DISTRICT NO 4
February 23, 2022
Gravity Drainage District No. 4 held a regular meeting at Grand Lake Water Works District #11 Office, 111 Dennis Lane, Bell City, Louisiana 70630, at 5:30 p.m., on Wednesday, February 23, 2022.
Board members present for the meeting were: Leslie Griffith, Todd Morales, Shane Broussard, Dan Nunez
Board member absent for the meeting was: Mike Semien
The meeting was called to order by Chairman Shane Broussard.
Present for the Public Comment Period was Bryon Richard from Lonnie Harper & Associates.
On motion of Mr. Griffith, seconded by Mr. Nunez and carried, the minutes of the Wednesday, January 19, 2022 meeting were approved.
On motion of Mr. Griffith, seconded by Mr. Nunez and carried, the Board adopted the millage rage of 3.68.
On motion of Mr. Griffith, seconded by Mr. Nunez and carried, the financial report was approved.
On motion of Mr. Griffith, seconded by Mr. Morales and carried, the following bills were approved for payment.
1. Seabreeze Culvert – $6,357.14 (Culverts on Creole Canal)
2. Gragson, Casiday & Guillory – $3,000.00 (Accounting for December, 2020)
3. Cameron Parish Clerk of Court – $205.00 (Miami Alternatives Permit)
4. Cameron Cable and Cordage – $65.75 (Shackles, etc for Oak Grove Structure)
5. All Phase Fencing – $11,450.00 (Oak Grove Structure Fencing)
On motion of Mr. Griffith, seconded by Mr. Nunez and carried, the Board added to the agenda opening of bids for aluminum steps, railings and etc. for the Oak Grove Structure and Kings Bayou Structure.
On motion of Mr. Nunez, seconded by Mr. Griffith and carried, the Board accepted the low bid from Karl Styron for the repair/rebuilding of steps, railings, etc. at the two structures.
Bids were as follows:
Marshland Equipment Rentals – $6,493.00
Karl Styron – $5,391.00
Crain Brothers, Inc. – $6,978.00
On motion of Mr. Griffith, seconded by Mr. Nunez, and carried the following work orders were approved.
1. Kings Bayou Structure – Have Monty access the by-pass culverts (east side) at Kings Bayou Structure. Needing cost to fix board walkways on both sides. Check cables.
2. Kings Bayou Structure – Installing lift arms – 3 each, 25 ft. chains. (Monty purchased).
3. Have road crew fix flap on culvert along the Creole Canal (North culvert). Flap has twisted on pipe and not working correctly.
On motion of Mr. Griffith, seconded by Mr. Morales and carried, the Board approved permit LCUP#220202 ANR Pipeline.
There being no further business, on motion of Mr. Nunez, seconded by Mr. Morales and carried, the meeting was declared adjourned.
