle any and all hurricane Laura/Delta insurance claims.
THUS, DONE AND ADOPTED by the Cameron Parish Police Jury, in regular session convened on this 13th day of October 2022.

It was moved by Mr. McDaniel, seconded by Mr. Dupont, and carried, the board hereby approves to add the following items to the agenda: (Item 20) Authority to advertise to lease Crab Lady Landing (Item 21) Authority to lease Gary Landing (0.69 acre), Lowry, LA in the amount of $4,800.00, and president authority to sign all necessary lease documents, (pending cost of repair) (Item 22) Authority to negotiate a new lease with the new owner of the Klondike Dump property (Item 23) Authority to purchase 20.0+ acres of land at the Cameron Dump, Cameron, LA in the amount of $56,000.00, and president authority to sign all necessary documents for purchase (Item 24) Authority to purchase 0.6173 acre Lakeside Boat Launch, Klondike, LA in the amount of $94,200.00, and president authority to sign all necessary documents for purchase
It was moved by Mr. Dupont, seconded by Mr. Quinn, and carried, that the application for the following drilling and pipeline permits be and the same are hereby approved with the stipulations set forth by the respective Gravity Drainage Districts:
a. Targa Downstream, LLC – Black Lake Road, Hackberry, Section 28, T12S, R10W, (proposed construction of temporary drill pad, permanent pad, and access road to drill LPG storage No. 14 well, which is needed to drill a brine well for storage within the West Hackberry Salt Dome for the Hackberry Terminal. Project consists of two phases. The first phase includes utilizing board mats to construct well pad (362’x318’), access road (76’x20’), with ring levee and borrow ditch. Native material to be excavated onsite to construct ring levee. Upon completion of drilling activity, removal of board mats and backfilling of borrow ditch to pre-construction contours. Second phase consists of limestone pad (100’x100’), and limestone access road (210’x20’), Cameron Parish, LA. (221001)
b. Targa Downstream, LLC – Clarpha Road, Hackberry, Section 21, T12S, R10W, (proposed construction of temporary drill pad, permanent pad, and access road to drill LPG storage No. 13, well, which is needed to drill a brine well for storage within the West Hackberry Salt Dome for the Hackberry Terminal. Project consists of two phases. The first phase includes utilizing board mats to construct well pad (322’x340’), access road (39’x20’), culver (24’x24’), with ring levee and borrow ditch. Native material to be excavated onsite to construct ring levee. Upon completion of drilling activity, removal of board mats and backfilling of borrow ditch to pre-construction contours. Second phase consists of limestone pad (100’x100’), and limestone access road (230’x20’), Cameron Parish, LA. (221002)
It was moved by Mr. Dupont, seconded by Mr. Faulk, and carried, that the applications for the following permits be and the same are hereby approved with the stipulations set forth by the respective Gravity Drainage Districts:
a. BP America Production Company (B244) – Superior Road, Hackberry, Sections 30, 31, 32, T12S, R10W, (Gulf Land #153 Geotechnical Survey; to obtain design data necessary to develop construction plans effectively and safely for a project being scoped in the area.), Cameron Parish, LA. (221003)
b. Hilcorp Energy Company – Hog Bayou Field, Grand Chenier, Section 21, T15S, R06W, (proposed to P&A the Rutherford No. 001, (SN242445) and Rutherford Estate SWD No. 001, (SN972432). All structures associated with these wells will be removed and The Hog Bayou Field Facility will be decommissioned and removed. Hilcorp also proposes to repair a breach in the beach.), Cameron Parish, LA. (221004)
c. Robert Holmes – 131 Cooper Ann Lane, Hackberry, (proposed construction of pier and boathouse for recreational use.), Cameron Parish, LA. (221005)
It was moved by Mr. McGee, seconded by Mr. Quinn, and carried, that the application for the following permit be and the same are hereby approved with the stipulations set forth by the respective Gravity Drainage Districts and the stipulation of having an operational plan:
d. Coastal Protection and Restoration Authority (CPRA) – Eastern Rim of Calcasieu Lake, Section 18, T14S, R9W; section 07, T13S, R7W, (Cameron-Creole Maintenance and Repairs Project (CS-004-A) is necessary to restore the various components of the Cameron-Creole Watershed to pre-hurricane integrity; proposed maintenance and repair activities to features of the Cameron-Creole Watershed Project damaged by Hurricane Laura and operated by the Coastal Protection and Restoration Authority. The damaged project features include 4 water control structures (Mangrove Bayou, Grand Bayou, lambert Bayou, and No Name Bayou), 3 levee breaches (Grand Bayou, Lambert Bayou, and No Name Bayou), and 2 interior canal plugs (Mangrove Bayou and Grand Bayou). Along with other components, these features function systemically with an earthen protection levee to maintain optimal conditions within the marshlands to the East. The sheet pile wall structures categorized as levee breaches were originally constructed to plug the levee breaches that occurred during Hurricane Rita. The sheet pile wall structures categorized as canal plugs are situated within the interior canal that parallels the watershed’s protection levee. Repair activities include placing hauled-in rip rap within the scoured areas around the various structures’ tie-ins to adjacent ground and rebuilding the once-existent rip rap embankments that originally abutted a number of the structures in order to restore them to pre-Laura integrity. The extensiveness of the scouring that has occurred around the Grand Bayou and Lambert Bayou levee breach sheet pile wall structures warrant the installation of additional linear footage of sheet pile wall and associated rip rap embankment. The outlet/lake-side canal of the Mangrove Bayou water control structure requires mechanical dredging of the debris build up and siltation resulting from Hurricane Laura.), Cameron Parish, LA. It was moved by Mr. McGee, seconded by Mr. Guidry, and carried, the board hereby reappoints Russell Badon to the Gravity Drainage District No. Seven Board.
It was moved by Mr. Trahan, seconded by Mr. Dupont, and carried, the board hereby reappoints Lindsey Fontenot to the Recreation District No. Seven Board.
It was moved by Mr. McDaniel, seconded by Mr. Trahan, and carried, the board hereby reappoints Cathy Richard to the Recreation District No. Nine Board.
It was moved by Mr. Quinn, seconded by Mr. Guidry, and carried, the board hereby reappoints Jim Paul Dupont to the Sweetlake-Grand lake Cemetery Board.
It was moved by Mr. McGee, seconded by Mr. Quinn, and carried, the board hereby accepts the resignation of James Snyder from the Waterworks District No. Ten Board, appoints Bobbie Lane Trahan for the remainder of term, and authorizes, empowers, and directs the secretary to send Mr. Snyder a letter of appreciation for his service to the board.
It was moved by Mr. Quinn, seconded by Mr. Dupont, and carried, the board hereby reappoints Grace Robideaux to the Waterworks District No. Eleven Board.
It was moved by Mr. McDaniel, seconded by Mr. Trahan, and carried, the board hereby reappoints Clifford Broussard to the Waterworks District No. Sixteen Board.
It was moved by Mr. McDaniel, seconded by Mr. Dupont, and carried, the board hereby reappoints Darrell Hebert to the Waterworks District No. Sixteen Board.
It was moved by Mr. McDaniel, seconded by Mr. Trahan, and carried, the board hereby accepts the resignation of Karl Nunez from the Gravity Drainage District No. Five Board. Appoints Susie Fawvor for the remainder of term, and authorizes, empowers, and directs the secretary to send a letter of appreciation to Mr. Nunez for his service to the board.
It was moved by Mr. Trahan, seconded by Mr. Dupont, and carried, the board hereby tables the appointment for the expired term of Robin Morales to the Waterworks District No. Seven Board for 90 days.
It was moved by Mr. Trahan, seconded by Mr. Dupont, and carried, the board hereby removes Chris Hebert from the Recreation District No. 6 Board, due to him moving out of the parish. Appoints Edie Higgins for the remainder of term, and authorizes, empowers, and directs the secretary to send a letter of appreciation to Mr. Hebert for his service to the board.
It was moved by Mr. Trahan, seconded by Mr. Dupont, and carried, the board hereby appoints Jessica Skipper to the open seat for the Recreation District No. Six Board.
It was moved by Mr. Guidry, seconded by Mr. Quinn, and carried, the Secretary is hereby authorized, empowered, and directed to advertise for request for proposals for limestone supplier for 2023.
It was moved by Mr. Guidry, seconded by Mr. Quinn, and carried, the Secretary is hereby authorized, empowered, and directed to advertise for bids for 2023 Dust Control.
It was moved by Mr. Guidry, seconded by Mr. Quinn, and carried, the Secretary is hereby authorized, empowered, and directed to advertise for request for proposals for 2023 White Goods.
It was moved by Mr. Quinn, seconded by Mr. Dupont, and carried, the board hereby authorizes, empowers, and directs the Administrator to submit applications for State Capital Outlay Funding.
It was moved by Mr. McGee, seconded by Mr. Trahan, and carried, the board hereby allocates funding in the amount of Five thousand dollars and 00/100 ($5,000.00) to the 2023 Louisiana Fur & Wildlife Festival.
It was moved by Mr. Trahan, seconded by Mr. Dupont, and carried, the Secretary is hereby authorized, empowered, and directed to advertise for Notice of Intention of the Police Jury to abandon the following described public Right-of-Ways the same being of no further public use, necessity or convenience and that a public hearing will be held to receive comments concerning the proposed termination and abandonment at the regular scheduled Police Jury meeting to be held, Thursday, November 10, 2022 at 2:00 P.M in the West Annex in Cameron, Louisiana, described as follows: the last 240 feet of Parish Road 326, Savoie Lane, located in Section 27, T14S, R8W, Cameron, LA
It was moved by the President to open the floor for the public hearing to hear and consider comments on the redistricting ordinance. There were numerous comments opposing the 8-member redistricting map. See attachment “A” for public review. Once these comments were taken into consideration the President closed the public hearing.
It was moved by Mr. Dupont, seconded by Mr. Faulk, and carried, the board hereby tables the motion to take appropriate actions concerning adoption of Cameron Parish Police Jury Redistricting Ordinance, until the next meeting and would like public hearings to be held in Hackberry, Grand Lake, Cameron, Johnson Bayou, Klondike and Lowery prior to the November 10, 2022, meeting.
It was moved by Mr. Quinn, seconded by Mr. Dupont, and carried, the board hereby accepts to proceed on Batch 2 Demo PPDR Properties, once contractor is procured and contract is signed.
It was moved by Mr. Faulk, seconded by Mr. Dupont, and carried, the board hereby authorizes, empowers, and directs the Building Inspector to send Notice of Condemnation Hearing to all the properties on the condemnation list for the PPDR Program Batch 2.

It was moved by Mr. McGee, seconded by Mr. Trahan, and carried, the contract for the Post-Hurricane Restoration Johnson Bayou Library – LOC 61 Project by and between the Cameron Parish Police Jury and Cuzan Services, LLC recorded under File No. 350337, in the Book of Mortgages, Cameron Parish, Louisiana shall accept as complete and satisfactory, and the Secretary shall cause the necessary advertisement for the claims to be made in a manner and form provided by law.
It was moved by Mr. Quinn, seconded by Mr. Trahan, and carried, the board hereby accepts the monthly financial statements and budget to actual comparison report.
It was moved by Mr. Faulk, seconded by Mr. Dupont, and carried, the Treasurer is hereby authorized, empowered, and directed to pay September 2022 bills. Mr. Quinn recused himself from voting.
It was moved by Mr. Guidry, seconded by Mr. McGee, and carried, the board hereby authorizes, empowers, and directs the secretary to advertise to lease Crab Lady Landing, Big Lake, LA. for no less than $5,000.00 (Five thousand dollars and 00/100) per year.
