JULY 1, 2024
The Cameron Parish Police Jury met in regular session on Monday, July 1, 2024, in the Cameron Parish West Annex Board Room in the Village of Cameron, Louisiana at 11:00 o’clock A.M.
The following members were present: Mr. Ronald Nunez, Jr., Mr. Mark Daigle, Mr. Magnus McGee, Mr. Danny Myers, Mr. Michael Fewell, Mr. Sam Bordelon, and Mr. Johnny Watson. No member was absent.
There was no public comment on the agenda items.
It was moved by Mr. Daigle, seconded by Mr. McGee, and carried, the board hereby approves to add the following items to the agenda: (Item 5c) Executive Session Muria Fire
Station – Alfred Palma Dispute.
It was moved by Mr. Fewell, seconded by Mr. Bordelon, and carried, Executive Session is moved to the end of the agenda.
It was moved by Mr. McGee, seconded by Mr. Daigle, and carried, the reading of the minutes shall be dispensed with and approved.
It was moved by Mr. Bordelon, seconded by Mr. Watson, and carried, the application for the following permits be and the same are hereby approved with the stipulations set forth by the respective Gravity Drainage Districts:
a. Cameron Parish Police Jury – 235 Davis Road, Cameron, Cameron Parish, LA. (240701)
b. U S Fish and Wildlife Service – Sabine National Wildlife Refuge, Cameron Parish, LA. (240702)

It was moved by Mr. Watson, seconded by Mr. Myers, and carried, the board hereby rescinds the appointment of Alice Duhon to the Library Board of Control Board at the June 3, 2024 meeting, the wrong name was given.
It was moved by Mr. McGee, seconded by Mr. Daigle, and carried, the board hereby rescinds the appointment of Joe Dyson to the Cameron Wastewater District No. One Board at the June 3, 2024 meeting, he does not qualify for the seat, and appoints Ruben Doxey for the remainder of term.
It was moved by Mr. McGee, seconded by Mr. Fewell, and carried, the board hereby reappoints Glen Trahan to the Fire Protection District No. Ten Board.
It was moved by Mr. Watson, seconded by Mr. Bordelon, and carried, the board hereby reappoints Darrell Hebert to the Fire Protection District No. Sixteen Board.
It was moved by Mr. Daigle, seconded by Mr. McGee, and carried, the board hereby reappoints Armand “Bubba” Richard to the Gravity Drainage District No. Five Board.
It was moved by Mr. Daigle, seconded by Mr. McGee, and carried, the board hereby reappoints Mitchell Baccigalopi to the Gravity Drainage District No. Five Board.
It was moved by Mr. McGee, seconded by Mr. Bordelon, and carried, the board hereby reappoints Pamela Romero to the Johnson Bayou Recreation District Board.
It was moved by Mr. Daigle, seconded by Mr. Fewell, and carried, the board hereby appoints Kevin Dupke to the Lower Cameron Hospital District Board for the expired term of Sheila Miller.
It was moved by Mr. Myers, seconded by Mr. Watson, and carried, the board hereby appoints Telesha Bertrand to the Cameron Parish Tourism Commission Board, for the expired term of Mary Johnson, and authorizes the secretary to send Ms. Johnson a letter of appreciation for her service to the board.
It was moved by Mr. McGee, seconded by Mr. Daigle, and carried, the board hereby appoints Susan Boudreaux to the Cameron Parish Tourism Commission Board, for the expired term of Stephanie Rodrigue, and authorizes the secretary to send Ms. Rodrigue a letter of appreciation for her service to the board.
It was moved by Mr. McGee, seconded by Mr. Bordelon, and carried, the board hereby approves the following nominations to Governor Jeff Landry, for the Port of Lake Charles Board of Commissioner Cameron Seat: Matthew Devall, Cheyenne Boudreaux and Ronald Doucet.
It was moved by Mr. Fewell, seconded by Mr. Daigle, and carried, the Proclamation for Mr. Garner Nunez is hereby declared duly adopted.
It was moved by Mr. McGee, seconded by Mr. Myers, and carried, the board hereby authorizes, empowers and directs the president to sign:
a. Change Order COR 007REV – Cameron Main Library for the delay of the storefront doors, increase contract amount by $6,539.00 and increase contract time by 199 days.
b. Substantial Complete – Cameron Main Library
c. Substantial Complete – Courthouse and Jail
It was moved by Mr. Fewell, seconded by Mr. Daigle, and carried, the board hereby opens the floor for public comment on the proposed amendments to Article IV Grass, Weeds, and Cleanliness Ordinance:
PROPOSED AMENDMENTS TO ARTICLE IV GRASS, WEEDS, AND CLEANLINESS
REMOVE CURRENT SECTION 9-36 AND REPLACE WITH:
Section 9-36. Cutting and Removal from Certain Lots
(a) In accordance with LRS 33:4754, it shall be unlawful for persons (1) owning or occupying lots within recognized subdivisions in Cameron Parish or (2) owning or occupying lots adjacent to property which has a residence or home in Cameron Parish; to fail to regulate the growth and accumulation of grass, obnoxious weeds, or other deleterious are unhealthful growths, as well as trash, debris, refuse, and discarded or noxious matter, and garbage.
(b) In accordance with LRS 33:4754, it shall be unlawful for persons owning or occupying lots less than one (1) acre in size, outside of recognized subdivisions and/or not adjacent to another residence or home per section (a) hereinabove, and within the unincorporated areas of Cameron Parish, to fail to regulate the growth and accumulation of grass, obnoxious weeds, or other deleterious or unhealthful growth, as well as trash, debris, refuse, discarded or noxious matter, and garbage.
(c) The parish administrator for Cameron Parish or his/her designee is hereby authorized to determine non-compliant properties inside and outside of recognized subdivisions based on the following criteria:
(1) Using discretion and developing administrative guidelines and policies to carry out the intent and purpose of this article.
(2) Height of grass and weeds.
(3) Property constituting a public nuisance.
(4) Property constituting a health and/or safety hazard, i.e., fire potential, rodent infested.
(d) The following properties will be exempt from the provisions of this article:
a. Properties currently used for agricultural purposes.
b. Properties for which the parish has received official notification from the U.S. Corps of Engineers putting the parish on notice that such properties have been designated as wetland areas; or other properties deemed wetland areas by the U.S. Corp of Engineers.
There being no written or oral comments from the public, it was moved by Mr. Fewell, seconded by Mr. Daigle, and carried, the public hearing was declared closed.
It was moved by Mr. McGee, seconded by Mr. Fewell, and carried, the Proposed Amendments to Article IV Grass, Weeds, and Cleanliness Ordinance as written above is declared duly adopted.
It was moved by Mr. Watson, seconded by Mr. Myers, and carried, the board hereby grants authority to advertise to amend the speed limit on Parish Road 4114, Klumpp Lane, Grand Lake, LA., from 25 mph to 15 mph.
It was moved by Mr. McGee, seconded by Mr. Bordelon, and carried, the Secretary is hereby authorized, empowered and directed to purchase sponsorship for the Chamber Southwest Louisiana LegisGator Luncheon for eight hundred dollars.
It was moved by Mr. Bordelon, seconded by Mr. Myers, and carried, the board hereby rescinds the motion made June 3, 2024, to adopt the Millage Rates for the Ad Valorem Taxes for 2024.
It was moved by Mr. McGee, seconded by Mr. Bordelon, and carried the board hereby declares the following millages are hereby levied on the 2024 tax roll on all property subject to taxation by the Cameron Parish Police Jury:

It was moved by Mr. Fewell, seconded by Mr. Daigle, and Carried, the board hereby grants authority to hire a full time Human Resources Director beginning at Step 20 on the pay scale.
It was moved by Mr. Fewell, seconded by Mr. McGee, and carried, the board hereby grants authority to advertise the ordinance revision to correct the geographic boundaries for Hackberry Fire Protection District No. One.
It was moved by Mr. Watson, seconded by Mr. Daigle, and carried, the board hereby ratifies the president authority to sign all documents for Capital Outlay funding for 23-24.
It was moved by Mr. Fewell, seconded by Mr. Myers, and carried, the board hereby accepts the monthly financial statements and budget to the actual comparison report.
It was moved by Mr. Daigle, seconded by Mr. Fewell, and carried, the treasurer is hereby authorized, empowered, and directed to pay June 2024 bills.
It was moved by Mr. McGee, seconded by Mr. Daigle, and carried, the Jury shall go into Executive Session to discuss:
a. Hurricane Insurance Litigation
b. Coastal Zone Litigation

The president called the meeting back to order, and the jury returned to regular session. No action was taken on any Execution Session items, it was only discussions.
There being no further business, it was moved by Mr. McGee, seconded by Mr. Daigle, and carried, the meeting was declared adjourned.
