JUNE 7, 2023
The Cameron Parish Police Jury met in regular session on Wednesday, June 7, 2023, in the Cameron Parish West Annex Board Room in the Village of Cameron, Louisiana at 2:00 o’clock P.M. The following members were present: Mr. Joe Dupont, Mr. Kirk Quinn, Mr. Curtis Fountain, Mr. Magnus McGee, Mr. McKinley Guidry, Mr. Lawrence Faulk, and Mr. Scott Trahan. The following member was absent: Mr. Thomas McDaniel.
There was no discussion for the executive session.
There were no public comments on the agenda items.
It was moved by Mr. McGee, seconded by Mr. Quinn, and carried, the reading of the minutes shall be dispensed with and approved.
It was moved by Mr. Quinn, seconded by Mr. Faulk, and carried the board hereby approves to add the following item to the agenda: (Item 22) President authority to sign contract with Keiland Construction, LLC to rebuild the Grand Lake Maintenance Barn, pending legal review. (Item 23) President authority to sign CEA with the Council on Aging and Fire District No. 14 for the temporary fire station in Grand Lake. (Item 24) President authority to sign CEA with Recreation District No. 6 for the fire station at the Cameron Recreation Center. (Item 25) President authority to sign CEA with La. Department of Wildlife & Fisheries for the fire station at Rockefeller Refuge. (Item 9i) Mosquito Abatement Control – Remove Delia Sanders (moved out of Parish), appoint James Boudreaux for remainder of term. (Item 26) Authority to advertise to amend Ordinance – Temporary Food Service to add the Crab Festival to the Recognized Festivals and Fairs List. (Item 27) Enforce Violation for Matthew Courtney, 110 Seabright Ave., Johnson Bayou, LA. Grass & Weed Cleanliness Ordinance No. Article IV, Section 9-37.
It was moved by Mr. McGee, seconded by Mr. Fountain, and carried, the application for the following drilling permit be and the same is hereby approved with the stipulations set forth by the respective Gravity Drainage Districts:

It was moved by Mr. Trahan, seconded by Mr. Quinn, and carried, the board hereby appoints Yancy Welch for the expired term of Michael Semien to the Gravity Drainage District No. Four Board, and hereby authorizes, empowers, and directs the secretary to send a letter of appreciation to Mr. Semien for his service to the board.
It was moved by Mr. Trahan seconded by Mr. Quinn, and carried, the board hereby authorizes to leave an open seat due to a resignation on the Lower Cameron Hospital Board.
It was moved by Mr. Trahan, seconded by Mr. Quinn, and carried, the board hereby reappoints Karl Styron to the Mosquito Abatement Control Board.
It was moved by Mr. Fountain, seconded by Mr. McGee, and carried, the board hereby reappoints Greg Gray to the Mosquito Abatement Control Board.
It was moved by Mr. Quinn, seconded by Mr. Faulk, and carried, the board hereby reappoints Tremayne Picou to the Recreation District No. Five Board.
It was moved by Mr. Faulk, seconded by Mr. Quinn, and carried, the board hereby reappoints Gary Wicke to the Sweetlake-Grand Lake Cemetery Board.
It was moved by Mr. McGee, seconded by Mr. Fountain, and carried, the board hereby reappoints Michelle Trahan to the Waterworks District No. Seven Board. Mr. Trahan abstained from voting.
It was moved by Mr. Faulk, seconded by Mr. Trahan, and carried, the board hereby accepts the resignation of Nina Jones from the Cameron Parish Port Harbor & Terminal District, authorizes, empowers, and directs the secretary to send a letter of appreciation to Ms. Jones for her service to the board, and appoints Vince Theriot for the remainder of term.
It was moved by Mr. Trahan, seconded by Mr. Faulk, and carried, the board hereby removes Delia Sanders from the Mosquito Abatement Control Board, due to Ms. Sanders moving out of the parish, authorizes, empowers and directs the secretary to send Ms. Sanders a letter of appreciation for her services to the board, and appoints James Boudreaux for the remainder of term.
It was moved by Mr. Faulk, seconded by Mr. Trahan, and carried the board hereby approves the budget for the fiscal year 2023/2024 as submitted by the Southwest Louisiana Criminalistics Laboratory.
It was moved by Mr. Faulk, seconded by Mr. Quinn, and carried, the board hereby approves the Three-Year Cameron Parish Capital Improvements Program for years 2023-2025, as presented by the Road and Bridge Superintendent, Shane Manuel, in compliance with the Parish Transportation Act.
It was moved by Mr. Trahan, seconded by Mr. Fountain, and carried, the board hereby denies the commissary variance for Greg Gachassin & Yamen Slaieh, The Last Stand mobile food establishment, 482 Marshall St., Cameron, LA.

It was moved by Mr. Quinn, seconded by Mr. Guidry, and carried, the Resolution authorizing publication of notice describing the geographic limits of the Parish of Cameron, State of Louisiana is declared duly adopted.
It was moved by Mr. McGee, seconded by Mr. Trahan, and carried, the Resolution authorizing and calling an election to be held in Cameron Parish, Louisiana, on November 18, 2023, authorizing the renewal of an ad valorem property tax millage for the purpose of maintaining and operating the Cameron Parish Courthouse and Jail, the purpose of supporting the Health Center in Cameron Parish, and the purpose of providing and maintaining garbage collection and disposal service in said district, is declared duly adopted.
It was moved by Mr. McGee, seconded by Mr. Guidry, and carried, the secretary is hereby authorized, empowered, and directed to advertise to amend the temporary food service ordinance for Holly Beach and Cameron.
It was moved by Mr. Guidry, seconded by Mr. McGee, and carried, the secretary is hereby authorized, empowered, and directed to advertise to amend the temporary food service ordinance to allow food trucks on LNG facility premises.
PROPOSED AMENDMENTS TO CHAPTER 10 ARTICLE VII. TEMPORARY FOOD SERVICE–FESTIVALS AND FAIRS
(Add (7) Crab Festival to Sec. 10-68 Recognized Festivals and Fairs)
(Add Industrial LNG Facilities to Sec. 10-69, and remove Holly Beach from Sec. 10-69 #6)
Sec. 10-68. Recognized Festivals and Fairs
For purposes of the Louisiana Sanitary Code, the following festivals and fairs are hereby officially acknowledged by the police jury as recognized festivals and fairs within the Parish of Cameron:
(1) Louisiana Fur and Wildlife Festival
(2) St. Mary of the Lake Fall Food Festival
(3) Grand Chenier Alligator Festival
(4) Summer Bayou Bash Festival
(5) Hackberry Duck-Off
(6) Cameron Saltwater Fishing Festival
(7) Crab Festival
Temporary food service vendors may sell food and/or drink in a temporary location at the above listed fairs and festivals, provided such vendor is in compliance with all applicable provisions of the Louisiana Sanitary Code. Neither a Temporary Food Service Permit, nor an Occupational License are required for temporary food vendors selling at a recognized festival or fair listed above.
Add: Industrial LNG Facilities
Sec 10-69. Temporary Food Vendors: Holly Beach, the Village of Cameron, and the Industrial LNG Facilities
Temporary food service vendors can sell food or drink in a temporary location on Holly Beach, the Village of Cameron, and Industrial LNG Facilities provided:
(1) Such vendors must be compliance with all provisions of the Louisiana Sanitary Code; and
(2) A Temporary Food Service Permit must be obtained from the Cameron Parish Police Jury before an occupational license can be purchased from the Cameron Parish Sheriff’s Tax Collectors Office.
(3) The Temporary Food Service Permit may be purchased from the Cameron Parish Police Jury at a cost of $100.
(4) The Temporary Food Service Permit is valid from the date of issuance until December 31 of the year of issuance.
(5) The Temporary Food Service must be located in a site which is both reasonably safe and convenient for the public and must be approved by the Cameron Parish Police Jury Permitting Office. Industrial LNG vendors must be located within the gated premises of the LNG facilities.
(6) A limit of no more than 4 temporary food service permits in Holly Beach the Village of Cameron issued within one-year, excluding vendors selling food products such as ice cream, frozen novelties, snow cones, etc.

It was moved by Mr. Trahan, seconded by Mr. Guidry and carried, the president is hereby authorized, empowered and directed to sign the contract with Group Contractors LLC to repair the courthouse and jail.
It was moved by Mr. Guidry, seconded by Mr. Trahan, and carried, the president is hereby authorized, empowered and directed to sign the contract with Group Contractors LLC to repair the Cameron Main Library, pending legal review.
It was moved by Mr. McGee, seconded by Mr. Quinn, and carried, the Secretary is hereby authorized, empowered and directed to purchase sponsorship for the Chamber Southwest Louisiana LegisGator Luncheon for Seven hundred twenty dollars ($720.00).
It was moved by Mr. Quinn, seconded by Mr. Trahan, and carried, the board hereby accepts the monthly financial statements and budget to the actual comparison report.
It was moved by Mr. Faulk, seconded by Mr. Quinn, and carried, the treasurer is hereby authorized, empowered, and directed to pay May 2023 bills.
It was moved by Mr. Guidry, seconded by Mr. Faulk, and carried, the board hereby authorizes, empowers, and directs the president to sign the contract with Keiland Construction, LLC to rebuild the Grand Lake Maintenance Barn, pending legal approval.
It was moved by Mr. Guidry, seconded by Mr. Quinn, and carried, the board hereby authorizes, empowers, and directs the president to sign the CEA with the Council on Aging and Fire Protection District No. Fourteen for the temporary fire station in Grand Lake.
It was moved by Mr. Trahan, seconded by Mr. Quinn, and carried, the board hereby authorizes, empowers, and directs the president to sign the CEA with Recreation District No. Six for the fire station at the Cameron Recreation Center.
It was moved by Mr. Trahan, seconded by Mr. Quinn, and carried, the board hereby authorizes, empowers, and directs the president to sign the CEA with LA. Department of Wildlife & Fisheries for the fire station at Rockefeller Refuge.
It was moved by Mr. McGee, seconded by Mr. Fountain and carried, the secretary is hereby authorized, empowered, and directed to advertise to amend the temporary food service ordinance to add Crab Festival to the list of Fairs and Festivals.
It was moved by Mr. McGee, seconded by Mr. Guidry, and carried, the board hereby authorizes to enforce the violation for Matthew Courtney, 110 Seabright Ave, Johnson Bayou, LA. Grass & Weed Cleanliness Ordinance No. Article IV, Section 9-37.
There being no further business, it was moved by Mr. Quinn, seconded by Mr. Faulk, and carried, the meeting was declared adjourned.
