POLICE JURY
FEBRUARY 5, 2021
The Cameron Parish Police Jury met in regular session on Friday, February 5, 2021, in the Cameron Parish West Annex Board Room in the Village of Cameron, Louisiana at 2:00 o’clock P.M. The following members were present: Mr. Magnus McGee, Mr. Scott Trahan, Mr. Kirk Quinn, Mr. Joe Dupont, Mr. Thomas McDaniel, Mr. Curtis Fountain, and Mr. Lawrence Faulk.
Mr. McKinley Guidry was absent.
There was no Public Comment on the agenda items.
It was moved by Mr. Quinn, seconded by Mr. McDaniel and carried, that the reading of the minutes shall be dispensed with and approved.
It was moved by Mr. McGee, seconded by Mr. Quinn and carried, the board hereby approves to add the following items to the agenda: (Item 18) President authority to sign Resolution authorizing a temporary waiver of restrictions regarding accessory buildings in special flood hazard areas. (Item 19) Authorize construction permit applicants to operate business on a temporary basis (6 months) during construction.
It was moved by Mr. Faulk, seconded by Mr. Quinn, and carried, that the applications for the following permits be and the same are hereby approved with the stipulations set forth by the respective Gravity Drainage Districts, Mr. McGee abstained from voting on item e:
a. ANR Pipeline Company – Near Johnson Bayou, Section 2, T15S, R13W, Section 36, T14S, R13W, (proposed to conduct anomaly dig investigations and repairs at (6) neighboring dig sites along existing 16-inch outside diameter natural gas pipeline as part of routine maintenance of pipeline), Cameron Parish, LA. b. Energy Transfer – Little Florida Beach, Lat. 29 45 21.52, Long -93 36 17.04, (proposed (3) geo-tech soil bores needed to collect information for the Stingray Pipeline Lowering Project previously submitted under P20200603), Cameron Parish, LA. (210202)
c. BP America Production Company – Big Lake, Section 9, T12S, R9W, (proposed additional collection of environmental soil samples at the Geer Property for further site investigation of a former oil and gas exploration and production facility), Cameron Parish, LA. (210203)
d. Enlink Midstream – Grand Chenier, Section 4, T15S, R6W, (proposed ANR valve site blowdown vent inspection/repair; excavate and expose existing 12-inch pipeline to inspect the integrity of the connection and make repairs as necessary, excavated are to be restored to pre-project conditions), Cameron Parish, LA. e. Sabine Pass LNG, L.P – Johnson Bayou, Lat. 29 45 48.39, Long. -93 51 55.22, (proposed LA State Hwy 82 Road Intersection Improvements Project; the work will include a dedicated left-turn from Hwy. 82 for traffic entering the SPLNG terminal from the east. Additionally, a right-turn lane will be constructed on Lighthouse Road for vehicles exiting the SPLNG Terminal intending to travel eastbound on Hwy. 82. The visitor parking area outside the Terminal to be modified to increase the number of parking spaces and convert the one-way driveway to a two-way driveway for the purpose and need to reduce the potential for safety incidents and increase the capacity of the roadway infrastructure), Cameron Parish, LA. It was moved by Mr. Quinn, seconded by Mr. Faulk, and carried, the board hereby reappoints Fred Sanders to the Cameron Water and Wastewater District No. One Board.
It was moved by Mr. McDaniel, seconded by Mr. Fountain, and carried, the board hereby reappoints Sheila Miller to the Cameron Parish Port Harbor and Terminal District Board.
It was moved by Mr. McDaniel, seconded by Mr. Quinn, and carried, the board hereby reappoints Kay Picou to the Cameron Parish Port Harbor and Terminal District Board.
It was moved by Mr. McDaniel, seconded by Mr. Quinn, and carried, the board hereby reappoints Tim Dupont to the Cameron Parish Port Harbor and Terminal District Board.
It was moved by Mr. Faulk, seconded by Mr. Quinn, and carried, the board hereby reappoints Ricky Poole to the Cameron Parish Port Harbor and Terminal District Board.
It was moved by Mr. McDaniel, seconded by Mr. Quinn, and carried, the board hereby reappoints Dwight Savoie to the Cameron Parish Port Harbor and Terminal District Board.
It was moved by Mr. McGee, seconded by Mr. Fountain, and carried, the board hereby reappoints Howard Romero to the Cameron Parish Port Harbor and Terminal District Board.
It was moved by Mr. Fountain, seconded by Mr. McDaniel, and carried, the board hereby reappoints Jimmy Brown to the Cameron Parish Port Harbor and Terminal District Board.
It was moved by Mr. Quinn, seconded by Mr. McDaniel, and carried, the board hereby reappoints Wendell Wilkerson to the Cameron Parish Port Harbor and Terminal District Board.
It was moved by Mr. Faulk, seconded by Mr. Quinn, and carried, the board hereby tables the removal of Matthew Rodrigue from the Recreation District No. Six Board.
It was moved by Mr. McDaniel, seconded by Mr. Faulk, and carried, the board hereby reappoints Crystal Savoie to the Recreation District No. Six Board.
It was moved by Mr. McDaniel, seconded by Mr. Faulk, and carried, the board hereby reappoints Delia “DeDe” Sanders to the Mosquito Abatement Control Board.
It was moved by Mr. McGee, seconded by Mr. Quinn, and carried, the board hereby reappoints Sam Coleman to the Fire Protection District No. Ten Board.
It was moved by Mr. McGee, seconded by Mr. Quinn, and carried, the board hereby reappoints Larry Jinks to the Fire Protection District No. Ten Board.
It was moved by Mr. Quinn, seconded by Mr. McDaniel, and carried, the board hereby reappoints Gene Reese to the Fire Protection District No. Fourteen Board.
It was moved by Mr. Quinn, seconded by Mr. McDaniel, and carried, the board hereby accepts the quoted bid with a 33.98% increase and a 3% named storm deductible for property insurance coverage for property owned and maintained by Cameron Parish Police Jury from AmRisc Insurance Company as presented by Louisiana Companies.
It was moved by Mr. McGee, seconded by Mr. Quinn, and carried, the board hereby authorizes the Audit Engagement Agreement with Gragson, Casiday & Guillory, LLP for the year ending December 31, 2020.
It was moved by Mr. McGee, seconded by Mr. McDaniel, and carried, the President is hereby authorized, empowered and directed to sign the Compliance Questionnaire with Gragson, Casiday & Guillory, LLP.
It was moved by Mr. McDaniel, seconded by Mr. Quinn and carried, the President is hereby authorized, empowered and directed to sign the annual LPA Assurance Letter with (DOTD) Department of Transportation and Development.
It was moved by Mr. Quinn, seconded by Mr. McGee and carried, the Treasurer is hereby authorized, empowered and directed to pay annual dues to the Louisiana Police Jury Association.
It was moved by Mr. Quinn seconded by Mr. McGee and carried, the board will allow food trucks parish wide for another six (6) month temporary basis due to Hurricane Laura, but will exclude the areas of Grand Lake, Sweet Lake, and Big Lake.
It was moved by Mr. Quinn, seconded by Mr. McDaniel, and carried, the President is hereby authorized, empowered and directed to sign Amendment No. One on the contract between the Cameron Parish Police Jury and Waste Management for trash pickup.
The following plan change was offered by Mr. McDaniel, seconded by Mr. Faulk, and declared duly adopted:

CHANGE ORDER NO. 2 – Increase Cost $38,292.00 to modify pile material for lighted daybeacons from treated timber to steel pipe piling and increase contract time for 15 additional days.
It was moved by Mr. Fountain, seconded by Mr. McGee, and carried, the board does hereby approve to add 80 hours of COVID-19 leave per year for 2020 and 2021 to the employee sick leave policy, to be used for COVID-19 only and not to be rolled over at the end of the year with regular sick leave.
It was moved by Mr. Faulk, seconded by Mr. Fountain, and carried, the Treasurer is hereby authorized, empowered and directed to pay the January 2021 bills. Mr. Quinn recused himself from voting.

RESOLUTION NO. 1134
STATE OF LOUISIANA
PARISH OF CAMERON
WHEREAS, a Local Government Proclamation of Pending State of Emergency was issued on Sunday, August 24, 2020, and all emergency preparedness plans were activated;
WHEREAS, on Thursday, August 27, 2020, Hurricane Laura made landfall and caused widespread property damage throughout Cameron Parish, forcing citizens to find alternative housing; and
WHEREAS, a need exists in special flood hazard areas of Cameron Parish to permit property owners’ a temporary waiver of restrictions regarding accessory buildings at recreational vehicles/travel trailer permitted locations.
NOW, THEREFORE, I, Scott Trahan, Cameron Parish Police Jury President, by the authority vested in me by the Louisiana Homeland Security and Emergency Assistance and Disaster Act of 1993, La.RS. 29:721 et seq., do hereby Order the following:
The Cameron Parish Police Jury shall, consistent with this Resolution, issue permits for temporary accessory buildings to recreational vehicle/travel trailer property owners for use in the special flood hazard areas of Cameron Parish.
Property owners seeking a waiver under this Resolution must submit an application for a permit for a Temporary Accessory Structure for approval by the Cameron Parish Police Jury Permitting Department as outlined herein.
Section 1. A “Temporary Accessory Building” (hereinafter “TAB”) is defined as a structure which is appurtenant to a residential or non-residential structure located on the same tract of land as the primary residential or non-residential structure and owned or leased by the same party, which is used solely for storage and/or parking. At no time may an accessory building be used for human habitation.
Section 2. A TAB may be permitted where the primary dwelling on that lot is a recreational vehicle/travel trailer and the property owner intends to reside on the property.
Section 3. The placement of a TAB on any lot in Special Flood Hazard Areas of Cameron Parish (hereinafter “Parish”) shall require a Temporary Accessory Building Permit (hereinafter “TAB Permit”) issued by the Cameron Parish Police Jury Permitting Department in accordance with the provisions of this resolution.
Section 4. TABs approved in accordance with this Resolution must meet all of the following requirements:
(a) The TAB shall be located entirely on the property of the property owner. The TAB shall not be located on Parish roadways, rights-of-way, sidewalks, or servitudes.
(b) The TAB shall not exceed 400 square feet in size in Flood zones A or AE and shall not exceed 100 square feet in flood zones V or VE.
(c) The TAB shall be unfinished on the interior.
Section 5. There shall be no fee for the application for a TAB Permit.
Section 6. Denials of a TAB Permit may be appealed to the Cameron Parish Police Jury.
Section 7. The temporary waiver of restrictions and fees as set forth herein shall expire on February 27, 2022. Upon expiration of the temporary waiver, structures shall be brought into compliance and enforcement provisions of the Cameron Parish Code of Ordinances Sec. 4 1/4-6, 4 1/4-8, Sec.7-35 could result in penalties and fines.
THUS, DONE AND ADOPTED by the following votes of the Cameron Parish Police Jury, in regular session convened on this February 5, 2021.
