There was a regular meeting of the Board of Commissioners of Gravity Drainage District 9 at 6:00 pm, Thursday, April 11, 2024, at the Hackberry Waterworks Office, 1190 Main St., Hackberry, LA 70645
Members Present: Wesley Hardin, Jared Desormeaux, Bobby Stansel, Gordon Gremillion, Will Aucoin
Employees Present: Brad Hinton and Shaun Kyle
Special Guests: Blaine Johnson – Southland Environmental
The meeting was called to order by president Wesley Hardin and the following business was discussed.
Public Comment period was given on all agenda items. Josh Poole presented a rate sheet and pictures for his company Wetlands Transportations along of a description of the services they offer that may be useful to the Drainage Board. The Board thanked Mr. Poole for attending and would consider using his services after reviewing the rate sheet from their current provider.
Blaine Johnson gave an update on the School House Marsh Structure application. The OCM is asking for an archeological survey to be completed before going any further in the approval process. SE will have bids for the survey at the next meeting for the Board to review.
On motion of Jared Desormeaux, seconded by Gordon Gremillion and carried unanimously the Board approved Southland Environmental to seek out bids for an archeological survey to be done.
On motion of Jared Desormeaux, seconded by Bobby Stansel and carried unanimously the Board approved the previous meeting minutes.
On motion of Jared Desormeaux, seconded by Gordon Gremillion and carried unanimously the Board approved the permit for Jefferson Davis Electrical Cooperative 230301.
Employee evaluations were reviewed and discussed.
On motion of Jared Desormeaux, seconded by Bobby Stansel and carried unanimously the Board elected adopt the millage rate.
On motion of Will Aucoin, seconded by Gordon Gremillion and was adopted by 5 YEA votes and 0 NEA votes the resolution was adopted as stated: A resolution authorizing publication of notice describing the geographic limits of the Gravity Drainage District No. 9 of the Parish of Cameron, State of Louisiana
On motion of Jared Desormeaux, seconded by Bobby Stansel and was adopted by 5 YEA votes and 0 NEA votes the resolution was adopted as stated: A resolution ordering and calling an election to be held in Gravity Drainage District No. 9 of Cameron Parish, Louisiana, on November 5, 2024, authorizing the levy and collection of tax in the District; authorizing application to the State Bond Commission in connection therewith.
On motion of Jared Desormeaux, seconded by Gordon Gremillion and carried unanimously the Board elected to have American Surveyors conduct a boundary survey of the Drainage property on Legion St.
On motion of Gordon Gremillion, seconded by Will Aucoin and carried unanimously the Board elected to table the discussion of adjusting the employee work schedule.
On motion of Bobby Stansel, seconded by Jared Desormeaux and carried unanimously the Board accepted the March 2024 Financial Report and Actual vs Budget Report.
On motion of Jared Desormeaux, seconded by Will Aucoin and carried unanimously the Board approved the invoices for payment.
On motion of Will Aucoin, seconded by Jared Desormeaux and carried unanimously the meeting was adjourned.
