Johnson Bayou • Holly Beach
The Cameron Parish Beachfront Development District #1 Commission met in regular session on Monday, February 14, 2022, at the Johnson Bayou Community Center. The meeting was called to order at 6:00 p.m. by Chairman Richard Burbank, who led the pledge and prayer.
Commissioners present were Chairman Richard Burbank, Vice-Chairman Russell Badon, Michele Long, Mike Gaspard, Nikki Norman and Secretary Cindy Snead.
On the motion of Mike Gaspard, seconded by Russell Badon, and carried, the minutes for the January 10, 2021, meeting was approved as presented.
Old Business:
Mike Gaspard and Craig Broussard spoke at the February 4, 2022, Police Jury meeting to ask them to amend the Cameron Parish Ordinance concerning Sec. 14-60 (a.1) in the Holly Beach area, Zone 2. After much discussion by Sheriff Ron Johnson, District Attorney Tom Barrett, and several police jurors, the Police Jury voted 4/3 to amend the ordinance. This will allow beach-goers the ability to ride unlicensed vehicles (ATV/UTV/Side by Sides/Golf Carts) on the point ? mile east of Barataria Boulevard to ? mile west of Riviera Lane. The Holly Beach sub-committee will continue to educate the public as to the rules that will be enforced and will work with the Sheriff to keep Holly Beach safe.
The updated Cameron Parish West Beaches Pamphlet was discussed. James Turner will amend the blue area map by adding more roads. Michele Long asked the board members to review the updated draft of beach rules to publish in the pamphlet. The pamphlets will be ordered once the Holly Beach Ordinance is resolved.
Russell Badon reported that the project to remove the port-a-lets and dumpster from the ditch along Hwy 27 near Holly Beach is completed. On January 26, 2022, the drainage board and parish crew removed this debris, and the waterway is back to normal. Dick Burbank added that there is an old vehicle in another ditch area to the north that needs to be removed. Russell Badon will take that information back to the parish.
Mike Gaspard gave an update about the types of signage currently in Zones 1 & 2. The board agreed to table ordering new signs for all zones until the Holly Beach Ordinance is resolved. In the meantime, Mike Gaspard and Russell Badon will continue to assess signage types and needs. On the motion of Nikki Norman, seconded by Mike Gaspard, and carried, Russell Badon will create a color-coded sign system so that the public will have a better understanding of the beach rules.
Craig Broussard gave an update on the Causeway Boat Launch/Cheniere project.
•Cleaning is being done by parish staff and volunteers.
•The parking lot will be re-graded by parish staff.
•Repairs to dock are being completed by parish staff.
•Extension of power lines and security light are being donated by JDE ($8762.71)
•Monthly cost of security light will be paid by parish.
•Photo Board – Acme sign will install in 4 weeks.
•Landscaping will be completed by community members.
On the motion of Michele Long, seconded by Nikki Norman, and carried, the board authorized JDE to put in the electrical system and Acme to install the photo board at the Causeway Bridge.
Michele Long updated the board regarding replacing the barricades along Hwy 82/MM22. There is a question if the parish/DOTD want to continue using barriers in this location due to it possibly being a safety hazard. Dick Burbank disagreed that barriers are a safety hazard as there are barriers all along state highways and bridges. He will contact James Turner to get correct placement design of the barricades that will be most effective in capturing sand on the south side of the road and preventing it from crossing Hwy 82. He will discuss his findings at the next meeting.
Michele Long gave an update on the possibility of additional breakwaters like those at Long Beach and Little Florida Beach to the east from Gulf Breeze to Constance Beach. It is a goal of the parish to see this project continue. The permits have been approved, but the funding is not there yet. The parish is working with Fenstermaker Engineering to apply for grants to continue funding the project.
Michele Long updated the board on the Oceanview/Little Florida dune project. Crain Brothers has donated the rip-rap material. The parish will move the material and place it along Beach Blvd. Michele asked if the board would purchase 60/40 dirt to cover the rip-rap so that plants could be added to further protect Beach Blvd. Dick Burbank asked for a firm price for the 60/40 soil. Michele will bring the estimate back to next month’s meeting.
Fred Zag asked if additional fill will be added to Long Beach Road. Russell Badon said the parish is supposed to add clay and limestone, but a timeline has not been set.
New Business:
Mike Gaspard brought up an idea for covers/platforms for the port-a-lets in Holly Beach. He will create a drawing with cost estimates for the next meeting for the board to consider.
The Beachfront Board addressed the following and will present these items/concerns to the Cameron Parish Police Jury at their next meeting in March:
•Move barricades back in place along Hwy 82/MM22 to protect the road and keep the sand from crossing Hwy 82.
•Project to protect Beach Blvd. from Gulfview Ave. to Seaward Ave. in the Oceanview/Little Florida subdivision. (Rip-rap from the Crain Brothers on Deep Bayou Rd and 60/40 dirt)
•Update on Long Beach Road improvement
Michele Long asked if the board would like to purchase a video projector to use during meetings. It would be used for presentations, charts, agendas, etc. On the motion of Mike Gaspard, seconded by Nikki Norman, the board authorized the purchase of a projector ($99.00).
Open Session:
Mike Gaspard reported that Zone #1 has three breaches where vehicles are illegally entering the restricted area. After discussion, Mike will contact Shane Manual, the Roads and Bridges Superintendent, to ask for guidance in closing off vehicular access to the beach.
Mike Gaspard asked the board to not place dumpsters in Holly Beach because no one wants a smelly dumpster near their camp. Instead of dumpsters, visitors can pick up trash bags at the beach entrances and deposit them at the dump on their way out. The topic was tabled for further discussion in the Holly Beach community.
The next meeting will be March 14, 2022.
There being no further business, on the motion of Russell Badon, seconded by Nikki Norman, and carried, the meeting was adjourned at 7:04 p.m.
