Parish of Cameron
January 11, 2021
The Cameron Parish School Board met at its regular meeting on this date at 5:02 p.m. and meeting was called to order, members in attendance were: Robin Morales, Marsha Trahan, Telesha Bertrand, Sheila Miller, Christi Labove, Sharon Picou, Joseph Delcambre and Randall Faulk.
The prayer and the pledge were led by Mrs. Trahan and Mrs. Morales.
On the motion of Mrs. Picou, seconded by Mrs. Trahan, the Board approved the agenda.
On the motion of Mrs. Miller, seconded by Mrs. Trahan, the Board approved to not have the election of the officers per policy BBA and have the officers remain as they were for an additional year, as presented by the Superintendent.
On the motion of Mrs. Miller, seconded by Mr. Faulk, the Board approved the board minutes of the December 14, 2020 regular meeting of the Cameron Parish School Board, as presented by the Superintendent.
On the motion of Mrs. Miller, seconded by Mrs. Picou, the Board approved payment of the bills, as presented by Mrs. Michelle Trahan.
The Board received Financial Statement and Reports of Current Investments, as presented by Mrs. Michelle Trahan.
The Board received information on the monthly report on property income as prepared by land Manager, as prepared by Mr. Tom Barrett.
On the motion of Mrs. Miller, seconded by Mrs. Picou, the Board approved to advertise and request for bids for available school board sections, as presented by Mr. Tom Barrett.
On the motion of Mrs. Miller, seconded by Mrs. Morales the Board approved of contribution to DA office for staffing to assist with land management in the amount of $24,000 per year, an annual payment (or monthly) beginning January 2021 to be made to the Policy Jury for the account of DA staff payroll, as presented by Mr. Tom Barrett.
On the motion of Mrs. Miller, seconded by Mrs. Bertrand, the Board approved authorization to execute amendment number 2 to AIA-A133 Agreement between Cameron Parish School Board and The Lemoine Company dated June 23, 2020 for the Hackberry High School Deep Foundation & Site Drainage Package Phase IIA at a cost of $1,192,147, as presented by the Superintendent and CSRS Representative-Donald Brinkman.
The Board received reports on current construction bid activities, as presented by Mr. James Hoffpauir, Hoffpauir Project Management Team:

On the motion of Mrs. Trahan, seconded by Mrs. Miller, the Board approved Grand Lake High School Main Building Roof Restoration to low bidder, Daughdrill General Contracting & Roofing Co, Inc., as presented by Mr. James Hoffpauir, Hoffpauir Project Management Team.
On the motion of Mrs. Miller, seconded by Mr. Faulk, the Board approved of additional days for Change Order 4-Hackberry High School Phase II – Gunter Construction Co, as presented by Mr. James Hoffpauir, Hoffpauir Project Management Team.
On the motion of Mrs. Miller, seconded by Mrs. Bertrand, the Board approved authorizing the Superintendent to advertise for new bids and accept low bids on currently advertised projects due to requisite number of advertising days and a need to move forward on projects, as presented by the Superintendent.
The Board received updates on current FEMA, CDBG and General Fund Construction, Repairs, and Renovations to permanent and temporary sites’ projects from Hoffpauir Architects, LLC, Cameron Parish School Board’s Project Management Firm, as presented by Hoffpauir Architects, LLC and Project Architects.
On the motion of Mrs. Miller, seconded by Mrs. Picou, the Board approved the creation of a Virtual Code of Conduct policy, as presented by the Superintendent and Supervisor Robin Gates.
On the motion of Mrs. Miller, seconded by Mrs. Picou, the Board approved policies to align with the 2020 Louisiana Legislative Session, as presented by the Superintendent:
BD – School Board Policy
JD – Discipline
JDD – Suspension
JDE – Expulsion
The Board received for review policies to align with the 2020 Louisiana Legislative Session, as presented by the Superintendent-
BCAD – Teleconference
GBRIB – Sick Leave
On the motion of Mrs. Miller, seconded by Mrs. Picou, The Board approved of the extension of FERCA Emergency Paid Sick Leave to March 31, 2021, as presented by the Superintendent.
On the motion of Mrs. Trahan, seconded by Mr. Faulk, the Board approved of administrator contract renewal for Jimmy Witherwax, Hackberry High School, as presented by the Superintendent.
On the motion of Mrs. Picou, seconded by Mrs. Miller, the Board approved assigning Supervisor Stephanie Rogers the title of Associate Superintendent/ Chief Academic Officer along with a pay increase to her current salary until retirement, as presented by the Superintendent.
The Board received update on Hurricane Laura and Delta, as presented by the Superintendent.
On the motion of Mrs. Miller, seconded by Mrs. Picou, the Board approved granting out-of-state travel to the Hackberry High School Basketball Team to travel to Bob Hope High School, Port Arthur, TX on January 15, 2021 for a basketball game, to be transported by school bus and certified driver, as presented by the Superintendent.
The Board received the Superintendent’s Report, as presented by the Superintendent.
On the motion of Mrs. Picou, seconded by Mr. Faulk, the Board adjourned the regular school board meeting at 5:33 p.m.
