POLICE JURY
JANUARY 18, 2023
The Cameron Parish Police Jury met in regular session on Wednesday, January 18, 2023, in the Cameron Parish West Annex Board Room in the Village of Cameron, Louisiana at 2:00 o’clock P.M. The following members were present: Mr. Joe Dupont, Mr. Kirk Quinn, Mr. Curtis Fountain, Mr. Scott Trahan, Mr. Lawrence Faulk and Mr. McKinley Guidry. The following members were absent Mr. Magnus McGee, and Mr. Thomas McDaniel.
There was no discussion for executive session therefore item number 3 was skipped.
There were no public comments on the agenda items.
It was moved by Mr. Faulk, seconded by Mr. Dupont, and carried, the reading of the minutes shall be dispensed with and approved.
The floor was opened for nominations for president, it was moved by Mr. Trahan, seconded by Mr. Guidry, Joe Dupont is hereby nominated for the position of President. Hearing no other nominations, the nominations were closed for the office of President.
Mr. Dupont was elected president by acclamation.
The floor was opened for nominations for vice-president, it was moved by Mr. Trahan, seconded by Mr. Fountain, Kirk Quinn is hereby nominated for the position of vice-president. Hearing no other nominations, the nominations were closed for the office of President.
Mr. Quinn was elected vice-president by acclamation.
It was moved by Mr. Quinn, seconded by Mr. Fountain, and carried, the board hereby appoints Mary Carroll to the position of parish secretary for a one-year term.
It was moved by Mr. Fountain, seconded by Mr. Faulk, and carried, the board hereby approves to add the following items to the agenda: (Item 28) Grant administrator authority to sign a letter of opposition on removing buoys and navigational becons in various waterways. (Item29) Authority for the building inspector to send a notice of condemnation hearing to property on PPDR demo list, Keith Portie, 1310 School St. Hackberry, LA. There were no public comments on the agenda add-ons.
It was moved by Mr. Quinn, seconded by Mr. Fountain, and carried, the applications for the following permits be and the same are hereby approved with the stipulations set forth by the respective gravity drainage districts, with the exception of a. Philip Precht – Sweetlake, Cameron Parish, LA. (230101), which was tabled until the March meeting, pending drainage board approval:

It was moved by Mr. Trahan, seconded by Mr. Fountain, and carried, the board hereby tables the appointment for Lower Cameron Hospital Service District board to the next meeting.
It was moved by Mr. Trahan, seconded by Mr. Quinn, and carried, the board hereby reappoints Lynn Griffith to the Ambulance Service District No. Two board.
It was moved by Mr. Trahan, seconded by Mr. Quinn, and carried, the board hereby extends the temporary food truck ordinance for another 6 months and authorizes the secretary to advertise an ordinance change to allow 4 food trucks in the village of Cameron only.
The president opened the floor for a public hearing to hear and consider comments on the abandonment of the last approximately 85 feet of Parish Road 129, River Road, Lowry, LA. There being no written or oral comments, it was moved by Mr. Quinn, seconded by Mr. Trahan, and carried, the public hearing was declared closed.
It was moved by Mr. Quinn, seconded by Mr. Trahan, and carried, the resolution to abandon the last approximately 85 feet, extending into Hoffpauir property, of Parish Road 129, River Road, Lowry, LA was declared duly adopted.
It was moved by Mr. Trahan, seconded by Mr. Quinn, and carried, the president is hereby authorized, empowered, and directed to sign a cooperative endeavor agreement with the SWLAHEC to staff the Cameron Parish Health Unit through December 2023.
It was moved by Mr. Fountain, seconded by Mr. Quinn, and carried, the president is hereby authorized, empowered, and directed to sign a cooperative endeavor agreement with the Cameron Parish School Board for Parish Road 679, FFA Lane, Hackberry, LA.
It was moved by Mr. Fountain, seconded by Mr. Guidry, and carried, the board hereby accepts the Hackberry Branch Library VSG Project No. 2026 as substantial complete.
It was moved by Mr. Trahan, seconded by Mr. Quinn and carried, the board hereby authorizes to advertise to change the speed limit on Parish Road 353, Billing Lane, Cameron, LA from 25 mph to 15 mph.
It was moved by Mr. Faulk, seconded by Mr. Trahan, and carried, the board hereby authorizes, empowers, and directs the treasurer to pay the 2023 Police Jury Association of Louisiana dues in the amount of $9,600.00.
It was moved by Mr. Trahan, seconded by Mr. Quinn, and carried, the board hereby authorizes to advertise for bid to repair the Cameron Main Library.
It was moved by Mr. Trahan, seconded by Mr. Fountain, and carried, the board hereby authorizes, empowers, and directs the president to sign a cooperative endeavor agreement with the Cameron Parish School Board, and the Cameron Parish District Attorney’s office for the benefit of the DA staff payroll.
It was moved by Mr. Fountain, seconded by Mr. Quinn, and carried, Resolution No. 1162 was declared duly adopted.
It was moved by Mr. Fountain, seconded by Mr. Quinn, and carried, the president is hereby authorized, empowered, and directed to sign the contract amendment with Porche/May+Domain Architecture J.V.
It was moved by Mr. Guidry, seconded by Mr. Trahan, and carried, Resolution No. 1163 was declared duly adopted.
It was moved by Mr. Quinn, seconded by Mr. Fountain, and carried, the board hereby accepts the monthly financial statements and budget to the actual comparison report.
It was moved by Mr. Faulk, seconded by Mr. Fountain, and carried, the treasurer is hereby authorized, empowered, and directed to pay December 2022 bills. Mr. Quinn abstained from voting.
It was moved by Mr. Guidry, seconded by Mr. Trahan, and carried, the board hereby authorizes, empowers, and directs the administrator to sign a letter of opposition on removing buoys and navigational becons in various waterways.
It was moved by Mr. Fountain, seconded by Mr. Trahan, and carried, the board hereby grants authority for the building inspector to send a notice of condemnation hearing to Keith Portie, 1310 School St., Hackberry, LA. for the PPDR demo list.
There being no further business, it was moved by Mr. Quinn, seconded by Mr. Trahan, and carried, the meeting was declared adjourned.
