POLICE JURY

JULY 13, 2026

The Cameron Parish Police Jury met in regular session on Monday, July 13, 2026, in the Cameron Parish West Annex Board Room in the Village of Cameron, Louisiana, at 11:00 A.M.

The following members were present: Mr. Michael Fewell, Mr. Magnus McGee, Mr. Wendell Wilkerson, Mr. Ronald Nunez, Jr., Mr. Mark Daigle, Mr. Sam Bordelon, and Mr. Johnny Watson. No member was absent.

The following public comments on the agenda items were presented:

Item 24 – Jennifer Picou stated that the Cameron Fisheries building was built for the fishermen of Cameron, and now it is being taken away. Out of the 70 families in the Cameron area, only 10 are in the fishing business. Venture Global says they want to help the community, but they have not done anything to help the fishermen.

Juror Daigle’s response – We created a subcommittee for the reopening of the Cameron Fisheries shop, and we opened it to sell ice. During that time, only 2 people bought ice, so when the insurance money depleted, we decided to close it because it was not feasible. Our concern is roads and bridges, and we do not have the funds for everything the fishermen and the parish need.

Item 3 from morning agenda – Broken Oaks RV Park, Brandon DeBarge stated the jury needs to quit going in circles; that if people are going to build an RV park, they either build a fence or not; this should not be a pick-and-choose issue.

Item 16 – James Hiatt stated that parish roads should not be closed but should be functioning for the people, not Venture Global. The parish does not have money, but Venture Global does, so why can’t they give money toward the fisheries building or buy out the families that are still here? Get a benefit from Venture Global for the road; don’t just give it to them.

Juror Daigle’s response – We are not here to do favors; Gayle Street has been deferred for the last 3 months, but if you do not live on this road, you have no say so. We have made hard recommendations to Venture Global, and we cannot make them do anything they don’t want to do.

Item 16 – Pat Rehn with AAA Precision Industries stated he owns property on the roads, and he has not been in contact with Venture Global, and they will not meet with me when I ask to have a meeting. They said they will talk to me, but they will not. Venture Global needs to come to the Police Jury meetings to hear concerns from the citizens, but they refuse to communicate. I am opposed to closing the road; it will restrict me from getting to my property.  

District Attorney Tom Barrett made it clear on the record that the Police Jury is not abandoning the road; they are closing it temporarily.

It was moved by Mr. Nunez, seconded by Mr. Wilkerson, and carried, the board shall call for a recess.

At 12:06 P.M., the president called the meeting back to order.

It was moved by Mr. Nunez, seconded by Mr. Wilkerson, and carried that the reading of the minutes shall be dispensed with and approved.

It was moved by Mr. Watson, seconded by Mr. Daigle, and carried unanimously. Item 21 – Authority to amend Resolution 1203, Definition of Residential Unit for the Solid Waste Contract, be added to the agenda.

It was moved by Mr. Wilkerson, seconded by Mr. McGee, and carried unanimously. Item 28 – Motion granting authority to allocate $100,000.00 to the Klondike Fire Station improvements be added to the agenda.

There were no comments or objections and all of the applications for the following State Concern permits listed below were accepted, (subject to strict compliance with clean-up and restoration standards found in Sections 701(B), 711(F), and 719(M) of the Coastal use Guidelines and any other applicable guidelines in the CZM) be and the same with the stipulations set forth by the respective Gravity Drainage Districts:

a. Delta South Louisiana Gas Company, LLC – Off Marshall Street, Cameron, (P20260392), Cameron Parish, LA. (260701)

b. Kinder Morgan Louisiana Pipeline, LLC – Off Highway 82 and Deep Bayou Road, Johnson Bayou, (P20260454), Cameron Parish, LA. (260702) Mr. McGee stated this is at the river not by residents.

c. Michael Alan Oehlert – 491 Lake Breeze, Hackberry, (P20260492), Cameron Parish, LA. (260705)

d. Shell Pipeline Company, LP – Burton Sutton Canal, North Johnson Bayou, (P20260447), Cameron Parish, LA. (260708) This is in the refuge, and they will comply with refuge rules and regulations.

It was moved by Mr. McGee, seconded by Mr. Daigle, and carried, that the following Permit Applications of Local Concern (subject to strict compliance with clean-up and restoration standards found in Sections 701(B), 711(F), and 719(M) of the Coastal use Guidelines and any other applicable guidelines in the CZM) be and the same is hereby approved with the stipulations set forth by the respective Gravity Drainage Districts:

a. James W. Erbelding, Jr. – 5866 Gulf Beach Highway, Johnson Bayou, (P20260489), Cameron Parish, LA. (260703)

b. Gerald Credeur – 2749 Gulf Beach Highway, Johnson Bayou, (P20260283), Cameron Parish, LA. (260704)

It was moved by Mr. Nunez, seconded by Mr. Watson, and carried, that the following Permit Application of Local Concern (subject to strict compliance with clean-up and restoration standards found in Sections 701(B), 711(F), and 719(M) of the Coastal use Guidelines and any other applicable guidelines in the CZM) be and the same is hereby approved with the stipulations set forth by the respective Gravity Drainage Districts:

c. Kevin Potier – 329 Lake Breeze, Hackberry, (P20260494), Cameron Parish, LA. (260706)

It was moved by Mr. Wilkerson, seconded by Mr. Bordelon, and carried, that the following Permit Application of Local Concern (subject to strict compliance with clean-up and restoration standards found in Sections 701(B), 711(F), and 719(M) of the Coastal use Guidelines and any other applicable guidelines in the CZM) be and the same is hereby approved with the stipulations set forth by the respective Gravity Drainage Districts:

d. Delta South Louisiana Gas Company, LLC – Corner of LaBove Road and north side of Highway 384, Grand Lake, (P20260495), Cameron Parish, LA. (260707)

It was moved by Mr. Bordelon, seconded by Mr. Watson, and carried, the board hereby tables the appointment of the open seat for the Imperial Calcasieu Human Service Authority Board until a replacement can be found.

It was moved by Mr. Daigle, seconded by Mr. McGee, and carried, the board hereby reappoints Tina Payne to the Beachfront Development District No. Two Board.

It was moved by Mr. McGee, seconded by Mr. Daigle, and carried, the board hereby accepts the resignation of Tammy Vincent from the Cameron Wastewater District No. One Board, authorizes the secretary to send a letter of appreciation for her service to the board, and appoints David Howard for the remainder of the term.

It was moved by Mr. McGee, seconded by Mr. Daigle, and carried, the board hereby accepts the resignation of Mary Jones from the Cameron Wastewater District No. One Board, authorizes the secretary to send a letter of appreciation for her service to the board, and tables the appointment.

It was moved by Mr. McGee, seconded by Mr. Daigle, and carried, the board hereby accepts the resignation of Ruben Doxey from the Cameron Wastewater District No. One Board, authorizes the secretary to send a letter of appreciation for his service to the board, and tables the appointment.

It was moved by Mr. McGee, seconded by Mr. Watson, and carried, the board hereby reappoints Glen Trahan to the Fire Protection District No. Ten Board.

It was moved by Mr. McGee, seconded by Mr. Daigle, and carried, the board hereby accepts the resignation of William L. Trahan from the Fire Protection District No. Ten Board, authorizes the secretary to send a letter of appreciation for his service to the board, and appoints Heather Trahan for the remainder of the term.

It was moved by Mr. Watson, seconded by Mr. Wilkerson, and carried, the board hereby reappoints Darrell Hebert to the Fire Protection District No. Sixteen Lowry Board.

It was moved by Mr. Nunez, seconded by Mr. Bordelon, and carried, the board hereby opens the floor for public comment on the proposed addition to the Code of Ordinances-No Wake Zone Ordinance:

NO WAKE ZONE, CAMERON PARISH

(a) There is hereby created a no wake zone within certain areas of Cameron Parish, as follows:

(i) Cameron Loop from the North entrance (29°48’00”N/’93°20’12”W) to the South entrance or end of the Cameron Loop (29°46’37”N/93°20’30”W) and shall remain in effect for the entirety of the loop.

(ii) Kelso Bayou Bridge (30°00”16”N/93°20”36”W)to North of Hackberry Seafood Docks 

(30°00”36”N/93°20”29”W)

(iii) Kelso Bayou North of Amoco Dock (30.0041156,-93.3533027) westerly along southern bank to past residents’ docks (30.0015547,-93.3629587)

(iv) Entrance of Kelso Bayou 30 00’29”N/93 20’04”W to 30 00’29N to 93 20’10”W

(b) No person shall operate, cause to be operated, or permit to be operated any watercraft, motorboat, recreational watercraft, or vessel in such a manner or at such speed as may or shall create a wake from such operation. For the purposes of this section, the registered owner of any such vessel or watercraft shall be presumed to be the operator of said vessel at the time the violation occurs.

(c) The term “wake” shall mean any vessel water turbulence in excess of six (6) inches in height crest. Notwithstanding, in no event shall the speed of any watercraft, motorboat, recreational watercraft or vessel exceed five (5) mph. All vessels operating within a no wake zone shall proceed at idle speed or bare steerage speed, creating no appreciable wake.

(d) The section shall be enforced by the Cameron Parish Sheriff’s Office and may be enforced by the United States Coast Guard and the Louisiana Department of Wildlife and Fisheries within their jurisdictional limits and any other Federal or State law enforcement agency.

(e) This section shall not apply in instances where vessels are in navigational distress and power is essential for the proper control of the vessel in navigation for its safety and the safety of others or the safety of the structures. Vessels responding to emergencies are exempt from this ordinance.

(f) If the person operating a vessel is found to be in violation hereof, the person shall be fined not more than $500.00 or imprisoned in the parish jail for not more than 30 days, or both.

(g) Signs and/or buoys shall be installed according to LAC Title 76, Part XI, §303 (Uniform System of Waterway Markers)

Each sign shall read:

SLOW – NO WAKE ZONE

Signs shall have a white background, a 2-inch orange reflective border, and black block letters at least 4 inches tall.

Markers will be placed at both entry and exit points of the Loop area, clear of ferry lanes.

There being no comments on the No Wake Zone Ordinance, it was moved by Mr. McGee, seconded by Mr. Bordelon, and carried, the public hearing was declared closed.

It was moved by Mr. Wilkerson, seconded by Mr. Bordelon, and carried, the No Wake Zone Ordinance as written above is declared duly adopted.

It was moved by Mr. Bordelon, seconded by Mr. Nunez, and carried, the board hereby opens the floor for public comment on the proposed changes to the Cameron Parish Motor Vehicles and Traffic Ordinance:

Proposed Amendments to Chapter 14 Motor Vehicles and Traffic

ARTICLE III. OPERATION OF VEHICLES GENERALLY

Sec. 14-35. Speed Limits

ADD TO (e) It shall be unlawful to operate any motor vehicle on the following parish roads at a speed in excess of fifteen (15) miles per hour:

Parish Road 4111 (Brister Lane), Big Lake, LA

There being no comments on the proposed changes to the Cameron Parish Motor Vehicles and Traffic Ordinance, it was moved by Mr. Nunez, seconded by Mr. Wilkerson, and carried, the public hearing was declared closed.

It was moved by Mr. Watson, seconded by Mr. Bordelon, and carried, the proposed change to the Cameron Parish Motor Vehicles and Traffic Ordinance, as written above, is declared duly adopted.

It was moved by Mr. Watson, seconded by Mr. Bordelon, and carried, the president is hereby authorized, empowered, and directed to sign Contract Amendment No. 1 detailing payment terms and contract amount for FURGO for LIDAR Survey and Processing Services.

It was moved by Mr. Watson, seconded by Mr. Bordelon, and carried, the president is hereby authorized, empowered, and directed to sign the Cooperative Endeavor Agreement with Creole Nature Trail for the public restrooms at Holly Beach.

It was moved by Mr. McGee, seconded by Mr. Watson, and carried, the board hereby approves to enter into an Interagency Agreement with Gravity Drainage District No. 7 for the usage of the adjacent land located in S11, T15S, R14W.

It was moved by Mr. McGee, seconded by Mr. Daigle, and carried, the board hereby tables closing of parish roads, starting at the intersection of Hope St (PR# 3117) and Gayle St (PR# 3115) approximately 2,472 feet / 1/2 mile) and Intersection of Gayle St. (PR# 3115) and Broussard Beach Road (PR# 3118) North to H. Picou Rd (PR# 3120) approximately 770 ft.  will be private and closed to the public approximately 2 years or until further notice. The jury will determine when it is put back on the agenda.

It was moved by Mr. Daigle, seconded by Mr. Bordelon, and carried, the board hereby tables the variance request from the Creole Recreation District No. 7, 204 E. Creole Hwy, Creole, LA. The jury will determine when it is put back on the agenda.

Considering the bid from Construction Management Enterprises, LLC was the only responsible bidder for PPDR Batch 7 RACM Re-Bid it was moved by Mr. McGee, seconded by Mr. Daigle, and carried, the board hereby accepts the bid for Batch 7 PPDR, and awards the contract to CME and tables accepting the bids for Batch 8 PPDR, until more information is presented.

It was moved by Mr. McGee, seconded by Mr. Daigle, and carried, the board hereby approves the permit for Broken Oaks RV Park (65 RV spaces), 105 Earl Rd, Cameron, LA, with the stipulation a fence will built for adjacent landowner during construction.

It was moved by Mr. Nunez, seconded by Mr. Wilkerson, and carried, the board hereby approves the permit for KEB RV Park (46 RV spaces), 1065 Marshall St, Cameron, LA, with the stipulation a fence be built on the west side of the property due to adjacent landowner.

It was moved by Mr. Daigle, seconded by Mr. Wilkerson, and carried, the board hereby approves the permit for Creole RV Park (39 RV spaces), 5995 West Creole Hwy, Creole, LA. No fencing is required due to no adjacent landowners.

It was moved by Mr. McGee, seconded by Mr. Nunez, and carried, the board hereby grant authority to advertise the 911 ordinance change to allow the sheriff to appoint a board member.

It was moved by Mr. Daigle, seconded by Mr. Bordelon, and carried, the board hereby approves Change Order No. 2 for the CDBG-DR Mermentau Basin Inundation Relief Project, for an additional 40 days of contract time and a credit in the amount of ($5,968.63), to perform additional testing on pintle assembly before installation and a reduction in the amount of spall repair.

It was moved by Mr. Daigle, seconded by Mr. Wilkerson, and carried, the board hereby authorizes, empowers, and directs the president to execute the lease termination and release agreement on the Cameron Fisheries Building.

It was moved by Mr. Nunez, seconded by Mr. Bordelon, and carried, the board hereby accepts the monthly financial statements and budget to the actual comparison report.

It was moved by Mr. McGee, seconded by Mr. Wilkerson, and carried, the treasurer is hereby authorized, empowered, and directed to pay June 2026 bills.

It was moved by Mr. Watson, seconded by Mr. Bordelon, and carried, the board grants authority to allocate $100,000.00 to the Klondike Fire Station Improvements.

It was moved by Mr. Wilkerson, seconded by Mr. Daigle, and carried, the board will go into executive session for:

a. Hurricane Insurance Litigation Discussion

b. Coastal Zone Litigation Discussion – Cameron vs. Burlington (Deep Lake-Rockefeller)

The vote was recorded as follows:

It was moved by Mr. Daigle, seconded by Mr. Bordelon, and carried, the jury shall return to regular session. The president called the meeting back to order.

There was no action taken on the Hurricane Insurance Litigation, it was only a discussion.

It was moved by Mr. McGee seconded by Mr. Daigle, and carried, the board grants authority to the president to execute any and all documents in connection with the Exxon Statewide Settlement of all coastal zone litigation, including all cases filed by the Cameron Parish Police Jury.

There being no further business, it was moved by Mr. Nunez, seconded by Mr. Daigle, and carried, the meeting was declared adjourned.
