The Cameron Parish Port Harbor & Terminal District met in regular session on Tuesday, March 29, 2022, at the Port Board Building, Cameron, Louisiana at 5:00 o’clock p.m.
Present: Thomas Cox, Howard Romero, Dwight Savoie, Tim Dupont, James Brown, Jennifer Picou, Sheila Miller, Nathan Griffith
Absent: Alfred Devall
Guests: Ian Trahan-Fenstermaker, Rene Escurieux-Fenstermaker, Kevin Savoie-LSU Sea Grant, Missy Dupont, Terry Picou, Chalin Delaune
Parish Agencies: Tunie Dunaway, Interim Port Director; Tianna Dunaway, Asst. Port Director; Scott Trahan, Police Juror; Wendy Harrington, Cameron Parish Police Jury; Chelsea Champagne, Assistant District Attorney.
The meeting was called to order by Chairman James Brown.
Kevin Savoie led the Pledge of Allegiance and James Brown gave the invocation.
Kevin Savoie with LSU Sea Grant spoke about grant information from CPRA and Wildlife and Fisheries to establish the Alternative Oyster Culture Park. Kevin says that several sites have been looked at and spoke about Senate Bill No. 123 which authorizes the use of certain state property in Cameron Parish for seafood research. Kevin also discussed an Alternative Oyster Park contract that is underway to be reviewed by the board. He states that this contract will be submitted with a business plan and will allow the port to be reimbursed for expenses on the park. Workshops will be set up for those that are interested.
Rene Escurieux with Fenstermaker spoke about funding opportunities for the port through LADOTD Port Construction and Development Priority Program and federal opportunities through the U. S. Department Transportation Maritime Administration. Rene states that he met with Molly Bourgoyne with the Port Priority Program and Renee Lapeyrolerie, Commissioner – Office of Multimodal Commerce. Molly and Renee will assist the port with filling out applications. Rene plans to set up the meeting for the port to meet with Molly regarding state funding.
There were no public comments.
On the motion of Mr. Dupont seconded by Mr. Savoie and carried the board approved the March 8, 2022, minutes.
On the motion of Mr. Dupont, seconded by Ms. Picou and carried the board approved the Treasurer’s Report.
On the motion of Mr. Romero, seconded by Ms. Miller and carried the board approved the ratification of payments of March 2022 bills.
The Board reviewed the actuals and the budget.
Correspondence included Senate Bill No. 123 and a draft of the AOC contract.
There were no reports from commissioners.
There was no old business to discuss.
Under New Business the Board addressed Tommy’s Seafood. Chalin Delaune spoke about some issues concerning Tommy’s Seafood and trying to get reimbursed for the damage to the fisheries from Hurricanes Laura and Delta. Chalin gave invoices for the repairs to Wendy Harrington for reimbursement. Chelsea Champagne with the District Attorney’s office provided information about the laws pertaining to the equipment for the fisheries. Chalin will provide pictures of the equipment he still uses.
Scott Trahan stated Mudd & Bruchhaus is looking into the Cameron Parish Police Jury’s insurance claims.
The next regular meeting will be scheduled for April 26, 2022, at 5 p.m. at the Cameron Parish Port Building.
There being no further business and upon motion of Mr. Savoie seconded by Mr. Dupont and carried, the meeting was declared adjourned.
