The Cameron Parish Police Jury met in regular session on Friday, May 15, 2020, in the Cameron Parish West Annex Board Room in the Village of Cameron, Louisiana, at 11:00 o’clock a.m. The following members were present: Mr. Magnus McGee, Mr. Scott Trahan, Mr. McKinley Guidry, Mr. Curtis Fountain, Mr. Lawrence Faulk, Mr. Thomas McDaniel, Mr. Joe Dupont and Mr. Kirk Quinn.
No members were absent.
There was no Public Comment on the agenda items.
It was moved by Mr. Quinn, seconded by Mr. Fountain and carried, that the reading of the minutes shall be dispensed with and approved.
There were no add-ons to be considered at this meeting.
It was moved by Mr. Fountain, seconded by Mr. Faulk and carried, that the applications for the following permits be and the same are hereby approved with the stipulations set forth by the respective Gravity Drainage Districts. Mr. McGee and Mr. Trahan recused voting on item d:
a. It was moved by Mr. McDaniel, seconded by Mr. Quinn and carried the board does hereby reappoint Anthony Swire to the Gravity Drainage District No. Five Board.
It was moved by Mr. McDaniel, seconded by Mr. Quinn and carried the board does hereby reappoint Karl Nunez to the Gravity Drainage District No. Five Board.
It was moved by Mr. McDaniel, seconded by Mr. Faulk and carried the board does hereby table the appointment for the expired term of Jimmy Roberts to the Gravity Drainage District No. Five Board for 30 days.
It was moved by Mr. McDaniel, seconded by Mr. Quinn and carried the board does hereby table the appointment for the expired term of Jeffery Richard to the Gravity Drainage District No. Five Board for 30 days.
It was moved by Mr. Guidry, seconded by Mr. Quinn and carried the board does hereby reappoint Mary Carroll to the Recreation District No. Five Board.
It was moved by Mr. Trahan, seconded by Mr. McDaniel and carried the board does hereby reappoint James Duhon to the Recreation District No. Seven Board.
It was moved by Mr. Trahan, seconded by Mr. McDaniel and carried the board does hereby reappoint Kimily Doxey to the Recreation District No. Seven Board.
It was moved by Mr. Faulk, seconded by Mr. McDaniel and carried the board does hereby reappoint Carl Granger to the Waterworks District No. Eleven Board.
It was moved by Mr. Quinn, seconded by Mr. Faulk and carried the board does hereby table the appointment for the resignation of Bryan Granger to the Waterworks District No. Eleven Board for another 30 days.
It was moved by Mr. Quinn, seconded by Mr. McDaniel and carried, to conduct a public hearing to hear and consider comments on proposed amendment to the Chapter 12 Library Section 12-3 Board of Control:
Change to read:
(a.) The governing authority of the parish shall, in the ordinance creating a public library, name and appoint, at its option, not less than five citizens nor more than seven citizens of the parish as a board of control for such parish library to serve for terms of one, two, three, four and five years, the successors of whom shall each be appointed for a term of five years. The president of the police jury shall be ex officio, a member of the board of control for such public library, provided however that the president of the police jury shall have the right to designate another member of the governing authority of the parish to serve in his place and stead on the board of control of such public library.
There were no oral or written comments from the public to review, therefore it was moved by Mr. McDaniel, seconded by Mr. Quinn and carried, the public hearing was declared closed.
The following amendment to the Chapter 12 Library Section 12-3 Board of Control was offered by Mr. Faulk, seconded by Mr. McDaniel and declared duly adopted:
Change to read:
(a.) It was moved by Mr. Quinn, seconded by Mr. Dupont and carried, to conduct a public hearing to hear and consider comments on proposed amendment to Chapter 14 Motor Vehicles and Traffic – Article III Operation of Vehicles Generally – Add to Sec. 14-35 Speed Limits:
(e) It shall be unlawful to operate any motor vehicles on the following parish roads at a speed in excess of fifteen (15) miles per hour:

There were no oral or written comments from the public to review, therefore it was moved by Mr. Quinn, seconded by Mr. McDaniel and carried, the public hearing was declared closed.
The following amendment to Chapter 14 Motor Vehicles and Traffic – Article III Operation of Vehicles Generally was offered by Mr. Faulk, seconded by Mr. McDaniel and declared duly adopted:
Add to Sec. 14-35 Speed Limits
(e) It shall be unlawful to operate any motor vehicles on the following parish roads at a speed in excess of fifteen (15) miles per hour:

It was moved by Mr. Trahan, seconded by Mr. McDaniel and carried, to conduct a public hearing to hear comments, written or oral, regarding the intention of the board to abandon the following part of parish road:
The North end of Parish Road 3135 (C Street), approximately 120 ft; located in Section 31, T14S, R9W, Cameron, LA.
There were no oral or written comments from the public to review, therefore it was moved by Mr. Quinn, seconded by Mr. McDaniel and carried, the public hearing was declared closed.

PROCLAMATION
WHEREAS, Cameron Parish includes countless older Americans who enrich and strengthen our communities; and
WHEREAS, the Cameron Parish Police and the Cameron Council on Aging is committed to engaging and supporting older adults, their families and caregivers; and
WHEREAS, we acknowledge the importance of taking part in activities that promote the physical, mental and emotional well-being for everyone, regardless of age; and
WHEREAS, lives of individuals of every age can be enriched by promoting home and community-based services that support independent living, involving older adults in community planning, events and other activities and by providing opportunities for older adults to work, volunteer, learn, lead and mentor.

RESOLUTION NO. 1115
STATE OF LOUISIANA
PARISH OF CAMERON
A RESOLUTION APPROVING THE PURCHASE OF CERTAIN PROPERTY LOCATED IN HACKBERRY, LOUISIANA, BY THE CAMERON PARISH POLICE JURY ON BEHALF OF THE CAMERON PARISH LIBRARY. SAID PROPERTY IS DESCRIBED AS FOLLOWS:
Lots 14, 28, 29 and 25’ by 150’ portion of Lot 15, C. A. Richardson Lyons Subdivision containing 0.7196 acre or 31,346 square feet situated in Section 40, Township 12 South, Range 10 West, Cameron Parish, Louisiana.
WHEREAS, the current location of the Hackberry branch of the Cameron Parish Library has proven to be inadequate for its intended purposes; and
WHEREAS, the Cameron Parish Library is in need of a facility in the Hackberry community meeting elevation and building codes; and
WHEREAS, a facility meeting all relevant code requirements will be constructed on the property; and
WHEREAS, Right of Way Services, Inc., a certified real estate appraiser, has appraised the fair market value of the property to be purchased at One Hundred One Thousand Four Hundred Dollars (($101,400.00); and
WHEREAS, the Board of Control of the Cameron Parish Library has adopted a resolution approving the purchase of the property described above;
THEREFORE, the Cameron Parish Police Jury, on behalf of the Cameron Parish Library, does hereby agree to purchase the property described herein, located in Hackberry, Louisiana, for the amount of One Hundred One Thousand Four Hundred Dollars ($101,400.00) and does hereby grant authority to the President of the Cameron Parish Police jury to execute and any all necessary documents to complete the sale and transfer. The legal description of said property is attached hereto and made a part hereof.

RESOLUTION NO. 1116
STATE OF LOUISIANA

WHEREAS, Cameron Parish is participating in the Coastal Wetland Planning, Protection and Restoration Act Project Priority List 30 process, and
WHEREAS, the Cameron Parish Police Jury has reviewed all submitted projects according to the goals and objectives of the Cameron Parish Comprehensive Plan for Coastal Restoration & Protection, and
WHEREAS, each of the prioritized projects are vital to the recovery, protection, and sustainability of our coastal wetlands in Cameron Parish, and
WHEREAS, the Cameron Parish Police Jury hereby acknowledges the proposed East Prong Marsh Creation and Terracing project is of great importance to our residents and landowners and hereby requests this project to be moved forward toward engineering and design, and
NOW, THEREFORE BE IT RESOLVED, by the Cameron Parish Police Jury on this 15th day of May 2020, that the Secretary is hereby authorized, empowered and directed to forward this Resolution of support to the Coastal Wetland Planning, Protection and Restoration Act Technical Committee and Task Force for the following project:
• EAST PRONG MARSH CREATION AND TERRACING
BE IT FURTHER RESOLVED, that the Coastal Wetland Planning, Protection and Restoration Act Technical Committee, through this Resolution, are requested to support the engineering and design funding for this project.

It was moved by Mr. McDaniel, seconded by Mr. Trahan and carried, the Secretary is hereby authorized, empowered and directed to advertise for bids for the NAWCA Grant US-LA-173-4, Creole Marsh II, Funded Kings Bayou Water Control Structure Project.
In response to an advertisement for the acceptance of bids for an official journal, the following bid was received:

Considering the bid of Cameron Pilot to be the only responsible bid, it was moved by Mr. Faulk, seconded by Mr. Quinn and carried, that the Board does hereby accept said bid and approves the Cameron Pilot as the official journal for the Cameron Parish Police Jury.
It was moved by Mr. Quinn, seconded by Mr. Guidry and carried, the board hereby designates Mary Carroll as the records retention officer of the Cameron Parish Police Jury.
It was moved by Mr. Trahan, seconded by Mr. Quinn and carried, the board does hereby approve the Liquor Permit for Cameron Landing Restaurant & Bar, LLC, 1755 Marshall Street, Cameron, LA 70631.
It was moved by Mr. McDaniel, seconded by Mr. Trahan, and carried, the Secretary is hereby authorized, empowered and directed to advertise for request for proposals to provide program management for FEMA Public Assistance Programs.
It was moved by Mr. Quinn, seconded by Mr. McDaniel, and carried, the Secretary is hereby authorized, empowered and directed to advertise for request for proposals to provide a disaster management and recovery monitoring services contract.
It was moved by Mr. Quinn, seconded by Mr. Guidry, and carried, the Secretary is hereby authorized, empowered and directed to advertise for request for proposals to provide debris removal and disposal services.
It was moved by Mr. Quinn, seconded by Mr. Guidry and carried, the President is hereby authorized, empowered and directed to sign the CEA between the LSU AgCenter and the Cameron Parish Police Jury for the 5-year agreement for operation of the Cooperative Extension Office.
It was moved by Mr. Fountain, seconded by Mr. Faulk and carried, that the Treasurer is hereby authorized, empowered and directed to pay the April 2020 bills.

A RESOLUTION CONCERNING THE CAMERON PARISH POLICE JURY’S OPPOSITION TO SENATE BILLS 359 AND 440 AND HOUSE BILLS 439 AND 520, AND OTHER SIMILAR PROPOSED LEGISLATION IN THE 2020 REGULAR SESSION OF THE LOUISIANA LEGISLATURE:
WHEREAS, Cameron Parish adopted a Coastal Zone Management Program in January 1983;
WHEREAS, Cameron Parish has brought the following litigation related to its Coastal Zone Management Program:

WHEREAS, Senate Bills 359 and 440 and House Bills 439 and 520, and other bills have been proposed prior to the upcoming 2020 Regular Session of the Louisiana Legislature, which, if passed and signed into law, might be interpreted to interfere with or impede Cameron Parish’s ability to proceed
with the above referenced litigation and other actions necessary to enforce compliance with the State and Local Coastal Resources Management Act of 1978 and Cameron Parish’s Coastal Zone Management Program;
NOW THEREFORE, BE IT RESOLVED by the Cameron Parish Police Jury that:
SECTION 1. That the Police Jury opposes Senate Bills 359 and 440 and House Bills 439 and 520 and any other proposed bill, which, if passed, might be interpreted to interfere with or impede Cameron Parish’s ability to proceed with the above referenced litigation and other actions necessary to enforce compliance with the State and Local Coastal Resources Management Act of 1978 and Cameron Parish=s Coastal Zone Management Program; and
SECTION 2. That the Police Jury urges the legislative delegation representing the citizens of Cameron Parish to oppose and vote against Senate Bills 359 and 440 and House Bills 439 and 520 and any other proposed bill, which, if passed, might be interpreted to interfere with or impede Cameron Parish’s ability to proceed with the above referenced litigation and other actions necessary to enforce compliance with the State and Local Coastal Resources Management Act of 1978 and Cameron Parish’s Coastal Zone Management Program.

NOW THEREFORE, BE IT RESOLVED by the Cameron Parish Police Jury that:
SECTION 1. That the Police Jury accepts the recommendation of counsel provided in the Executive Session held this date and approves the partial settlement of any and all claims Cameron Parish has or may have against Freeport McMoRan under La. R.S. 49:214 et seq, referred to as the Coastal Zone litigation and the percentage structure reserving all claims against all other defendants and parties.
