February 5, 2024
The Cameron Parish School Board met at its regular meeting on this date at 5:00 pm and meeting was called to order, members in attendance were: Vickie Kiffe, Marsha Trahan, Sharon Picou, Mitchel Kelley, Telesha Bertrand and Christi Labove
Absent: Joseph Delcambre and Randall Faulk
The prayer and the pledge were led by Mrs. Labove and Mr. Kelley.
On the motion of Ms. Kiffe, seconded by Mrs. Bertrand, the Board approved the agenda.
On the motion of Mrs. Bertrand, seconded by Ms. Kiffe, the Board received recognition of Certified Board Members and approval of School Board Member Training Resolution, as presented by the Superintendent.
The Board received information on the introduction of Kevin Berken District 7 BESE Board Member, as presented by the Superintendent.
On the motion of Mrs. Labove, seconded by Mr. Kelley, the Board approved the board minutes of the December 4, 2023 regular meeting of the Cameron Parish School Board, as presented by the Superintendent.
On the motion of Mrs. Labove, seconded by Ms. Kiffe, the Board approved payment of the bills, as presented by the Superintendent.
The Board received Financial Statement and Reports of Current Investments, as presented by the Superintendent.
On the motion of Mrs. Labove, seconded by Mrs. Bertrand, the Board approved acceptance of Independent Auditor’s Report, as presented by Mr. Coy Vincent, CPA and prepared by Gragson, Casiday & Guillory, LLP.
The Board received information on the monthly report on property income, as prepared by Mr. Mike Cassidy- Cameron Parish District Attorney office.
On the motion of Mrs. Bertrand, seconded by Ms. Kiffe, the Board approved executing pending final agreement on pipeline agreement with LA Storage, as presented by Mr. Mike Cassidy- Cameron Parish District Attorney office.
The Board received information receiving information on a carbon capture and sequestration (CCS) injection project proposal, as presented by Mr. Mike Cassidy- Cameron Parish District Attorney office.
On the motion of Mr. Kelley, seconded by Mrs. Labove, the Board approved to declare the Johnson Bayou BP property as surplus and authorize Superintendent to advertise for public bid sale and reserve subsurface rights, as presented by Mr. Mike Cassidy- Cameron Parish District Attorney office.
On the motion of Ms. Kiffe, seconded by Mr. Kelley, the Board approved the Superintendent to sign for RES to proceed with the permitting process, as presented by Mr. Mike Cassidy – Cameron Parish District Attorney office.
On the motion of Ms. Kiffe, seconded by Mrs. Betrand, the Board approved Wildlife Service proposed possible controlled burn on school board property, as presented by Mr. Mike Cassidy – Cameron Parish District Attorney office.
The Board received reports on current construction bid activities, as presented by Mr. James Hoffpauir, Hoffpauir Project Management Team:

Pending Insurance and FEMA Review
South Cameron High School – Various Final Restoration Repairs – Miscellaneous Repairs to Athletic Field Structures (Stadium Light Poles and Bleachers) – in FEMA review
South Cameron High School – Men’s Restroom, Women’s Restroom and Concession Stand- in FEMA review
South Cameron High School New Gym Complex -Project was obligated by FEMA on December 21, 2023 for $12,825,812.80 which is 90% of the eligible obligated amount after insurance reduction. FEMA estimates completion of the SCHS Gym by February 28, 2026

The Board received updates on current FEMA, CDBG and General Fund Construction, Repairs, and Renovations to permanent and temporary sites’ projects from Hoffpauir Architects, LLC, Cameron Parish School Board’s Project Management Firm, as presented by Hoffpauir Architects, LLC and Project Architects.
The Board received for review policies to align with the 2023 Louisiana Legislative Session, as presented by the Superintendent:
CG – Administrative Records
DFK – Gifts and Donations
JGB – School Wellness
EBBH – Use of Automated Defibrillator (AED) and Cardiac Emergency Plan
JGC – Student Health Services
GBG – Employee Probation
IHAD – Parent Conferences
The Board received for review and discussion the 2024-2025 Cameron Parish School Board District Calendar, as presented by the Superintendent.
On the motion of Mrs. Labove, seconded by Mrs. Bertrand, the Board approved on an hourly rate in accordance with the Business Manager pay scale, for the substitute Business Manager position, as presented by the Superintendent.
On the motion of Mrs. Labove, seconded by Mrs. Bertrand, the Board approved granting out-of-state travel to Johnson Bayou High School middle school and high school students to attend Houston Zoo on March 18, 2024, departing at 7:15 am and returning at 4:00 pm, to travel by bus, as presented by the Superintendent.
On the motion of Ms. Kiffe, seconded by Mr. Kelley, the Board approved receiving confirmation of School Board Member training hours earned in 2023, per Statute, as presented by the Superintendent: Marsha Trahan 20.5 hours

Please accept this report regarding my efforts to meet the following Performance Objectives as outlined in Exhibit A of my employment contract:
1. Human Resource Management
a. Held C&I meetings on 1/24
b. Held Principal’s meetings on 1/26
c. Finalized all 2023 Fall Site Visits in Compass
2. District Operations and Financial Management
a. Held business staff meeting on 1/10
b. Met with Mr. Pete Pauley and Mr. Cassidy through zoom on 1/11 regarding the appraisal of the BP property
c. Worked with Mrs. King regarding 2024-2025 School Calendar options
d. Met with Rep from Conoco Phillips through Zoom on 1/24
3. Student Growth and Achievement
a. Visited each school at least once a week to meet with administration regarding any issues pertaining to student attendance and achievement
b. Visited various classrooms to informally interact with students and teachers
c. Met with LDOE personnel on 1/30 for annual visit of our Alternative Education program
4. Communication and Community Relations
a. Worked Fur Festival entry gate on 1/12
b. Attended VNG CAG meeting on 1/11
5. Organizational Leadership
a. Attended lunch meeting on 1/31 at Acadia Parish School Board with SWLA Superintendents and legislators regarding the upcoming session
b. Participated in a LDOE Superintendent’s call on 1/5
c. Met with Mrs. Susan Dupont and all school nurses on 1/22 to discuss realignment of duties because of her departure to LDOE
On the motion of Mrs. Labove, seconded by Mrs. Bertrand, the Board approved to move the March meeting date to March 18,2024, as presented by the Superintendent.
On the motion of Ms. Kiffe, seconded by Mr. Kelley, the Board adjourned the regular school board meeting.
