MINUTES
The Cameron Parish Beachfront Development District #1 Commission met in regular session on Monday, August 12, 2024, at the Johnson Bayou Community Center. The meeting was called to order at 6:00 p.m. by Chairman Michele Long, who led the pledge and prayer.
COMMISSIONERS PRESENT: Chairman Michele Long, Vice Chairman Russell Badon, Secretary Cindy Snead, and Commissioner Designate B.J. Miller.

GUESTS: Sonny McGee, Cameron Parish Police Juror; Kara Bonsall, Coastal Zone Administrator Cameron Parish Police Jury; Daniel Dehon & John Foret, Fenstermaker Engineering; Travis Moore, Coastal Protection

APPROVAL OF MINUTES: On the motion of Russell Badon, seconded by Cindy Snead, and carried, the minutes for the May 29, 2024 meeting were approved as presented.
PUBLIC COMMENT: Doe Woolery, Cameron Parish deputy and school resource officer at Johnson Bayou High School, reported on the Sandy Paws TNR (Trap-Neuter-Release) project that took place over the weekend. Veterinarian Joe Stark, affiliated with Bayou Animal Rescue Krewe and funded by the Marian Bowers Estate, visited Johnson Bayou to spay/neuter and administer rabies shots to 26 feral cats. Doe, along with others involved in the project, is now seeking local support to continue this vital effort in the community.
FINANCIAL REPORT: On the motion of Cindy Snead, seconded by Russell Badon, and carried, the board July 2024 Financial Report as presented.
OLD BUSINESS:
Breakwater Project Update: Kara Bonsall, the Cameron Parish Coastal Zone Administrator, along with Daniel Dehon and John Foret from Fenstermaker Engineering, and Travis Moore, Project Manager from the Coastal Protection and Restoration Authority (CPRA), provided an update on the Little Florida Area Beaches Breakwater Project. They outlined the plan for the placement of alternating/segmented breakwaters from east of Little Florida Beach to Constance Beach. The main goals of the project are to safeguard property owners’ investments, protect Highway 82, and preserve the marshland to the north. Attendees discussed the benefits and drawbacks of the project. Moving forward, the Parish, Fenstermaker, and CPRA will work on drafting the blueprints for the proposed project.
An inquiry was also raised regarding future plans to replace the 2003 CWPPRA dune and beach restoration project near Constance Beach. The Parish acknowledged the need for replenishment.
Holly Beach Subcommittee: Volunteers at Holly Beach have installed two 30-foot flagpoles behind the “Welcome to Holly Beach” sign.
Subdivision Welcome Signs: Upon motion of Cindy Snead, seconded by Russell Badon, and carried, the Subdivision Welcome Signs Project has been completed and closed.
Brochure Reorder: On the motion of Russell Badon, seconded by Cindy Snead, and carried, the board ratified the reorder of 2000 brochures for $700 from Wise Ideas.
NEW BUSINESS
Riptide Flags: On the motion of Cindy Snead, seconded by Russell Badon, and carried, the board ratified the purchase of materials needed to install the previously authorize rip current flags. The board will reimburse Michele Long $650.16 for the telescopic poles purchase and Russell Badon for future materials needed for
installation.
Port-a-cans: On the motion of Russell Badon, seconded by Cindy Snead, and carried, the board approved the order of one port-a-can for Mae’s Beach and one for MM 24 Beach.
International Coastal Cleanup: The International Coastal Cleanup-Cameron Parish Beach Sweep will be held on September 21, 2024. Upon motion of Cindy Snead, seconded by Russell Badon, and carried, the board acknowledged payment to Crazy Cajun Special Tees and More for $6600 for 400 volunteer towel gifts, and authorized reimbursement to Michele Long for $1204.82 for 350 volunteer visors.
Commissioners Shirts: On the motion of Cindy Snead, seconded by Russell Badon, and carried, the board approved the purchase of logo shirts for commissioners.
ANNOUNCEMENTS AND CORRESPONDENCE:
James Turner expressed his gratitude for the board’s recognition of his service to the West Cameron Parish beaches.
Cameron Parish Sheriff Chris Savoie introduced the new beach patrol on July 2, 2024, and it has been warmly welcomed by the community.
Anne Klenke from Creole Nature Trail expressed hope that an announcement regarding the public restroom project at Holly Beach would be made by the end of September.
PAY BILLS: None
Ratify Recurring Charges:
On the motion of Russell Badon, seconded by Cindy Snead, and carried, that board approved recurring charges to the Cameron Pilot.
