South Cameron Consolidated Waterworks District No. 1
The South Cameron Consolidated Waterworks District No. 1 met in regular session on Monday, April 27,2026, at 4:30 at the Cameron Parish School Board – Audrey Memorial Building C – 3151 Trosclair Road, Creole, LA 70632.
President Joseph Baccigalopi called the meeting to order.
The following members were present: Joseph Baccigalopi, Shane Broussard, Todd Conner, Vickie Kiffe, and Michelle Trahan
The following guests were in attendance: K&M Project Services- Mitch Thomas and Justin Jordan
It was moved by Vickie Kiffe, seconded by Todd Conner, and carried, to approve the agenda.
It was moved by Vickie Kiffe, seconded by Shane Broussard, and carried, that the minutes from the previous meetings are hereby approved.
It was moved by Michelle Trahan, seconded by Vickie Kiffe, and carried that the financial statements and budget to actual comparison are approved for Cameron Parish Waterworks District No. 1, Cameron Parish Waterworks District No. 7, and Cameron Parish Waterworks District No. 9.
It was moved by Vickie Kiffe, seconded by Todd Conner, and carried, to pay monthly bills for Cameron Parish Waterworks District No. 1, Cameron Parish Waterworks District No. 7 and Cameron Parish Waterworks District No. 9.
It was moved by Vickie Kiffe, seconded by Todd Conner, and carried, to adopt 2026 millage rate at 15.330 mills- maintenance and operations for Cameron Parish Waterworks District No. 7. The foregoing resolution was read in full; the roll was called on the adoption thereof, and the resolution was adopted by the following votes:

It was moved by Michelle Trahan, seconded by Shane Broussard, and carried, to adopt 2026 millage rate at 6.470 mills- maintenance for Cameron Parish Waterworks District No. 9. The foregoing resolution was read in full; the roll was called on the adoption thereof, and the resolution was adopted by the following votes:

It was moved by Todd Conner, seconded by Vickie Kiffe, and carried, to table the Interagency Agreement with Cameron Parish Wastewater #1.
It was moved by Vickie Kiffe, seconded by Michelle Trahan, and carried, to appoint Haley Baccigalopi as Custodian of Records for South Cameron Consolidated Waterworks District No. 1.
It was moved by Shane Broussard, seconded by Todd Conner, and carried to update the LDH backflow preventor policy to the following:
– Permitted RV parks and any residual locations with 4 or more RV spots on a meter will have to install a backflow preventor per Louisiana Department of Health regulations. Installation of backflow preventors for customers has 90 days from receiving written letters to install, inspect and office personnel receiving inspection certificates. If not done in the time allocated, water service may be discontinued.
There being no further business, on the motion by Shane Broussrad, seconded by Todd Conner and carried, the meeting was declared adjourned.
