POLICE JURY
JANUARY 12, 2026
The Cameron Parish Police Jury met in regular session on Monday, January 12, 2026, in the Cameron Parish West Annex Board Room in the Village of Cameron, Louisiana, at 12:00 P.M.
The following members were present: Mr. Ronald Nunez, Jr., Mr. Michael Fewell, Mr. Magnus McGee, Mr. Wendell Wilkerson, Mr. Mark Daigle, and Mr. Johnny Watson. Mr. Sam Bordelon was absent.
The floor was opened for nominations for president, it was moved by Mr. McGee, seconded by Mr. Daigle, Michael Fewell is hereby nominated for the position of president. Hearing no other nominations, the nominations were closed for the office of president.
Mr. Fewell was elected president by acclamation.
The floor was opened for nominations for vice-president, it was moved by Mr. Watson, seconded by Mr. Nunez, Magnus McGee is hereby nominated for the position of vice-president. Hearing no other nominations, the nominations were closed for the office of vice-president.
Mr. McGee was elected vice-president by acclamation.
There was no public comment on the agenda items.
It was moved by Mr. Wilkerson, seconded by Mr. McGee, and carried that the reading of the minutes shall be dispensed with and approved.
It was moved by Mr. Daigle, seconded by Mr. Nunez, and carried, that the following item be added to the agenda: (Item 9d) Ward 3 Constable – Ronald G. Nunez, Sr., resigned. Appoint Tim Dupont.
It was moved by Mr. McGee, that item 8a Garret Coates – Hackberry, off Austin and Albert Little Rd., Cameron Parish, LA (251104), be denied due to public comments and safety concerns. The motion died from lack of second.
It was moved by Mr. Watson, seconded by Mr. Wilkerson, and carried, the board hereby tables item 8a Garret Coates – Hackberry, off Austin and Albert Little Rd., Cameron Parish, LA (251104), for 30 days.
It was moved by Mr. Daigle, seconded by Mr. Nunez, and carried, that the applications for the following permits be and the same are hereby approved with the stipulations set forth by the respective Gravity Drainage Districts:
b. BP America Production Company (BPAPC) – Grand Chenier, Section 5, T15S, R03W, Cameron Parish, LA. (260101)
c. Perdue Oil & Gas, LLC – Off Little Chenier Road, Creole, Latitude 29°50’24.03”, Longitude 93°2’51.61”, Cameron Parish, LA. (260102)
It was moved by Mr. Watson, seconded by Mr. Wilkerson, and carried, the board hereby reappoints Ronald Nunez, Jr., as Ex Officio to the Library Board of Control.
It was moved by Mr. McGee, seconded by Mr. Nunez, and carried, the board hereby reappoints Lynn Griffith to the Lower Cameron Hospital District No. Two Board. Mr. Fewell abstained from voting.
It was moved by Mr. Daigle, seconded by Mr. McGee, and carried, the board hereby appoints Cristy Guevara to the open seat on the Consolidated Fire Protection of South Cameron Board.
It was moved by Mr. Daigle, seconded by Mr. Wilkerson, and carried, the board hereby accepts the resignation of Ronald G. Nunez, Sr., as Ward 3 Constable, directs the secretary to send a letter of appreciation to Mr. Nunez, and appoints Tim Dupont as Ward 3 Constable, and directs the secretary to send a letter of appreciation to Mr. Nunez for his service.
Considering the bid from Roy Bailey Construction, Inc. was the only responsible bidder for the purchase of limestone and dirt for 2026, it was moved by Mr. Nunez, seconded by Mr. Watson, and carried, the board hereby accepts the bid and awards the contract to Roy Bailey Construction, Inc. for all grades of limestone and dirt for 2026.
Considering the bid from Dust Control, LLC was the only responsible bidder for dust control for 2026, it was moved by Mr. Nunez, seconded by Mr. Watson, and carried, the board hereby accepts the bid from Dust Control, LLC for 2026 dust control.
It was moved by Mr. Nunez, seconded by Watson, and carried the board hereby authorizes to rebid fuel for 2026, being no bids were received.
Considering the bid from Waste Haul, LLC, was the only responsible bidder for the disposition of white goods for 2026, it was moved by Mr. Nunez, seconded by Mr. Watson, and carried, the board hereby accepts the bid from Waste Haul LLC, for the disposition of white goods for 2026.
It was moved by Mr. Daigle, seconded by Mr. Wilkerson, and carried, the board hereby approves the Cameron Parish Police Jury Budget for year ending December 31, 2026.
It was moved by Mr. Watson, seconded by Mr. McGee, and carried, the floor be opened for public comment on proposed amendments to: Chapter 15-Offenses and Miscellaneous Provisions; Article III-Disturbing the Peace: Section 15-28-Excessive Noise Prohibited Generally
ADD-Section 15-28
(1) It shall be unlawful and prohibited for any person to use unmuffled compression braking that may be also referred to as: “Unmuffled Compression Braking,” “engine braking” within 500 yards at the 4-way stop and at the caution light in Creole, and from the “Y” Mile Marker 31 to the Ferry on Hwy 82 in Cameron, Holly Beach between Mile Marker 45 on LA Hwy 27 to Mile Marker 25 on LA Hwy 82 and Mile Marker 48 on LA Hwy 27 North of Holly Beach and Johnson Bayou between Mile Marker 13 on LA Hwy 82 and Mile Marker 11 on LA Hwy 82, all located in Cameron Parish, LA. The definition of “unmuffled compression brake” shall mean any motor vehicle brake that is operated by the compression of the engine of the motor vehicle. An unmuffled compression brake is also referred to as an “engine brake”.
(2) It shall be unlawful for any person to use an unmuffled compression brake in any area designated by ordinance of the Cameron Parish Police Jury where use of an unmuffled compression brake is prohibited and further identified by regulatory signage. Such regulatory signage may be requested by the Parish upon which will authorize the administrator to apply for the ”regulatory sign permit” from the Louisiana Department of Transportation for placement on the designated State Louisiana highway located within the parish.
(3) All public safety, emergency vehicles, and equipment shall be exempt from this section.
(4) Violating the provisions of this section shall result in a fine or penalty of up to 30 days in jail and /or $250.00 and court costs.

It was moved by Mr. McGee, seconded by Mr. Watson, and carried, the proposed changes to the Cameron Parish Ordinance listed above to: Chapter 15-Offenses and Miscellaneous Provisions; Article-III-Disturbing the Peace; Section 15-28-Excessive Noise Prohibited Generally is declared duly adopted.

Chapter 7 – Flood Damage Prevention
Article II. Definitions
Amend: Sec. 7-11. Words and terms defined
Recreational vehicle park means an area of land providing spaces where (Change two to five (5) or more recreational vehicles can be parked primarily for temporary living quarters, camping, travel, or seasonal use. Each RV ((Remove: must be owned by the occupant (owner-occupied) and)) must remain road-ready with current and valid registration and tags.
Chapter4 ? – Building Codes and Permits
Amend: Section 4 ?.13 – Permitting of recreational vehicle parks; limited application. The proposed provisions of section 14 ?.13 shall apply only to recreational vehicle parks as defined by section 7-11 of this Code of Ordinances. (Remove: Further, application of this part is limited to recreational vehicle parks located within the West Division (Police Jury District No. 2), as legally described in section 6-16(e) for Precinct 4)
Add: Sec. 4 ?.13.2-A permit for a recreational vehicle park having more than twenty-five (25) spaces for recreational vehicles may be issued only after Police Jury approval of a plan for development submitted by the applicant. The plan for development shall:
(a)Identify the location and area of land for development along with the boundaries of the tract upon which the recreational vehicle park is to be developed;
(b) Include a site plan showing the location of all spaces as well as other structures, facilities, and amenities in the recreational vehicle park; and,
(c)Include such other information as may be required by the parish building official.
Add: Section 4 ?.13.3-Penalities
Violation of the above provisions is punishable as provided by Section 4 ?.8.

It was moved by Mr. Watson, seconded by Mr. Daigle, and carried, the proposed amendments to: Recreational Vehicle Park Revisions Chapter 7 – Flood Damage Prevention Article II. Definitions is declared duly adopted.
It was moved by Mr. Daigle, seconded by Mr. Watson, and carried, the floor be opened for public comment on proposed intention to abandon the following described roads Right-of-Ways, being of no further use or necessity:
· Parish Road 362 (Cameron Dr) from the intersection of PR 364 (West Ave) to the west dead end; located in Sec. 7, T15S, R7W, Rutherford Beach, Creole, LA.
There were 3 comments of opposition, and Mr. Nunez stated he would be against it if the state was not taking it over. Upon hearing comments it was moved by Mr. Daigle, seconded by Mr. Nunez, and carried, the hearing was declared closed.
It was moved by Mr. Daigle, seconded by Mr. Wilkerson, and carried, the resolution to abandon Parish Road 362 (Cameron Dr) from the intersection of PR 364 (West Ave) to the west dead end; located in Sec. 7, T15S, R7W, Rutherford Beach, Creole, LA. is declared duly adopted.
It was moved by Mr. Nunez, seconded by Mr. McGee, and carried, the board hereby authorizes, empowers and directs the president to sign the Cooperative Endeavor Agreement with the SWLAHEC to staff the Cameron Parish Health Unit through December 2026.
It was moved by Mr. Nunez, seconded by Mr. McGee, and carried, the board hereby grants authority to advertise the final draft for ordinance change to Cameron Parish Tourist Commission: Sec. 16-1-Tourist Promotion Agency. Create a new ordinance to establish the Tourist Commission and Collection of the Hotel/Motel (Occupancy) Tax.
It was moved by Mr. Daigle, seconded by Mr. Nunez, and carried, the board hereby authorizes, empowers and directs the president to sign the Memorandum of Agreement with LADOTD granting Temporary Right-of-Way access for removal of debris.
It was moved by Mr. McGee, seconded by Mr. Watson, and carried, change order 2 for the Cameron Parish Gulf Shoreline Stabilization Project ME-38, increase contract time by 140 days due to weather and material delays.
It was moved by Mr. McGee, seconded by Mr. Wilkerson, and carried, the board hereby grants authority to advertise RFQ’s for the Sewer Lift Station.
It was moved by Mr. McGee, seconded by Mr. Daigle, and carried, the board hereby grants authority to advertise RFQ’s for the Pump Station.
It was moved by Mr. Nunez, seconded by Mr. Daigle, and carried, the board hereby accepts the monthly financial statements and budget to the actual comparison report.
It was moved by Mr. Daigle, seconded by Mr. Wilkerson, and carried, the treasurer is hereby authorized, empowered, and directed to pay December 2025 bills.
It was moved by Mr. McGee, seconded by Mr. Watson, and carried, the board will go into executive session to discuss:
a. Hurricane Insurance Litigation (5th Circuit Ruling)
b. Cameron vs. Burlington (Deep Lake – Rockefeller) Coastal Case
c. Case No. 2:25-cv-02069 Condemnation Eminent Domain
The vote thereon was as follows:

The president called the meeting back to order and the jury returned to regular session.
There was no action taken on items a&c, it was only discussions.

carried, the board hereby grants authority to Chad Mudd to seek a trial date for item 26b Cameron vs Burlington (Deep Lake-Rockefeller) Coastal Case.
It was moved by Mr. Daigle, seconded by Mr. Wilkerson, and carried the board hereby recinds the motion made by Mr. Daigle, seconded by Mr. Nunez, approving permits 8b – BP America production Company (BPAPC) (260101) and 8c Perdue Oil & Gas, LLC (260102).
It was moved by Mr. McGee, seconded by Mr. Watson, and carried, the board hereby approves to reconsider permits 8b – BP America production Company (BPAPC) (260101) and 8c Perdue Oil & Gas, LLC (260102).
It was moved by Mr. Nunez, seconded by Mr. Watson, and carried, the board hereby tables 8b – BP America production Company (BPAPC)(260101), pending more information clarifying restoration.
