The Cameron Parish Police Jury met in regular session on Friday, June 10, 2022, in the Cameron Parish West Annex Board Room in the Village of Cameron, Louisiana at 2:00 o’clock P.M. The following members were present: Mr. Curtis Fountain, Mr. Joe Dupont, Mr. Thomas McDaniel, Mr. Scott Trahan, Mr. McKinley Guidry, and Mr. Magnus McGee. The following members were absent: Mr. Lawrence Faulk and Mr. Kirk Quinn.
There were no public comments on the agenda items.
It was moved by Mr. McGee, seconded by Mr. Dupont, and carried, that the reading of the minutes shall be dispensed with and approved.
It was moved by Mr. Dupont, seconded by Mr. Trahan, and carried, the board hereby approves to add the following items to the agenda: (Item 8i) West Cal-Cam Hospital Board – Joe Devall resigned, appoint Carol “Bobbie” Fountain for the remainder of term.
It was moved by Mr. McGee, seconded by Mr. Dupont, and carried, that the applications for the following drilling and pipeline permits be and the same are hereby approved with the stipulations set forth by the respective Gravity Drainage Districts:
a. Apollo Energy Operating Company, LP – Johnson Bayou, Cameron Meadows Field, Section 20, T14S, R13W, (proposed re-authorization of surface well locations
for drilling Dore Fee Wells No. 59 & 60, previously permitted under P20190893), Cameron Parish, LA. (220601)
It was moved by Mr. Guidry, seconded by Mr. McGee, and carried, that the applications for the following permits be and the same are hereby approved with the stipulations set forth by the respective Gravity Drainage Districts:
a. ICON Environmental – Johnson Bayou, Section 15, T15S, R14W, (proposed Stream Johnson Bayou environmental assessments that consist of 30 soil borings and monitor well installations to assess environmental impacts from historical and active Oil and Gas E&P), Cameron Parish, LA. (220602)
b. Hilcorp Energy Company – Johnson Bayou, Section 10, T14S, R12W, (proposed after-the-fact authorization to repair a leak on a 4-inch flowline in Second Bayou Field, EUA 21-126), Cameron Parish, LA. (220603)
c. CPRA – Cameron, Calcasieu Lake, CS-78 CWPPRA No Name Bayou Marsh Creation; Latitude 29 50 05.57, Longitude -93 19 36.73 (proposed primary feature is to create approximately 890 acres of saline marsh using sediment being hydraulically pumped from borrow area in Calcasieu Lake. Containment dikes will be constructed around the marsh area during pumping and at the completion, the containment dikes will be degraded and gapped), Cameron, LA. (220604)
d. United State Fish and Wildlife Service – Sweetlake, East and West of Highway 27, Cameron Prairie Wildlife Refuge Maintenance Project; Section 29, T12S, R07W (proposed installation of one new water control structure (WCS #1) and the replacement of one old structure with a flap gate and a variable crested weir on the managed side (WCS #2) that will add water level management capabilities), Cameron, LA. e. CPRA – West Cove in Calcasieu Lake, Section 9, 10, T14S, R10W (proposed Rabbit Island Shoreline Protection Maintenance Event; construction of approximately 2,400 linear feet oyster reef restoration. Reefs to be constructed in a foreshore alignment by placing approximately 808 cubic yards of limestone in Gabion baskets to promote oyster reef growth and reduce shoreline erosion. The reefs will be constructed in segments to allow gapping for fish passage. The project will provide protection on the north-eastern shoreline of Rabbit Island from wave scour.), Cameron, LA. It was moved by Mr. Dupont, seconded by Mr. McGee, and carried, the board hereby reappoints Jimmy Brown to the Creole Nature Trail Board.
It was moved by Mr. McGee, seconded by Mr. Guidry, and carried, the board hereby reappoints Wendy Harrington to the Creole Nature Trail Board.
It was moved by Mr. McGee, seconded by Mr. Trahan, and carried, the board hereby reappoints Nathan Griffith to the Waterworks District No. Ten Board.
It was moved by Mr. McGee, seconded by Mr. Trahan, and carried, the board hereby reappoints Kent Carlson to the Waterworks District No. Ten Board.
It was moved by Mr. McGee, seconded by Mr. Guidry, and carried, the board hereby reappoints Jeremy Burton to the Fire District No. Ten Civil Service Board.
It was moved by Mr. Trahan, seconded by Mr. Dupont, and carried, the board hereby appoints Fletcher Gabe LaLande to the open seat on the Gravity Drainage District No. Three Board.
It was moved by Mr. McGee, seconded by Mr. Dupont, and carried, the board hereby accepts the resignation of Bridgett Snyder from the Lower Cameron Hospital District No. Two Board, authorizes, empowers, and directs the secretary to send a letter of appreciation to Ms. Snyder for her service to the board and appoints April Young for the remainder of term.
It was moved by Mr. Dupont, seconded by Mr. Trahan, and carried, the board hereby accepts the resignation of Joe Devall from the West Cal-Cam Hospital Board, authorizes, empowers, and directs the secretary to send a letter of appreciation to Mr. Devall for his service to the board and appoints Carol “Bobbie” Fountain for the remainder of term. Mr. Fountain recused from voting.
It was moved by Mr. Trahan, seconded by Mr. Guidry, and carried, the board hereby approves the budget for the fiscal year 2022/2023 as submitted by the Southwest Louisiana Criminalistics Laboratory.
It was moved by Mr. Dupont, seconded by Mr. Trahan, and carried, the board hereby approves the Three-Year Cameron Parish Capital Improvements Program for years 2022-2024, as presented by the Road and Bridge Superintendent, Shane Manuel, in compliance with the Parish Transportation Act.
It was moved by Mr. Dupont, seconded by Mr. McGee, and carried, the board hereby authorizes to get fair market value on Crab Lady Landing Property located in Big Lake, LA., and advertise for sealed bids to lease crab lady landing property.
It was moved by Mr. McGee, seconded by Mr. Dupont, and carried, the board hereby removes the Variance for Mark Anthony Daigle (Tire/Automotive Center), 4498 West Creole Hwy, Cameron, LA, 70631 pending more information from Mr. Daigle, until further notice.
It was moved by Mr. Trahan, seconded by Mr. Dupont, and carried the board approves to do an appraisal on the Ridgecrest subdivision property.
It was moved by Mr. Dupont, seconded by Mr. Trahan, and carried, the following resolution is declared duly adopted:

WHEREAS, the Cameron Parish Police Jury Convened in Regular Session on the 10th day of June, 2022, and does hereby authorize the CEA for RFQ’s to upgrade the 911 system; and
NOW, THEREFORE, BE IT RESOLVED, that the Cameron Parish Police Jury does hereby authorize the Parish President, Curtis Fountain, for and on behalf of the Cameron Parish Police Jury, to sign the CEA for RFQ’s to upgrade the 911 system.

It was moved by Mr. Trahan, seconded by Mr. Dupont, and carried, the board hereby authorizes, empowers and directs the president to sign Amendment No. 1 for the Mermentau Basin Inundation Relief Project for Early-Stage Phase I, funded by CDBG-MIT funds.
It was moved by Mr. Guidry, seconded by Mr. McDaniel, and carried, the board hereby authorizes to get fair market value on Gary Landing property located in Lowry, LA and authority to negotiate lease agreement for the boat launch at Gary Landing property.
It was moved by Mr. Trahan, seconded by Mr. McDaniel, and carried, the following proclamation is declared duly adopted:

WHEREAS, Mr. Cecil William Clark, III departed this life on Friday, May 20, 2022; and
WHEREAS, this body and the people of Cameron Parish shall be eternally indebted unto the late Mr. Cecil Clark for his faithful service as a board member of the Cameron Parish Water & Wastewater District No. One Board and the Cameron Parish Gravity Drainage District No. Three Board.
NOW THEREFORE, BE IT RESOLVED, by the Police Jury of the Parish of Cameron, Louisiana, in regular session convened on this 10th day of June, 2022, the Secretary is hereby directed to spread this resolution on the Minutes of this body and forward certified copies thereof to the family of Mr. Clark.

It was moved by Mr. Guidry, seconded by Mr. McDaniel, and carried, the board hereby authorizes, empowers, and directs the President to sign a 3-year Cooperative Agreement with the Louisiana Department of Natural Resources for the Cameron Parish Local Management Program Implementation (July 1, 2022 – June 30, 2025).
It was moved by Mr. Guidry, seconded by Mr. McGee, and carried, the board hereby authorizes to advertise for RFP/R for disaster remediation services.
The following plan change was offered by Mr. McGee, seconded by Mr. Guidry, and declared duly adopted:

CHANGE ORDER NO. 011 – Additional contract time of 93 days needed due to supply chain issues for the manufacturing of the monument sign, no change in contract amount.
It was moved by Mr. McGee, seconded by Mr. Guidry and carried, the contract for the Post-Hurricane Restoration Johnson Bayou Library – LOC 52 Project by and between the Cameron Parish Police Jury and SpawGlass Construction Corp. bearing file no. 350336, filed August 5, 2021 in the Mortgage Records of Cameron Parish, Louisiana shall accept as complete and satisfactory, with the exception of the Monument Sign and Wheel Chair Lift and the Secretary shall cause the necessary advertisement for the claims to be made in a manner and form provided by law.
It was moved by Mr. Dupont, seconded by Mr. Guidry, and carried, the Treasurer is hereby authorized, empowered and directed to pay May 2022 bills.
There being no further business, it was moved by Mr. McGee, seconded by Mr. Trahan, and carried, the meeting was declared adjourned.
