POLICE JURY

 JUNE 8, 2026

The Cameron Parish Police Jury met in regular session on Monday, June 8, 2026, in the Cameron Parish West Annex Board Room in the Village of Cameron, Louisiana, at 11:25 A.M.

The following members were present: Mr. Michael Fewell, Mr. Magnus McGee, Mr. Wendell Wilkerson, Mr. Ronald Nunez, Jr., Mr. Mark Daigle, and Mr. Johnny Watson. Mr. Sam Bordelon was absent.

The following public comments on the agenda items were presented:

Item 6b & 6c – James Hiatt for a Better Bayou stated even though the state approved an after-the-fact permit for 6b, the jury should have more input when it comes to permits. He would also like the jury to consider getting updates on the dirt that will be temporarily stored to make sure it’s not just sitting there and not being utilized for 6c. Mr. McGee inquired about whether Cameron Land Ventures has a time frame for temporary storage.

It was moved by Mr. Nunez, seconded by Mr. Watson, and carried that the reading of the minutes shall be dispensed with and approved.

It was moved by Mr. Nunez, seconded by Mr. Watson, and carried unanimously. Item 21 – Authority to amend Resolution 1203, Definition of Residential Unit for the Solid Waste Contract, be added to the agenda.

It was moved by Mr. Wilkerson, seconded by Mr. McGee, and carried unanimously. Item 22 – Consideration of permit for Shandy Acres RV Park (RV spaces exceed 25), Grand Lake, LA, be added to the agenda.

It was moved by Mr. McGee, seconded by Mr. Daigle, and carried unanimously. An update on the dredging issues will be given.

It was moved by Mr. Nunez, seconded by Mr. Wilkerson, and carried unanimously. Item 20c – Executive Session, consider removal of Kevin Dupke from the Lower Cameron Hospital Service District Board be removed from the agenda.

There were no comments or objections and all of the  applications for the following State Concern permits listed below were accepted, (subject to strict compliance with clean-up and restoration standards found in Sections 701(B), 711(F), and 719(M) of the Coastal use Guidelines and any other applicable guidelines in the CZM) be and the same with the stipulations set forth by the respective Gravity Drainage Districts:

It was moved by Mr. Daigle, seconded by Mr. McGee, and carried, that the following Permit Application of Local Concern (subject to strict compliance with clean-up and restoration standards found in Sections 701(B), 711(F), and 719(M) of the Coastal use Guidelines and any other applicable guidelines in the CZM) be and the same is hereby approved with the stipulations set forth by the respective Gravity Drainage Districts:

It was moved by Mr. McGee, seconded by Mr. Daigle, and carried, the board hereby tables the appointment of the open seat for the Imperial Calcasieu Human Service Authority Board.

It was moved by Mr. Watson, seconded by Mr. Wilkerson, and carried, the board hereby reappoints Jason Theriot to the Gravity Drainage District No. Sixteen Board.

It was moved by Mr. Watson, seconded by Mr. Wilkerson, and carried, the board hereby reappoints Chad Thevis to the Gravity Drainage District No. Sixteen Board.

It was moved by Mr. McGee, seconded by Mr. Daigle, and carried, the board hereby reappoints T.J. Murphy to the Hackberry Recreation District No. Two Board.

It was moved by Mr. Daigle, seconded by Mr. McGee, and carried, the board hereby reappoints Karl Styron to the Cameron Parish Mosquito Abatement Board of Control.

It was moved by Mr. McGee, seconded by Mr. Wilkerson, and carried, the board hereby reappoints Bryce Carpenter to the Cameron Parish Mosquito Abatement Board of Control.

It was moved by Mr. McGee, seconded by Mr. Watson, and carried, the board hereby reappoints Jeffrey “Jeff” Moore to the Waterworks District No. Two Board.

It was moved by Mr. Watson, seconded by Mr. McGee, and carried, the board hereby accepts the resignation of Fletcher “Gabe” LaLande from the Gravity Drainage District No. Three Board, appoints Mike Johnson for the remainder of term, and authorizes the secretary to send Mr. LaLande a letter of appreciation for his service to the board.

Considering the sealed bid from the Cameron Pilot to be the only responsible bid for the official journal, it was moved by Mr. Wilkerson, seconded by Mr. Watson, and carried, the board hereby accepts the bid and approves the Cameron Pilot as the official journal for the Cameron Parish Police Jury.

It was moved by Mr. Nunez, seconded by Mr. Wilkerson, and carried, the board hereby authorizes, empowers, and directs the president to sign the Amendment to the LA DOTD 2025-2026 Maintenance agreement for mowing and litter pickup.

It was moved by Mr. Nunez, seconded by Mr. Watson, and carried, the board hereby authorizes, empowers, and directs the president to sign the 2026-2027 State Highway Maintenance Agreement with LA DOTD for mowing and litter pickup.

It was moved by Mr. McGee, seconded by Mr. Daigle, and carried, the board hereby authorizes, empowers, and directs the president to sign Change Order #3 for the Cameron Parish Gulf Shoreline Stabilization Project (ME-38) to increase contract time by 60 days due to weather; there will be no increase in contract amount.

It was moved by Mr. McGee, seconded by Mr. Wilkerson, and carried, the board hereby opens the floor for public comment on the proposed addition to the Code of Ordinances-No Wake Zone Ordinance:

Cameron Parish, Louisiana Code of Ordinances

NO WAKE ZONE, CAMERON PARISH

(a) There is hereby created a no wake zone within certain areas of Cameron Parish, as follows:

(i) Cameron Loop from the North entrance (29°48’00”N/’93°20’12”W) to the South entrance or end of the Cameron Loop (29°46’37”N/93°20’30”W) and shall remain in effect for the entirety of the loop.

(ii) East Fork (Old River) from the North entrance (29°50’20.19’N/93°19’48.91”W) to the South end (29°49’12.73”M/93°20’48.41”W and shall remain in effect for the entirety of the East Fork.

(iii) Kelso Bayou Bridge (30°00”16”N/93°20”36”W)to North of Hackberry Seafood Docks (30°00”36”N/93°20”29”W)

(iv) Kelso Bayou North of Amoco Dock (30.0041156,-93.3533027) westerly along southern bank to past residents’ docks (30.0015547,-93.3629587)

(b) No person shall operate, cause to be operated, or permit to be operated any watercraft, motorboat, recreational watercraft, or vessel in such a manner or at such speed as may or shall create a wake from such operation. For the purposes of this section, the registered owner of any such vessel or watercraft shall be presumed to be the operator of said vessel at the time the violation occurs.

(c) The term “wake” shall mean any vessel water turbulence in excess of six (6) inches in height crest. Notwithstanding, in no event shall the speed of any watercraft, motorboat, recreational watercraft or vessel exceed five (5)mph. All vessels operating within a no wake zone shall proceed at idle speed or bare steerage speed, creating no appreciable wake.

(d) The section shall be enforced by the Cameron Parish Sheriff’s Office and may be enforced by the United States Coast Guard and the Louisiana Department of Wildlife and Fisheries within their jurisdictional limits and any other Federal or State law enforcement agency.

(e) This section shall not apply in instances where vessels are in navigational distress and power is essential for the proper control of the vessel in navigation for its safety and the safety of others or the safety of the structures. Vessels responding to emergencies are exempt from this ordinance.

(f) If the person operating a vessel is found to be in violation hereof, the person shall be fined not more than $500.00 or imprisoned in the parish jail for not more than 30 days, or both.

(g) Signs and/or buoys shall be installed according to LAC Title 76, Part XI, §303 (Uniform System of Waterway Markers)

Each sign shall read:

SLOW – NO WAKE ZONE

By Order of the Cameron Parish Police Jury

Signs shall have a white background, a 2-inch orange reflective border, and black block letters at least 4 inches tall. Markers will be placed at both entry and exit points of the Loop area, clear of ferry lanes.

It was moved by Mr. Wilkerson, seconded by Mr. McGee, and carried, the board amends the following on the No Wake Zone Ordinance as written above and authorizes to readvertise.

REMOVE: (II) East Fork (Old River) from the North entrance (29°50’20.19’N/93°19’48.91”W) to the South end (29°49’12.73”M/93°20’48.41”W) and shall remain in effect for the entirety of the East Fork.

ADD: Entrance of Kelso Bayou 30°00’29”N/93°20’04”W to 30°00’29”N to 93°20’10”W.

It was moved by Mr. Wilkerson, seconded by Mr. Nunez, and carried, there board hereby accepts the bid and grants authority to execute contract with Marshland Equipment Rentals, LLC for the Restoration of the North Cameron Levee for PW 2320 project for Gravity Drainage District No. 3.

It was moved by Mr. Nunez, seconded by Mr. Watson, and carried, the board hereby approves the budget for the fiscal year 2026/2027 as submitted by the Southwest Louisiana Criminalistics Laboratory.

It was moved by Mr. Nunez, seconded by Mr. Wilkerson, and carried, the Resolution authorizing the Cameron Parish Sheriff to enter into a Cooperative Endeavor Agreement and Payment in Lieu of Tax Agreement with Cheniere is hereby declared duly adopted. 

It was moved by Mr. Nunez, seconded by Mr. Wilkerson, and carried, the board hereby accepts the monthly financial statements and budget to the actual comparison report.

It was moved by Mr. Wilkerson, seconded by Mr. McGee, and carried, the treasurer is hereby authorized, empowered, and directed to pay May 2026 bills.

It was moved by Mr. Nunez, seconded by Mr. Watson, and carried, the amendment to Resolution 1203, definition of residential unit for Solid Waste contract is declared duly adopted.

It was moved by Mr. Wilkerson, seconded by Mr. Nunez, and carried, the board hereby approves the permit for Shandy Acres RV Park (RV spaces exceed 25), Grand Lake, LA, with the stipulation that the new part of the park where RVs will be added is required to have a 6 ft. privacy fence.

It was moved by Mr. McGee, seconded by Mr. Daigle, and carried, the board will go into executive session for:

a. Hurricane Insurance Litigation Discussion

b. Coastal Zone Litigation Discussion – Cameron vs. Burlington (Deep Lake-Rockefeller)

The vote was recorded as follows:

NAYS: None

ABSENT or NOT VOTING: Sam Bordelon

It was moved by Mr. Watson, seconded by Mr. Nunez, and carried, the jury shall return to regular session. The president called the meeting back to order.

There was no action taken on the Hurricane Insurance Litigation, it was only a discussion.

It was moved by Mr. McGee, seconded by Mr. Watson, and carried, the board approves the recommendation by special counsel to continue and perfect settlement of Cameron Coastal Claims with Exxon Mobile and specifically to authorize the parish administrator to execute any and all relevant documents in connection with the settlement.

It was moved by Mr. Wilkerson, seconded by Mr. Nunez, and carried, the board approves the Conoco Phillips statewide settlement of coastal claims and authorizes the parish administrator to execute any and all relevant documents in connection with the settlement.

Mr. Fewell announced that an RV Ordinance Committee will be formed and will consist of the following members: Magnus McGee,

Wendell Wilkerson and Michael Fewell.

There being no further business, it was moved by Mr. Bordelon, seconded by Mr. Daigle, and carried, the meeting was declared adjourned.
