The Cameron Parish Police Jury met in regular session on Friday, May 13, 2022, in the Cameron Parish West Annex Board Room in the Village of Cameron, Louisiana at 2:00 o’clock P.M. The following members were present: Mr. Curtis Fountain, Mr. Scott Trahan, Mr. Mr. Lawrence Faulk, Mr. McKinley Guidry, Mr. Joe Dupont, Mr. Thomas McDaniel, and Mr. Magnus McGee. The following member was absent: Mr. Kirk Quinn.
There was no Public Comment on the agenda items.
It was moved by Mr. Dupont, seconded by Mr. Faulk, and carried, that the reading of the minutes shall be dispensed with and approved.
It was moved by Mr. Guidry, seconded by Mr. McDaniel, and carried, the board hereby approves to add the following items to the agenda: (Item 7e) Fire Protection District No. 14 – Appoint Pat Sewell to open set for remainder of term. (Item 31) President authority to sign letter of support for the IMCAL recovery project. (Item 32) Accept lowest quote for Pelican Point Road project from RC paving in the amount of $127,572.00. (Item 33) Approve allocation in an amount not to exceed $150,000.00 for the Marshall Street Project Phase I. (Item 34) Approval to lift hiring freeze to advertise to hire an Engineer Intern, beginning at step 0 salary and reimplement hiring freeze. (Item 35) Approve updated Employee classification policy and increase step amounts by 3%. (Item 36) Approval to increase the coroner salary from $11,280.00 to $12,000.00 per year, effective immediately.
It was moved by Mr. McGee, seconded by Mr. McDaniel, and carried, that the applications for the following permits be and the same are hereby approved with the stipulations set forth by the respective Gravity Drainage Districts:
a. Commonwealth Projects, LLC – Cameron, Section 29, T15S, R10W, (proposes to install one (1) final geotechnical boring to complete the study for Commonwealth LNG Project), Cameron, LA (220501)
b. Savanne Nuvelle Hunting Club – 2670 Creole Highway, Creole, LA., Sections 8, 17, 20, 21, 22, 27, & 28, T13S, R7W (proposed replacement of culvert/dirt and rock located off Highway 27 from bridge damaged by Hurricane Laura, and also remove debris from marsh necessary for safe passage), Cameron, LA. (220502)
It was moved by Mr. Faulk, seconded by Mr. Dupont, and carried, the board hereby appoints Penny Champion to the Imperial Calcasieu Human Services Authority Board for the expired term of Angela Jouett.
It was moved by Mr. Dupont, seconded by Mr. Faulk, and carried, the board hereby reappoints Bethany Moore to the Hackberry Recreation District Board.
It was moved by Mr. McGee, seconded by Mr. Dupont, and carried, the board hereby reappoints Adrianne Jinks to the Johnson Bayou Recreation District Board.
It was moved by Mr. Faulk, seconded by Mr. Dupont, and carried, the board hereby reappoints Kayla Conner to the Recreation District No. Five Board.
It was moved by Mr. Guidry, seconded by Mr. Faulk, and carried, the board hereby appoints Pat Sewell to the open seat on the Fire Protection District No. Fourteen Board for the remainder of term.
It was moved by Mr. Faulk, seconded by Mr. Dupont, and carried, the board hereby authorizes, empowers, and directs the President to sign the State Highway Maintenance Agreement with the Louisiana Department of Transportation and Development for mowing & litter pickup.

PROCLAMATION
WHEREAS, Louisiana and Cameron Parish includes a growing number of older Americans who contribute their strength, wisdom, and experience to our state; and
WHEREAS, the state and parish benefits when people of all ages, abilities, and backgrounds are welcomed, included, and supported; and
WHEREAS, we recognize our need to create a state and parish that provides the services and supports older Americans need to thrive and live independently for as long as possible; and
WHEREAS, we can work to build and even better community for our older residents by planning programs that encourage independence, ensuring activities are responsive to individual needs and preferences and increasing access to services that support aging in place; and
WHEREAS, Louisiana and Cameron parish citizens are urged to recognize the contributions of our older citizens, help to create an inclusive society, and join efforts to support older Americans’ choices about how they age in their communities.

PROCLAMATION
NATIONAL SAFE BOATING WEEK 2022
For over 100 million Americans, boating continues to be a popular recreational activity. From coast to coast, and everywhere in between, people are taking to the water and enjoying time together boating, sailing, paddling, and fishing.
During National Safe Boating Week, the U.S. Coast Guard and its federal, state, and local safe boating partners encourage all boaters to explore and enjoy America’s beautiful waters responsibly.
Safe boating begins with preparation. The Coast Guard estimates that human error accounts for most boating accidents and that life jackets could prevent nearly 86 percent of boating fatalities. Through basic boating safety procedures – carrying lifesaving emergency distress and communications equipment, wearing life jackets, attending safe boating courses, participating in free boat safety checks, and staying sober when navigating – we can help ensure boaters on America’s coastal, inland, and offshore waters stay safe through the season.
National Safe Boating Week is observed to bring attention to important life-saving tips for recreational boaters so that they can have a safer, more fun experience out on the water throughout the year.
WHEREAS, on average, 650 people die each year in boating-related accidents in the U.S.; 75 percent of these are fatalities caused by drowning; and
WHEREAS, the vast majority of these accidents are caused by human error or poor judgement and not by the boat, equipment, or environmental factors; and
WHEREAS, a significant number of boaters who lose their lives by drowning each year would be alive today had they worn their life jackets.
NOW, THEREFORE, be it resolved that I, Curtis Fountain, President of the Cameron Parish Police Jury, do hereby proclaim May 21-27, 2022 as National Safe Boating Week and the start of the year-round effort to promote safe boating.
IN WITNESS THEREOF, I urge all those who boat to practice safe boating habits and wear a life jacket at all times while boating.

The President opened the floor for a public hearing to hear and consider comments on the proposed amendment to Chapter 14 Motor Vehicles and Traffic:
Article III Operation of Vehicles Generally – Add to Sec. 14-35 Speed Limits
(e) It shall be unlawful to operate any motor vehicles on Parish Road 429 (LaBove Rd.), beginning at Parish Road 486 (John Duhon Rd.), to the North End of LaBove Rd. approximately 415 feet in excess of (15) mph, Sweetlake, LA.
There were no oral or written comments from the public to review, therefore it was moved by Mr. Faulk, seconded by Mr. Dupont, and carried, the public hearing was declared closed.
The following amendment to Chapter 14 Motor Vehicles and Traffic was offered by Mr. Faulk, seconded by Mr. Dupont, and declared duly adopted:

(e) It shall be unlawful to operate any motor vehicles on Parish Road 429 (LaBove Rd.), beginning at Parish Road 486 (John Duhon Rd.), to the North End of LaBove Rd. approximately 415 feet in excess of (15) mph, Sweetlake, LA.

It was moved by Mr. Trahan, seconded by Mr. Dupont, and carried, the board hereby authorizes to apply for LGAP/CWEF funds, and authorizes, empowers, and directs the President to sign all relevant documents for funds if awarded.
It was moved by Mr. Guidry, seconded by Mr. Dupont, and carried the board hereby authorizes, empowers, and directs the President to sign the Cooperative Endeavor Agreement (CEA) with the Library and the Sheriff for the Hackberry land and building where the old Hackberry library was located.

Considering the sealed bid from Martin Automotive Group was the only responsible bid for the purchase of two (2) Freightliner dump trucks with beds it was moved by Mr. McGee, seconded by Mr. Trahan, and carried, the board hereby accepts the bid and awards the purchase to Martin Automotive Group.
Considering the sealed bid from Covington Sales and Service, Inc. was the only responsible bid for the purchase of one (1) culvert cleaner it was moved by Mr. Dupont, seconded by Mr. Faulk, and carried, the board hereby accepts the bid and awards the purchase to Covington Sales and Service, Inc.
Considering the sealed bid from the Cameron Pilot to be the only responsible bid, for the official journal it was moved by Mr. McGee, seconded by Mr. Dupont, and carried, the board hereby accepts the bid and approves the Cameron Pilot as the official journal for the Cameron Parish Police Jury.

BE IT ORDAINED by the Police Jury of Cameron Parish, Louisiana, as the governing authority of Hackberry Fire Protection District No. 1, that a fire department to be hereafter known as the Hackberry Fire Protection District No. 1, the object of which shall be the prevention of fire, and protection of life and property, within the limits of Hackberry Fire Protection District No. 1 of Cameron Parish, Louisiana, is hereby created as follows.

There shall be a Board of Directors of the Hackberry Fire Protection District No. 1 comprised of 5 officers. The 5 officers shall be comprised as follows:

• (1) Non-fireman resident of the Hackberry Fire Protection District No. 1, as appointed by the Police Jury;
• (1) Present and/or former firemen resident of the Hackberry Fire Protections District No. 1, as appointed by the Police Jury.

Two of the initial members of the board shall hold office until one year from the January first immediately succeeding their appointment
Three members shall hold office until two years from the January first immediately succeeding their appointment, the respective terms to be determined by lot.
Thereafter, each member appointed shall serve for a term of two years. Members are eligible for reappointment. If a vacancy occurs, it shall be filled for the unexpired term by the body originally making the appointment so vacated.
Sec. 20-19. – Meeting dates.
Regular meetings shall be once per month at the Fire Station. Special meetings may be held at any time by order of the Chief and/or President upon giving at least one day’s notice and the time and place of meeting.
It was moved by Mr. Faulk, seconded by Mr. Trahan, and carried, the Treasurer is hereby authorized, empowered and directed to pay the 2022 Region Meeting Dues in the amount of $250.00 (Two hundred fifty dollars).
It was moved by Mr. Guidry, seconded by Mr. Faulk, and carried, the contract for the Post-Hurricane Restoration Grand Lake Library – LOC 51 Project by and between the Cameron Parish Police Jury and Alfred Palma, LLC bearing file No. 350338, filed August 5, 2021 in the Mortgage Records of Cameron Parish, Louisiana shall accept as complete and satisfactory and the Secretary shall cause the necessary advertisement for the claims to be made in a manner and form provided by law.
It was moved by Mr. Guidry, seconded by Mr. Dupont, and carried, the contract for the Post-Hurricane Restoration Big Lake Pier – LOC D Project by and between the Cameron Parish Police Jury and M&C Oilfield Services, Inc bearing file No. 350665, filed September 22, 2021 in the Mortgage Records of Cameron Parish, Louisiana shall accept as complete and satisfactory and the Secretary shall cause the necessary advertisement for the claims to be made in a manner and form provided by law.

The Cameron Parish Police Jury, serving as governing authority of Consolidated Fire Protections of South Cameron, Parish of Cameron, Louisiana (the “Police Jury”), met in regular public session at the Cameron Parish West Annex Board Room, 148 Smith Circle, Cameron, Louisiana, at 2:00 o’clock p.m. on Friday, May 13, 2022, pursuant to written notice given to each and every member thereof and duly posted in the manner required by law.
The President called the meeting to order and on roll call, the following members were present: Curtis Fountain, Joe Dupont, Thomas McDaniel, Scott Trahan, Lawrence Faulk, McKinley Guidry, and Magnus McGee

The President of the Board stated that one of the purposes of the meeting was for canvassing and tabulating the returns of an election held in Consolidated Fire Protections of South Cameron, Parish of Cameron, Louisiana (the “District”), on April 30, 2022, on the question of authority to levy and collect a tax on all taxable property within the District in lieu of existing taxes currently being levied, and thereupon presented the following proces verbal, which was adopted by the following vote:

BE IT KNOWN AND REMEMBERED that on this 13th day of May, 2022, at 2:00 o’clock p.m., in accordance with a resolution of the Police Jury, serving as governing authority of the District, adopted on December 9, 2021, and recorded in the records of said Police Jury, notice of which meeting was issued and published according to law, the undersigned members of the
Police Jury, being a quorum thereof, met at the regular meeting place of the Police Jury, and according to law examined the tabulation blanks, certificates and statements which were received from the Commissioners and Commissioners-in-Charge of the election held in the District on April 30, 2022, in accordance with said resolution, together with the transcription of the totals made by the Clerk of Court and Ex-Officio Parish Custodian of Voting Machines in and for Cameron Parish to determine the following proposition:

Shall Consolidated Fire Protections of South Cameron, Parish of Cameron, Louisiana (“District”), be authorized to levy and collect a tax of eight (8.00) mills on the dollar of assessed valuation on all property subject to taxation in the District (“Tax”) in lieu of 8.00, 5.00, 3.97 and 2.54 mills previously levied in the former fire protection districts now consolidated into the District, (with $528,370.22 estimated and reasonably expected to be collected from the levy of the Tax per annum) for a period of ten (10) years, commencing in 2022, for the purpose of operating and maintaining the District’s fire protection facilities and equipment and paying the cost of obtaining water for fire protection purposes, including charges for fire hydrant rentals and service in said District?
The results of said election proved to be as follows:

We therefore ascertained that the majority of qualified electors of the District qualified to vote under the Constitution and laws of the State of Louisiana voting in said election in the District voted in favor of the Proposition.
At the same time and place, we did examine and canvass the returns as evidenced by said tabulation blanks, certificates, and statements received from the election Commissioners and Commissioners-in-Charge, the correctness of which were sworn to by the election Commissioners-in-Charge and Commissioners according to law, and our finding was that the returns indicated a majority voted in favor of the Proposition.
Therefore, we declare that the result of said election is in favor of the Proposition as stated above.
In accordance with law, a resolution promulgating the aforesaid results was adopted, and the Secretary of the Police Jury was ordered to have a copy of said resolution signed by the President and published in one issue of the Cameron Pilot, a newspaper published in DeQuincy, Louisiana, and of general circulation in said District.
In accordance with the provisions of R.S. 18:1293, a copy of the Notice of Election is attached hereto as Exhibit A. An affidavit showing proof of publication of said notice is attached hereto as Exhibit B. We did, likewise, order that one copy of this proces verbal be sent to the Secretary of State to be recorded in the archives of the State of Louisiana, and that one copy be sent to the Clerk of the District Court of Cameron Parish to be recorded in the mortgage records of said Parish and that one copy be filed in the archives of this Board.

RESOLUTION
A RESOLUTION PROMULGATING THE RESULTS OF A SPECIAL ELECTION HELD IN CONSOLIDATED FIRE
PROTECTIONS OF SOUTH CAMERON, PARISH OF CAMERON, LOUISIANA ON APRIL 30, 2022
WHEREAS, on April 30, 2022, an election was held in Consolidated Fire Protections of South Cameron, Parish of Cameron, Louisiana (the “District”), to determine the proposition hereinafter set out;
WHEREAS, the returns of said election were canvassed by the Cameron Parish Police Jury, governing authority of the District (the “Governing Authority” or “Police Jury”), according to law and notice duly given as provided by law, and the result of said election was declared to be in favor of the Proposition;
NOW, THEREFORE, BE IT RESOLVED by the Governing Authority of the District:
SECTION 1. The statements of fact expressly contained within the preamble to this Resolution have been specifically reviewed by the Governing Authority and are found to be factually true and correct, and are made resolutions of the District.

An election was held in the District on April 30, 2022, to determine the proposition hereinafter set out; that said election was duly and properly called by the District by a resolution adopted on December 9, 2021, and recorded in the records of said District, that notice of said election embracing all matters required by law to be contained therein was given by publication in the Cameron Pilot, a newspaper published in DeQuincy, Louisiana, and of general circulation in the District, on February 10, February 17, February 24 and March 3, 2022, the first of said publications being not less than 45 days no more than 90 days prior to the date set for said election; that this did in said resolution designate the polling places for said election and did provide for the use of voting machines in the conduct of said election; that election officials were duly selected; that each election official received the certificate of instruction of the use of the voting machines and his duties in connection therewith as required by law; that the State Custodian of Voting Machines and the Clerk of Court and Ex-Officio Parish Custodian of Voting Machines of Cameron Parish made available on the day of the election at the polling places designated for the conduct of said election the necessary voting machines and all necessary equipment and paraphernalia required by law in connection with the use of voting machines at elections; that the Registrar of Voters and the Clerk of Court of Cameron Parish furnished to the election Commissioners and Commissioners-in-Charge copies of the precinct registers for each precinct or ward entitled to vote at such polling places; that the Louisiana Secretary of State prepared and certified the ballot used in the voting machines as required by law; that the proposition voted on in said election and as it appeared in said voting machine was in due form provided by law and the resolution adopted by this Police Jury on December 9, 2021, calling said special election; that the results of said election were written on a large sheet of paper at said polling places, which sheet of paper was signed by each of the election officials designated to conduct such election at said polling places and which sheet was thereupon posted in public view at the polling places in accordance with law; that only qualified electors under the Constitution and laws of the State of Louisiana voted at said election; that the officials who served at said election were duly and properly appointed; that the places of all absent election officials were properly filled in accordance with law; that before opening the polls all election officials were properly sworn in accordance with law; that the polls at the voting places were opened at 7:00 a.m. and remained open and until not later than 8:00 p.m.; that after the closing of the polls the votes for and against the proposition were properly counted and tallied and the necessary tabulation blanks, certificates and statements were made by the election officials in accordance with law and the voting machines delivered to the Clerk of Court and Ex-Officio Custodian
of Voting Machines in and for Cameron Parish, Louisiana, and a copy of the results of said election delivered to the Clerk of the District Court of Cameron Parish as required by Louisiana Revised Statutes 18:1190 E; that on May 3, 2022, that being the third day after said election the Clerk of Court and Ex-Officio Custodian of Voting Machines, after breaking the seals and opening the voting machines used in said election did transcript the totals for the proposition voted upon at said election; and that all things whatsoever required by law to be done in connection with the holding of said election were properly and duly performed in manner and form as required by Chapter 4 of Subtitle II of Title 39 of the Louisiana Revised Statutes of 1950, as amended, and the general election laws of the State of Louisiana.
SECTION 3. In said election the following proposition was approved by a majority of the electors qualified to vote and voting in said election in Consolidated Fire Protections of South Cameron, Parish of Cameron, Louisiana:
MILLAGE PROPOSITION

Shall Consolidated Fire Protections of South Cameron, Parish of Cameron, Louisiana (“District”), be authorized to levy and collect a tax of eight (8.00) mills on the dollar of assessed valuation on all property subject to taxation in the District (“Tax”) in lieu of 8.00, 5.00, 3.97 and 2.54 mills previously levied in the former fire protection districts now consolidated into the District, (with $528,370.22 estimated and reasonably expected to be collected from the levy of the Tax per annum) for a period of ten (10) years, commencing in 2022, for the purpose of operating and maintaining the District’s fire protection facilities and equipment and paying the cost of obtaining water for fire protection purposes, including charges for fire hydrant rentals and service in said District?
SECTION 4. The results of said election shall be promulgated by publication of this resolution of promulgation one time in the Cameron Pilot, a newspaper published in DeQuincy, Louisiana, the official journal of the District and of general circulation in the District.

It was moved by Mr. Faulk, seconded by Mr. Dupont, and carried, the board hereby approves for the early termination of the lease for the property where the Oak Grove Fire Station was located, (1523 Oak Grove Hwy, Grand Chenier, LA 70643), the Fire Board approved to not replace the building destroyed by Hurricanes Laura/Delta.
It was moved by Mr. McDaniel, seconded by Mr. Dupont, and carried, the board hereby tables the Variance for Mark Anthony Daigle (Tire/Automotive Mechanic Center), to be located at 4497 West Creole Hwy, Cameron, LA. 70631 until the next meeting.
It was moved by Mr. McGee, seconded by Mr. Dupont, and carried, the Treasurer is hereby authorized, empowered and directed to pay the April 2022 bills.
It was moved by Mr. Faulk, seconded by Mr. Dupont, and carried, the President is hereby authorized, empowered and directed to sign the Letter of Support for the IMCAL recovery project.
It was moved by Mr. Guidry, seconded by Mr. McGee, and carried, the board hereby accepts the lowest quote from RC Paving in the amount of One hundred twenty-seven thousand, five hundred seventy-two dollars ($127,572.00) for the Pelican Point Road Project.
It was moved by Mr. Trahan, seconded by Mr. Dupont, and carried, the board hereby allocates an amount not to exceed One hundred fifty thousand dollars ($150,000.00) for Phase I of the Marshall Street Project.
It was moved by Mr. Trahan, seconded by Mr. Dupont, and carried, the board hereby approves to lift the hiring freeze to advertise to hire an Engineer Intern, beginning at the step 0 salary and reimplements the hiring freeze.
It was moved by Mr. Guidry, seconded by Mr. Dupont, and carried, the board hereby approves the updated employee classification policy and increase the step amounts by three percent (3%).
It was moved by Mr. Guidry, seconded by Mr. Faulk, can carried, the board hereby approves to increase the coroner salary from $11,280.00 per year to $12,000.00 per year effective immediately.
