The Cameron Parish Police Jury met in regular session on Thursday, December 10, 2020, in the Cameron Parish West Annex Board Room in the Village of Cameron, Louisiana, at 2:00 o’clock P.M. The following members were present: Mr. Magnus McGee, Mr. Scott Trahan, Mr. Kirk Quinn, Mr. Curtis Fountain, Mr. Joe
Dupont, Mr. Thomas McDaniel and Mr. Lawrence Faulk and Mr. McKinley Guidry. No members were absent
There was no Public Comment on the agenda items.
It was moved by Mr. Quinn, seconded by Mr. Fountain and carried, that the reading of the minutes shall be dispensed with and approved.
It was moved by Mr. Quinn, seconded by Mr. McDaniel and carried, that the board hereby approves to add the following item to the agenda: (Item 21) Accept Project 1913 – Renovations to the Cameron Main Library as substantial complete.
It was moved by Mr. McDaniel, seconded by Mr. Faulk and carried, that the applications for the following drilling and pipeline permits be and the same are hereby approved with the stipulations set forth by the respective Gravity Drainage Districts:

It was moved by Mr. Quinn, seconded by Mr. Dupont and carried the board does hereby approve the Budget Amendments as submitted for December 2020, hereby attached to these minutes and identified as “Exhibit A”.
It was moved by Mr. Guidry, seconded by Mr. Faulk and carried, the board does hereby adopt the Cameron Parish Police Jury Budget for Year Ending December 31, 2021, inclusive of all employee classification increases, employee reclassifications, and capital project allocation.
It was moved by Mr. McDaniel, seconded by Mr. Trahan and carried, that after review of all acceptable request for proposals for Dust Control for 2021, the Board hereby awards the contract to Dust Control, LLC with a base bid of $0.13 (thirteen cents) per square foot and $650.00 (Six hundred fifty dollars)
per day for truck fee.
It was moved by Mr. Faulk, seconded by Mr. Quinn and carried, that after review of all acceptable request for proposals for the purchase of limestone for 2021, the Board hereby awards the contract to Roy Bailey Construction, Inc. for
all grades of limestone.
It was moved by Mr. Quinn, seconded by Mr. Fountain and carried, that after review of request for proposals for handling and disposition of white goods for 2021 the Board hereby rejects the proposal from Josh’s due to an incomplete proposal, and authorizes the Secretary is to readvertise for request for proposals for handling and disposition of White Goods for 2021.
It was moved by Mr. Dupont, seconded by Mr. Trahan and carried, the board does hereby authorize, empower and direct the President to sign the Cooperative Endeavor Agreement with the Office of the Coroner East Baton Rough Parish to replace the agreement with Calcasieu Parish for autopsy services.
It was moved by Mr. Fountain, seconded by Mr. Quinn and carried, the board does hereby authorize, empower and direct the President to sign the Cooperative Endeavor Agreement to receive disaster funding from the Louisiana Department of Treasury.
It was moved by Mr. Fountain, seconded by Mr. Dupont and carried, that the following resolution is declared duly adopted:
RESOLUTION NO. 1132
A RESOLUTION
COMMITTING TO TITLE VI OF THE CIVIL RIGHTS ACT AND ADOPTING RELATED DOCUMENTS & PLANS
WHEREAS, Title VI of the Civil Rights Act of 1964 prohibits discrimination on the basis of race, color or national origin in programs and activities receiving Federal financial assistance; and
WHEREAS, the Cameron Parish Police Jury receives Federal financial assistance from numerous federal programs; and
WHEREAS, the Cameron Parish Police Jury is committed to ensuring that no person is excluded from participation, denied benefits, or otherwise subjected to discrimination under any program or activity, on the basis of race, color, national origin and other nondiscrimination directives; and
WHEREAS, as part of the Resources and Ecosystems Sustainability, Tourist Opportunities and Revised Economics Act (RESTORE Act) along with other Federal programs, Civil Rights Act Title VI compliance is to be documented.
NOW, THEREFORE BE IT RESOLVED by the Cameron Parish Police Jury that the Cameron Parish Police Jury is committed to complying with Title VI of the Civil Rights Act to ensure that no person is excluded from participation, denied benefits, or otherwise subjected to discrimination under any program or activity, on the basis of race, color, national origin and other nondiscrimination directives; and
BE IT FURTHER RESOLVED that the attached ‘Civil Rights Act Title VI Narrative Document’ and the attached ‘Language Access Plan for Limited English Proficiency Persons’ are hereby adopted; and
BE IT FURTHER RESOLVED that the President of the Cameron Parish Police Jury is hereby authorized to review and update the ‘Civil Rights Act Title VI Narrative Document’ and the attached ‘Language Access Plan for Limited English Proficiency Persons’ periodically without formal approval of the Cameron Parish Police Jury.

It was moved by Mr. Trahan, seconded by Mr. Fountain and carried, that after review of all acceptable request for proposals for Architectural Services relative to FEMA DR-4559 and FEMA DR-4570 projects, the Board hereby awards the contract to Poche May Architects LLC, and hereby authorizes, empowers and directs the Parish Administrator to execute contracts for
Architectural Services relative to said projects.

RESOLUTION NO. 1133
STATE OF LOUISIANA
PARISH OF CAMERON
A RESOLUTION
SUPPORTING THE
ALLOCATION OF FEDERAL AND STATE FUNDS FOR
THE SOUTHWEST COASTAL LOUISIANA PROJECT
WHEREAS, the Southwest Coastal Louisiana Project was authorized by Congress in 2016 to improve a 4,700 Square mile study area;
WHEREAS, the Southwest Coastal Louisiana project includes $900 million in non-structural protection measures (elevating homes, and flood proofing commercial properties) along with a $2.4 billion dollar plan to reduce land loss and coastal erosion through shoreline stabilization and other measures;
WHEREAS, the U.S. Army Corps of Engineers and the State Coastal Protection and Restoration Authority (CPRA) has begun engineering and design work to protect eligible homes and businesses in Calcasieu, Cameron and Vermilion parishes from storm surge and flooding;
NOW THEREFORE BE IT RESOLVED, THE CAMERON PARISH POLICE JURY HEREBY:
1. Fully supports and encourages the allocation of Federal and State construction funds for the Southwest Coastal Louisiana Project.
2. Will forward this resolution to all members of the congressional representatives of the Parishes of Calcasieu, Cameron and Vermilion, the Police Juries of Calcasieu and Vermilion Parishes, and the Police Jury Association of Louisiana and will encourage support for the allocation of Federal and State funds for the Southwest Coastal Louisiana Project.

It was moved by Mr. Quinn, seconded by Mr. Trahan and carried, that the following proclamation is declared duly adopted:
PROCLAMATION
PARISH OF CAMERON
STATE OF LOUISIANA
WHEREAS, Mr. Darrell Williams, departed this life on
Monday, October 19, 2020;
WHEREAS, this body and the people of Cameron Parish shall be eternally indebted unto the late Mr. Darrell Williams for his faithful service to the Cameron Parish Police Jury, Cameron Lions Club, Cameron Parish Little Dribblers, numerous Cameron Parish Athletic Programs, Cameron Parish and the residents of the Parish of Cameron because, with his true heart of service and volunteerism, he was an exemplary example and inspiration to all of Cameron Parish;
WHEREAS, Mr. Williams was a dedicated public servant to the Parish, the boards of Cameron Parish, and his community, as well as to his position as Cameron Parish Tax Assessor Elect, having not yet been sworn in, but working to assure taxpayers were treated equitably and fairly, following Hurricanes Laura and Delta;
WHEREAS, whether Mr. Williams would be found running up and down the basketball court, up and down the football field, or passionately arguing a cause for the common good, he would do so with pride and passion, as he knew no other way; and
WHEREAS, Mr. Williams will always be remembered for his smile and contagious laughter, and his spirit will forever live in the hearts of the people of Cameron Parish;
NOW THEREFORE, BE IT RESOLVED, by the Police Jury of the Parish of Cameron, Louisiana, in regular session convened on this 10th day of December, 2020, the Secretary is hereby directed to spread this resolution on the Minutes of this body and forward certified copies thereof to the family of Mr. Darrell Williams.

It was moved by Mr. Trahan, seconded by Mr. Faulk and carried, that the Treasurer is hereby authorized, empowered and directed to pay the November 2020 bills.
It was moved by Mr. Trahan, seconded by Mr. Quinn and carried, the contract for Project Number 1913 for the Main Branch Renovations Cameron Parish Library by and between the Cameron Parish Police Jury and Sam Istre Construction, Inc. bearing File No. 347119, filed March 2, 2020 in the Mortgage Records of Cameron Parish, Louisiana shall accept as complete
and satisfactory and the Secretary shall cause the necessary advertisement for the claims to be made in a manner and form as provided by law.
