WATERWORKS DISTICT 2 

PROCEEDINGS

July 22, 2026

There was a regular meeting of the Board of Commissioners of Water District No. 2 at 6:00pm, Wednesday,

July 22, 2026, at the Hackberry Waterworks Office, 1190 Main St., Hackberry, LA.

PRESENT: Mr. Mark Trahan, Mr. Donald Buford, Mr. Mike Welch, Mr. Brad Hinton

ABSENT:  Mr. Jeff Moore

Employees present: Mr. Glenn Welch, Mrs. Becky Gray, and Mrs. Shaun Kyle

SPECIAL GUESTS:  Nicholas Manuel – K&M Engineering

The meeting was called to order by Board President Mark Trahan who also led the pledge and prayer. 

Public Comment period was given on all agenda items.  No comments were made.

On motion of Brad Hinton, seconded by Mike Welch and carried unanimously, the minutes from the June 10, 2026 meeting were approved. 

Nicholas Manuel gave updates on the completed ground storage tank project and suggested paying the retainage to finalize the project.   The office awning project was discussed, the lighting issue has been resolved, and it should be completed as planned.

Sam Breaux Rd. was discussed and the board decided to table the item.  No action will be taken at this time.

Monthly Operator updates were presented by Glenn Welch and Becky Gray. All corner boundary markers were located and marked with sign posts on the new wellsite property.

On motion of Mike Welch, seconded by Donald Buford and carried unanimously, the board elected to donate the New Holand backhoe to the Cameron Parish Road and Bridge Department in Klondike.

The monthly updates and financial reports including the Actual vs Budget Report for the month ending June 30, 2026 were presented by Shaun Kyle. 

On motion of Brad Hinton, seconded by Donald Buford and carried unanimously, the financial reports were accepted and all bills were approved for payment.

Our next meeting will be Wednesday, August 12, 2026 at 6:00 p.m.

There being no further business, on motion of Brad Hinton, seconded by Donald Buford and carried unanimously, the meeting was declared adjourned.
