PROCEEDINGS
April 08, 2026
There was a regular meeting of the Board of Commissioners of Water District No. 2 at 6:00 p.m., Wednesday, April 08, 2026, at the Hackberry Waterworks Office, 1190 Main St., Hackberry, LA.
PRESENT: Mr. Mark Trahan, Mr. Donald Buford, Mr. Mike Welch, Mr. Jeff Moore
ABSENT: Mr. Brad Hinton
Employees present: Mr. Glenn Welch, Mrs. Becky Gray, and Mrs. Shaun Kyle
SPECIAL GUESTS: Nicholas Manuel and Mitch Thomas– K&M Engineering, Mrs. Bobbie Fountain – Notary
The meeting was called to order by Board President Mark Trahan who also led the pledge and prayer.
Public Comment period was given on all agenda items. No comments were made.
On motion of Donald Buford, seconded by Mike Welch and carried unanimously, the minutes from the March 18, 2026 meeting were approved.
The Board voted to adopt the 2026 Millage rate with all members present voting YEA.
Nick Manuel and Mitch Thomas gave updates on the ground storage tank project. They will review the design and discuss with the contractor how to modify the tank drain pipe work properly and fit within the designated area. The office awning project is only needing the contract to be finalized by H&H Metal and the permit from the Parish to proceed with construction.
Monthly Operator updates were presented by Glenn Welch and Becky Gray. The Board expressed that they would like to hire an additional Hackberry student to help with locating and placing water boxes on all water taps this summer.
The monthly updates and financial reports including the Actual vs Budget Report for the month ending March 31, 2026 were presented by Shaun Kyle.
On motion of Donald Buford, seconded by Jeff Moore and carried unanimously, the financial reports were accepted and all bills were approved for payment.
Our next meeting will be Wednesday, May 13, 2026 at 6:00pm.
There being no further business, on motion of Donald Buford, seconded by Mike Welch and carried unanimously, the meeting was declared adjourned.
