December 4, 2023
The Cameron Parish School Board met at its regular meeting on this date at 5:00 pm and meeting was called to order, members in attendance were: Vickie Kiffe, Marsha Trahan,
Sharon Picou, Mitchel Kelley and Randall Faulk
Absent: Joseph Delcambre, Telesha Bertrand and Christi Labove
The prayer and the pledge were led by Mr. Faulk and Mrs. Trahan.
On the motion of Ms. Kiffe, seconded by Mrs. Trahan, the Board approved the agenda.
On the motion of Mr. Faulk, seconded by Mrs. Trahan the Board approved the agenda.
On the motion of Ms. Kiffe seconded by Mr. Kelley, the Board approved the board minutes of the November 13, 2023 regular meeting of the Cameron Parish School Board, as presented by the Superintendent.
On the motion of Mrs. Trahan, seconded by Ms. Kiffe, the Board approved payment of the bills, as presented by Mrs. Michelle Trahan.
The Board received Financial Statement and Reports of Current Investments, as presented by Mrs. Michelle Trahan.
The Board received information on the monthly report on property income, as prepared by Mr. Mike Cassidy- Cameron Parish District Attorney office.
The Board received information on pipeline agreement with LA Storage, as presented by Mr. Mike Cassidy- Cameron Parish District Attorney office.
The Board received information receiving information on a carbon capture and sequestration (CCS) injection project proposal, as presented by Mr. Mike Cassidy- Cameron Parish District Attorney office.
The Board received information regarding Marsh Restoration Project creation and took no action, will receive additional information next month regarding possibly sell of property, as presented by Mr. Mike Cassidy- Cameron Parish District Attorney office.
On the motion of Mrs. Trahan, seconded by Ms. Kiffe, the Board approved to appoint/ hire an appraiser regarding the Marsh Restoration Project Creation, as presented by Mr. Mike Cassidy- Cameron Parish District Attorney office.
On the motion of Mrs. Trahan, seconded by Mr. Faulk, the Board approved to amend prior Settlement Agreement regarding Cameron School Board v. Aspect et al. No. 10-18673, as presented by the District Attorney Tom Barrett.
On the motion of Mrs. Trahan, seconded by Mr. Faulk, the Board approved
Cooperative Endeavor Agreement with Cameron Parish Waterworks District 1, as presented by the District Attorney Tom Barrett.
On the motion of Mr. Kelley, seconded by Mr. Faulk, the Board approved the list presented for potential hearing officers in accordance with LA Revised Statute 17:441(B)(2), as presented by Assistant District Attorney Michael Cassidy and Superintendent.
The Board received reports on current construction bid activities, as presented by Mr. James Hoffpauir, Hoffpauir Project Management Team:
A. Projects to be bid/quotes James Hoffpauir, Project Management Pending Insurance and FEMA Review
South Cameron High School – Various Final Restoration Repairs – Miscellaneous Repairs to Athletic Field Structures (Stadium Light Poles and Bleachers)- in FEMA review
South Cameron High School – Men’s Restroom, Women’s Restroom and Concession Stand- in FEMA review
South Cameron High School New Gym Complex –Per FEMA update received October 30, 2023, SCHS New Gym Complex is pending U.S. Army Corp of Engineers review and GOHSEP review and may not be finalized for obligation before the end of 2023
B. Projects out for bid/quotes- James Hoffpauir, Project Management
None at this time
C. Approval of bid and quote awards- Superintendent

The Board received updates on current FEMA, CDBG and General Fund Construction, Repairs, and Renovations to permanent and temporary sites’ projects from Hoffpauir Architects, LLC, Cameron Parish School Board’s Project Management Firm, as presented by Hoffpauir Architects, LLC and Project Architects.
On the motion of Ms. Kiffe, seconded by Mr. Kelley, the Board approved the 2024

The Board received the Superintendent’s Report, as presented by the Superintendent: Superintendent’s Report December 4, 2023
Please accept this report regarding my efforts to meet the following Performance Objectives as outlined in Exhibit A of my employment contract:
1. Human Resource Management
a. Visited each school at least once a week to meet with administration regarding any issues and also to visit various classrooms and teachers
b. Had CPSB administrators and supervisors attend McNeese teacher fair on 11/3
c. Held C&I meeting on 11/1
2. District Operations and Financial Management
a. Attended meeting @ VNG on 11/3 regarding CP2 Project
b. Met with DA Tom Barrett on 11/2 to discuss pipeline project proposal and marsh creation project
c. Conference call with RES members and Mr. Cassidy on 11/16 to discuss options regarding marsh creation project on our BP section
d. Met with Chad Mudd and Wesley Romero on 11/22 regarding an insurance payment
e. Met with Venture Global Rep on 11/28 regarding possible PILOT/Loan
f. Held Federal Program meeting with central office staff on 11/29
3. Student Growth and Achievemen
a. Acknowledged Cameron Parish School System ranking 5th in the state regarding District Performance Scores
b. Acknowledged Grand Lake High School, Grand Lake Elementary, South Cameron High School, Johnson Bayou High School, and Hackberry High School as Top Gains Schools
c. Acknowledged Grand Lake High School as an opportunity honoree
d. Acknowledged Cameron Parish ranking 1st in the state in regards to Early Childhood Network Performance Rating with a score of 6.25
e. Acknowledged Cameron Parish Special Education ranking 7th in the state for growth with a 3% overall gain
4. Communication and Community Relations
a. Met with newly elected District 7 BESE rep, Kevin Berken on 11/30
5. Organizational Leadership
a. Participated in a LDOE Superintendent’s call on 11/3
b. Attended Fall LASS conference on 11/7-11/9
On the motion of Ms. Kiffe, seconded by Mr. Faulk, the Board adjourned the regular school board meeting.
