PUBLIC NOTICE
On July 7, 2021, Commonwealth LNG, LLC filed an application with the Fed.eral Energy Regulatory Commission (“FERC”) to modify its currently pendingapplication as follows. On August 20, 2019, Commonwealth filed an application under Section 3 of the Natural Gas Act (“NGA”) seeking authorization fromFERC to site, construct, and operate a natural gas liquefaction and export fa.cility (“LNG Facility”), which includes a natural gas pipeline (“Pipeline,” together, the “Project”), in Cameron Parish, Louisiana (FERC docket number CP19-502.000). The Project will be located on the west side of the Calcasieu Ship Chan.nel, near its entrance to the Gulf of Mexico. The purpose of the Project is to liquefy up to 441.4 Bcf of domestic natural gas for export to foreign markets asLNG via marine vessels The Project is anticipated to commence operations in 2025.
In pertinent part, the Project will include six LNG storage tanks. On July 7,2021, Commonwealth filed a limited amendment application under NGA Section3 seeking Commission authorization to amend its Application to site, construct, and operate the LNG Facility, with certain modifications to the design and ca.pacity of the LNG Storage Tanks (“Limited Amendment”) (FERC docket number CP19-502-001). With these modifications, the LNG Storage Tanks will comply with the U.S. Pipeline and Hazardous Materials Safety Administration regula.tions under 49 CFR Part 193 and all applicable code requirements. This in.cludes:
•modifying
the LNG storage tank design to include a concrete outer tank withcarbon steel liner instead of the previously proposed nine percent (9%) nickelsteel;
•increasing
the net capacity of the LNG storage tanks from 40,000 m3 to50,000 m3, for a total working storage volume of 300,000 m3;
•a
minor increase in the outer tank diameter from 40.0 m to 45.5 m and in the outer tank overall height from 50.4 m to 51.0 m; and
•modifying
the foundation from precast concrete pile to augured concrete
pile. The LNG storage tanks will remain full-containment to NFPA 2001/2006 stan.dards and there will be no change to the daily boil-off gas volume, the fill rate, the emptying rate, the design pressure, the operating pressure, the PSV setpressure, the VSV set pressure, or to the P&IDs. In addition, there will not be a substantial change in the LNG Facility layout. The tank center to center layoutand plot plan location also have not changed.
