MINUTES
The Cameron Parish Beachfront Development District #1 Commission met in regular session on Monday, May 29, 2024, at the Johnson Bayou Community Center. The meeting was called to order at 6:00 p.m. by Chairman Michele Long, who led the pledge and prayer.
COMMISSIONERS PRESENT: Chairman Michele Long, Vice Chairman Russell Badon, Secretary Cindy Snead, Nikki Norman, and Commissioner Designate B.J. Miller.
ABSENT: Tammy Erbelding, Chad Cooper, Honorary Member
GUESTS: Sonny McGee, Cameron Parish Police Juror; Kara Bonsall, Coastal Zone Administrator Cameron Parish Police Jury; Daniel Dehon & Harry Spavin, Fenstermaker Engineering; Dick Burbank, former Beachfront Development President; and James Turner, landscape architect and former Honorary Beachfront Development board member.
APPROVAL OF MINUTES: On the motion of Nikki Norman, seconded by Russell Badon, and carried, the minutes for the April 8, 2024 meeting were approved as presented.
PUBLIC COMMENT: None
FINANCIAL REPORT: On the motion of Nikki Norman, seconded by Cindy Snead, and carried, the board approved the April 2024 Financial Report as presented.
OLD BUSINESS:
Breakwater Project Update: Kara Bonsall, Daniel Dehon, and Harry Spavin presented an updated presentation titled “Beach Community Meeting.” They addressed concerns about access and safety for Constance Beach and Gulf Breeze Beach and discussed Little Florida’s concerns about changes to the existing structures. The presentation included background information on breakwaters, an explanation of how segmented breakwaters work, and examples of salient response and tombolo features. The police jury will consider all concerns when deciding which model to implement.
Holly Beach Subcommittee: Cody Norman reported on discussions about installing a 30-foot flagpole at the entrance sign of Holly Beach. The subcommittee has compiled a list of necessary supplies and labor, all donated by Holly Beach property owners. Russell Badon has coordinated with the Department of Transportation and Development (DOTD) to clear the land for digging without damaging underground utilities. Additionally, Cody will further inquire about setting up three wash stations on parish property near the beach, allowing tourists to rinse off before heading home.
Love the Boot Beach Cleanup, April 20, 2024: One hundred seventy volunteers generously gave of their time to collect 232 bags of trash and numerous large items from the coastline. A big thank you to everyone who contributed to making this day such a success!
Subdivision Welcome Signs: Property owners and DOTD 811 have all approved the installation of the signs. The parish will install them as soon as possible.
NEW BUSINESS
On the motion of Russell Badon, seconded by Nikki Norman, and carried, the board approved a $1000 sponsorship to the Marshland Festival as a token of appreciation for their support in managing the financial accounting of all Cameron Parish Beachfront Development District #1 Beach Cleanups.
ANNOUNCEMENTS: Sonny McGee announced that the parish is considering implementing weekly trash pickup for the Johnson Bayou and Holly Beach communities. Additionally, he mentioned that the Holly Beach pier/pavilion project is progressing towards becoming a reality.
PAY BILLS: On the motion of Nikki Norman, seconded by Cindy Snead, and carried, the board approved reimbursement to Michele Long for $175.37 for office supplies and $750 for Coastal Can rentals for the 2024 Love the Boot Beach Sweep.
APPRECIATION PRESENTATION: The board honored James Turner for his dedication to the Cameron Parish beaches and community.
ADJOURN: There being no further business, on the motion of Nikki Norman, seconded by Cindy Snead, and carried, the meeting was adjourned at 7:57 p.m.
