MINUTES
The Cameron Parish Beachfront Development District #1 Commission convened for its regular session on Monday, January 13,2025, at the Johnson Bayou Community Center. The meeting was called to order at 6:03 p.m. by Chairperson Michele Long, who led the Pledge of Allegiance and a prayer.
COMMISSIONERS PRESENT: Chairman Michele Long, Vice Chairman Russell Badon, Secretary Cindy Snead, and Commissioner Designate B.J. Miller.
ABSENT: Commissioner Tammy Erbelding, Commissioner Nikki Norman, Chad Cooper, Honorary Member
GUESTS: None
APPROVAL OF MINUTES: On a motion by Russell Badon, seconded by Cindy Snead, the board approved the minutes of the October 14, 2024, meeting as presented.
PUBLIC COMMENT: None
FINANCIAL REPORT: On a motion by Cindy Snead, seconded by Russell Badon, the board approved the December 2024 Financial Report as presented.
OLD BUSINESS:
Ratify Recurring Charges:
A motion to approve the recurring charges for the Cameron Pilot was made by Russell Badon, seconded by Cindy Snead, and unanimously carried by the board.
Holly Beach Subcommittee:
Craig Broussard purchased replacement flags for the flag poles at the Welcome Sign. Nikki Norman resigned, and a notice will be posted on the Holly Beach Residents page to ask for volunteers to join the Holly Beach Subcommittee.
Creole Nature Trail/Holly Beach Restroom Facility Project:
Russell Badon presented the parish engineer’s renderings for the project. The specs/permits have passed the Drainage Board, and Cheniere Energy has donated the $30,000 match to support the project. The project is still waiting for the official agreement between LaDOTD and LaCRT to be finalized.

NEW BUSINESS:
Beach Blvd. Protection Project:
Due to erosion caused by Hurricane Berle, maintenance is required to safeguard Beach Blvd in the Little Florida/Oceanview Subdivision. Previously, the parish delivered six loads of dirt to initiate the replenishment process, and additional dirt will be added once the weather permits. The board will continue seeking concrete to reinforce Beach Blvd. Additionally, they will contact Williams to determine if any future decommissioned facilities’ concrete might be donated to the beach board.
Love the Boot 2025:
Scheduled for April 12, 2025, Cameron Parish Beachfront Districts 1 and 2 will collaborate on this event. A motion by Russell Badon, seconded by Cindy Snead, authorized Michele Long to plan and acquire the necessary items for the 2025 Love the Boot Beach Cleanup.
Project Goals:
Create a website.
Enhance boat launch facilities.
Install shade sails near the future beach restroom project.
Collaborate with Audubon, NOAA, U.S. Fish & Wildlife, and CRCL to make a bigger impact on marine and wildlife conservation in Cameron Parish.
Bylaws:
A motion by Russell Badon, seconded by Cindy Snead, approved the Bylaws of Cameron Parish Beachfront Development District #1, with an amendment to change the meeting time to 5:00 p.m.
Commissioners:
The board accepted Nikki Norman’s resignation from the Cameron Parish Beachfront Development District #1 and will recommend B.J. Miller as her replacement. The board postponed the resolution to increase the number of commissioners from five to six.
Elections of Officers:
Chairman: Michele Long was elected as board chairman (motion by Russell Badon, seconded by Cindy Snead, and carried).
Vice-Chairman: Russell Badon was elected as board vice-chairman (motion by Michele Long, seconded by Cindy Snead, and carried).
Commissioner/Secretary: Cindy Snead was elected as commissioner/board secretary (motion by Michele Long, seconded by Russell Badon, and carried).
ANNOUNCEMENTS:
Ethics Training and Prevent Sexual Harassment Training are due by December 31, 2025.
