Cameron Parish Beachfront Development District #1
Johnson Bayou • Holly Beach
The Cameron Parish Beachfront Development District #1 Commission met in regular session on Monday, July 10, 2023, at the Johnson Bayou Community Center. The meeting was called to order at 6:00 p.m. by Chairman Michele Long, who led the pledge and prayer.
Commissioners present were Chairman Michele Long, Nikki Norman, Tammy Erbelding, Chad Cooper, and Secretary Cindy Snead. Vice Chairman Russell Badon was absent. Guests present were Sonny McGee, Cameron Parish Police Juror; Wendy Harrington, Cameron Parish Police Jury; and Desiree Derouen, Cheniere Energy.
On the motion of Nikki Norman, seconded by Chad Cooper, and carried, the minutes for the June 12, 2023 meeting were approved as presented.
Old Business:
Cody Norman reported on the Holly Beach sub-committee. At the last subcommittee meeting, the committee recommended placement of 4-way stop signs at each intersection on Lafitte Blvd. Also, Craig Broussard will meet with the DA to discuss making Holly Beach subdivision roads street legal for UTV and ATV driving. Sonny McGee announced that the limit number for food trucks for Holly Beach has been lifted, and there will be a food truck ordinance information meeting on July 12th at the Police Jury Building in Cameron.
Michele Long gave an update on leasing state land in Zone 2. Wendy Harrington, Risk Manager for the parish, reported on the liability exposure of leasing a large section of land.
Mr. Butler, parish insurance agent, and Tom Barrett, Cameron Parish DA, both recommend that the board only lease specific property for specific projects in order to limit the parish’s liability. Craig Broussard will prepare a list of applicable projects specific to Zone 2 in Holly Beach, and Wendy Harrington will develop and present a hybrid maintenance/lease agreement for the state’s consideration.
Tom Barrett is working on paperwork to accept the land donation of 2731 Gulf Beach Hwy by Chris LeBato, MC Bank, President & Chief Executive Officer.
Michele Long reported on the Scenic Byways Grant for Public Restroom at Holly Beach. Anne Klenke with the Creole Nature Trail said the state is still working out the contracts for the project. The beach board is continuing to investigate location possibilities for the restroom facilities. Chad Cooper discussed possible locking systems, key codes, surveillance systems, etc. for the restroom design.
Michele Long discussed possible components of an emergency readiness program with DOTD in response to recent emergency events in District #1.
New Business:
Craig Broussard presented the June financial spreadsheet and its expenditures, donations, and account information. On the motion of Nikki Norman, seconded by Tammy Erbelding, and carried, the board approved the June financial report.
The International Coastal Cleanup Day (Cameron Parish Beach Sweep) will be Saturday, September 16, 2023. The following companies have been invited: Energy Transfer, Venture Global, Williams, Cheniere, TARGA, Cameron Bechtel, WR Grace, Lyondellbasell, and Commonwealth.
Open Session:
Desiree Derouen asked about additional lighting at the Causeway Boat Launch. Craig Broussard will investigate the need for additional lighting.
Pay Bills:
On the motion of Chad Cooper, seconded by Russell Badon, and carried, the board approved purchase of 50 anti-littering decals for #331.00 from Acme Signs. (via email)
On the motion of Nikki Norman, seconded by Chad Cooper, and carried, the board approved purchase/payment of 300 beach towels for $4500 from Crazy Cajuns Special Tees and More for the International Coastal Cleanup Day (Cameron Parish Beach Sweep).
On the motion of Nikki Norman, seconded by Chad Cooper, and carried, the board approved purchase of 325 Lunch Coolers from Discount Mugs for $1929.33 for the International Coastal Cleanup Day (Cameron Parish Beach Sweep).
On the motion of Nikki Norman, seconded by Chad Cooper, and carried, the board approved reimbursement to Michele Long for $1929.33 for 325 Lunch Coolers purchased from Discount Mugs for the International Coastal Cleanup Day (Cameron Parish Beach Sweep).

There being no further business, on the motion of Tammy Erbelding, seconded by Chad Cooper, and carried, the meeting was adjourned at 7:30 p.m.
The next meeting will be August 14, 2023, at the Johnson Bayou Community Center.
