The Louisiana Department of Conservation and Energy (C&E) has prepared two Draft Class II & III Injection Well Permits for the referenced applications and will conduct a public hearing to receive comments. The Draft Permits address both proposed wells. This notice is issued pursuant to La. R.S. Title 30 and LAC 43:XVII Chapters 3 & 33.
The hearing will be held on Tuesday, October 27, 2026, beginning at 6:00 p.m., at the Hackberry Community Center, 980 Main St, Hackberry, LA 70645.
BBEH Operating, LLC (BBEH) of 1301 Camellia Boulevard, Suite 301, Lafayette, LA 70508, has applied to C&E for permits to drill two Class III Solution-Mining wells and to convert the Class III wells to Class II Hydrocarbon Storage wells. BBEH published a Notice of Intent to file the applications in The Advocate on December 11, 2024, and the Cameron Parish Pilot on December 12, 2024. The proposed wells, Black Bayou Cavern Well No. 1 (BBCW 1) and Black Bayou Cavern Well No. 2 (BBCW 2), will be located in Section 17, Township 12 South, Range 12 West, Cameron Parish, Louisiana. The surface coordinates for the proposed wells are 30°01’15.22″ North, 93°37’05.40″ West (BBCW 1) and 30°01’19.57″ North, 93°36’52.64″ West (BBCW 2).
BBEH proposes the initial construction and solution mining of two Class III wells to create two underground salt caverns at depths of approximately 7,000 feet below ground level (BGL). Once the caverns are constructed, BBEH proposes to convert, inject and store approximately 10 billion cubic feet of natural gas in the two Class II salt cavern wells. The base of the lowermost underground source of drinking water (USDW) is located at approximately 825 feet BGL.
The Class II & III applications were processed, in part, under the expedited processing provisions of LAC 43:XIX Chapter 47 at the request of the applicant. Expedited processing does not shorten any required public comment period or hearing schedule.

At the public hearing, C&E will provide any interested person the opportunity to present testimony, facts, or oral or written comments relative to the Draft Permit. The purpose of the hearing is to receive comments for inclusion in the administrative record. The hearing will be conducted in accordance with LAC 43:XVII.311.G and 3311.G.
The public comment period will begin on September 17, 2026, and close at 4:30 p.m. on October 28, 2026. Written comments may be submitted to the contact identified above by email to Injection-Mining@la.gov or by mail and must reference BBEH, LLC – Draft Order No. UIC 2026-07 SM and/or Draft Order No. 2026-08 SDS. Following the close of the public comment period, C&E will evaluate all comments received before making a final permit decision and will respond to all relevant comments in a written report.
