Notice is hereby given, pursuant to article IV, section 21 (D)(1) of the Louisiana Constitution, that on January 31, 2022, Entergy Louisiana, LLC (“ELL”), an electric and natural gas public utility having facilities to permit the local distribution of natural gas to residential, commercial, and municipal customers in East Baton Rouge Parish, filed with the Louisiana Public Service Commission (“LPSC” or “Commission”) its Evaluation Report pursuant to its Gas Operations Rate Stabilization Plan (“RSP”) for the test year ended September 30, 2021 (“TY 2021”), in accordance with LPSC Order No. U-35370.
ELL’s Gas Operations RSP filing, if approved by the Commission as filed, will result in a rate increase of approximately $3,852,067 annually, effective with the first billing cycle of May 2022. However, due to the approval of Louisiana Constitutional Amendment #2 in November 2021 affecting State tax rates (“Tax Legislation”), ELL did not have adequate time to reflect the effects of the Tax Legislation in its annual RSP Evaluation Report due on or before January 31, 2022. ELL’s RSP requires that the tax rate in effect at the time the Evaluation Report is filed shall be utilized. As such, ELL intends to supplement its Evaluation Report in April 2022 to include the effects of the Tax Legislation.
ELL’s RSP filing for the TY 2021 Test Year reflects an Earned Return on Equity (“EROE”) of 2.63% and pursuant to the terms of the RSP, this EROE requires a rate adjustment by ELL. It is estimated that the rate increase will have the following effect on typical monthly customer bills: a Small General Service customer using 50 CCF will increase $3.77, from $52.35 to $56,12; a General Service customer using 500 CCF will increase $33.15, from $419.06 to $452.21; and a Large General Service customer using 10,000 CCF will increase $346.26, from $6,285.21 to $6,631.47.
