Parish of Cameron
October 9, 2023
The Cameron Parish School Board met at its regular meeting on this date at 5:01 pm and meeting was called to order, members in attendance were: Vickie Kiffe, Christi Labove, Sharon Picou, Mitchel Kelley and Marsha Trahan
Absent: Joseph Delcambre, Randall Faulk and Telesha Bertrand
The prayer and the pledge were led by Mrs. Trahan and Ms. Kiffe.
On the motion of Ms. Kiffe, seconded by Mrs. Trahan, the Board approved the agenda.
On the motion of Mrs. Bertrand, seconded by Ms. Kiffe the Board approved the agenda.
The Board received information from candidates for BESE District 7, Cathy S. Banks and Erick Knezek.
On the motion of Mrs. Labove seconded by Ms. Kiffe, the Board approved the board minutes of the September 11, 2023 regular meeting of the Cameron Parish School Board, as presented by the Superintendent.
On the motion of Mrs. Trahan, seconded by Ms. Kiffe, the Board approved payment of the bills, as presented by Mrs. Michelle Trahan.
The Board received Financial Statement and Reports of Current Investments, as presented by Mrs. Michelle Trahan.
On the motion of Mrs. Trahan, seconded by Ms. Kiffe, the Board approved receiving information and taking necessary action in regards to payment of the 2023/2024 State Teacher Stipend approved by legislation, stipend to be paid in two payments, one half of amount in conjunction with the CWIP payment and the remaining half to be paid in May of 2024, as presented by the Superintendent.
On the motion of Mr. Kelley, seconded by Ms. Kiffe, the Board received information and took necessary action in regards to payment of the 2023/2024 Differentiated Compensation Allocation approved by legislation, for stipends to be paid to Highly Effective Scores, as presented by the Superintendent.
The Board received information on the monthly report on property income, as prepared by Mr. Mike Cassidy- Cameron Parish District Attorney office.
The Board received information on a carbon capture and sequestration (CCS) injection project proposal, as presented by Mr. Mike Cassidy- Cameron Parish District Attorney office.
On the motion of Mr. Kelley, seconded by Ms. Kiffe, the Board approved authorization for RES to allow for drone work to be done within 30 days on the Marsh Restoration Project, as presented by Mr. Mike Cassidy – Cameron Parish District Attorney office.
The Board received information on DOTD signs placement, as presented by Mr. Mike Cassidy- Cameron Parish District Attorney office.
The Board received reports on current construction bid activities, as presented by Mr. James Hoffpauir, Hoffpauir Project Management Team:
A. Projects to be bid/quotes James Hoffpauir, Project Management
Pending Insurance and FEMA Review
South Cameron High School – Various Final Restoration Repairs – Miscellaneous Repairs to Athletic Field Structures (Stadium Light Poles and Bleachers) – in FEMA review
South Cameron High School – Men’s Restroom, Women’s Restroom and Concession Stand- in FEMA review
South Cameron High School New Gym Complex – In FEMA review with estimated obligation November 3, 2023
B. Projects out for bid/quotes – James Hoffpauir, Project Management None at this time
C. Approval of bid and quote awards – Superintendent None at this time
On the motion of Mrs. Trahan, seconded by Mr. Kelley, the Board approved authorizing the Superintendent to advertise for new bids and accept low bids on currently advertised projects due to requisite number of advertising days and a need to move forward on projects, and moving forward to remove this standing agenda item from agendas, as presented by the Superintendent. Opposed: Sharon Picou
The Board received updates on current FEMA, CDBG and General Fund Construction, Repairs, and Renovations to permanent and temporary sites’ projects from Hoffpauir Architects, LLC, Cameron Parish School Board’s Project Management Firm, as presented by Hoffpauir Architects, LLC and Project Architects.
On the motion of Ms. Kiffe, seconded by Mrs. Labove, the Board approved changes to policies to align with the 2023 Louisiana Legislative Session, as presented by the Superintendent:
BCBK – Executive Sessions
DC – Annual Operating Budget
EBBI – Public Health Emergency
EBCB – Video/ Audio Monitoring of School Board Property DID – Audits
EBBC – Emergency/ Crisis Management
ED – Student Transportation Management
GBRIB – Sick Leave
GBRIC – Maternity and Adoptive Leave
On the motion of Ms. Kiffe, seconded by Mr. Kelley, the Board approved revisions to the Cameron Parish School Board Pupil Progression Plan as presented for input to local stakeholder’s committee, as presented by Mrs. Stephanie Rogers, Supervisor.
On the motion of Mrs. Trahan, seconded by Ms. Kiffe, the Board approved granting out-of-state travel to Hackberry High School grades 3rd, 4th and 5th to attend Play Today in Orange, Texas on October 11, 2023 for a variety of STEM activities- no funds required by School Board, transportation by school bus, as presented by the Superintendent.

On the motion of Ms. Kiffe, seconded by Mr. Kelley, the Board discussed and approved of moving Cameron Parish School Board December meeting from the date of December 11th to the date of December 4th, as presented by the Superintendent.
The Board received the Superintendent’s Report, as presented by the Superintendent:
Superintendent’s Report October 9, 2023
Please accept this report regarding my efforts to meet the following Performance Objectives as outlined in Exhibit A of my employment contract:
1. Human Resource Management
a. Visited each school at least once a week to meet with administration regarding any issues and also to visit various classrooms and teachers
b. Reviewed all Central office employee timesheets and AL days for accuracy that was submitted for August (This will be a new monthly procedure done by myself)
c. Conducted Business Manager interviews on 9/19
2. District Operations and Financial Management
a. Met with CSRS representative to discuss any HHS issues that remain from construction/warranty period
b. Met with reps from JDEC on 9/11 regarding possible electrical issues at SCHS, Admin Building, and JBHS
c. Met with Garden City at HHS on 9/14 regarding remaining issues at HHS Vo Ag
d. Met with Scott Lavergne, Tom Barrett, and Michelle Trahan on 9/21 regarding discussions about possible taxes for CPSB
e. Held meeting with CPSB personnel on 9/13 to discuss development of new checks and balances as it pertains to Federal Programs
f. Met with Siemens reps on 9/14 to discuss contract and provided services
3. Student Growth and Achievement
a. Held C & I meetings on 9/6
b. Acknowledged LDOE recognition for Cameron Parish being the 7th Highest Ranked Parish for Growth of students with disabilities in the state
4. Communication and Community Relations
a. Attended Cameron LNG grant presentation for HHS Teachers on 9/6
b. Attended a supper in Iowa for District 7 BESE candidate, Dr. Knezek, on 9/12
c. Drove bus for students from HHS and JBHS to attend Chem Expo on 9/28
5. Organizational Leadership
a. Participated in a LDOE Superintendent’s call on 9/1
b. Organized a luncheon with District 7 BESE candidate, Dr. Knezek, on 9/12
On the motion of Ms. Kiffe, seconded by Mr. Kelley, the Board adjourned the regular school board meeting at 6:14 pm
