South Cameron Consolidated Waterworks District No. 1
The South Cameron Consolidated Waterworks District No. 1 met in regular session on Thursday, March 26, 2026, at 4:30 at the Cameron Parish School Board – Audrey Memorial Building C – 3151 Trosclair Road, Creole, LA 70632.
President Joseph Baccigalopi called the meeting to order.
The following members were present: Joseph Baccigalopi, Todd Conner, Vickie Kiffe, and Michelle Trahan
The following guests were in attendance: K&M Project Services – Mitch Thomas, Justin Jordan and Brittany
It was moved by Vickie Kiffe, seconded by Michelle Trahan, and carried, to approve the agenda.
It was moved by Vickie Kiffe, seconded by Michelle Trahan, and carried, that the minutes from the previous meetings are hereby approved.
It was moved by Vickie Kiffe, seconded by Michelle Trahan, and carried that the financial statements and budget to actual comparison are approved for Cameron Parish Waterworks District No. 1, Cameron Parish Waterworks District No. 7, and Cameron Parish Waterworks District No. 9.
It was moved by Vickie Kiffe, seconded by Michelle Trahan, and carried, to pay monthly bills for Cameron Parish Waterworks District No. 1, Cameron Parish Waterworks District No. 7 and Cameron Parish Waterworks District No. 9.
It was moved by Vickie Kiffe, seconded by Todd Conner, and carried, to approve the following change order for the South Cameron Consolidation Project- Water Treatment and Distribution Improvements:
#28 – Remove and install new control panel and VFD at District 7 Well #5 – $98,230.00
It was moved by Vickie Kife, seconded by Todd Conner, and carried to reject the following change order for the South Cameron Consolidation Project- Water Treatment and Distribution Improvements:
#31- exploratory excavation to correctly confirm the size and type of piping for altitude valves- $23,337.00
It was moved by Todd Conner, seconded by Michelle Trahan, and carried, to approve the following change order with revisions for the South Cameron Consolidation Project- Water Treatment and Distribution Improvements:
#23 SCADA expansion 10 site only- $45,901.00
Revised as District No. 9 (Grand Chenier) to be completely restored to its previous SCADA system at no cost to the water system. District 1 (Cameron) and District 7 (Creole) SCADA system will be updated in accordance with District 9. The board has voted to pay only half of the original change order cost. The total approved is $22,950.50.
It was moved by Vickie Kiffe, seconded by Michelle Trahan, and carried, operator Jacob Silmon to receive supplemental pay on behalf of Cameron Parish Waterworks District No. 7 for maintenance of Creole Waterworks.
It was moved by Michelle Trahan, seconded by Vickie Kiffe, and carried, to send out the pre-event emergency contracts to vendors for Cameron Parish Waterworks District No. 1, Cameron Parish Waterworks District No. 7, and Cameron Parish Waterworks District No. 9.
It was moved by Vickie Kiffe, seconded by Michelle Trahan, and carried, to authorize the Audit Engagement Agreement with Gragson, Casiday, & Guillory, LLP for the year ending December 31, 2025.
It was moved by Michelle Trahan, seconded by Todd Conner, and carried, to authorize the board president to sign the compliance questionnaire with Gragson, Casiday, and Guillory, LLP for the year ending December 31, 2025.
It was moved by Vickie Kiffe, seconded by Todd Conner, and carried, to sale water to RVs at District 1 (Cameron) for $5.00 per fill up.
There being no further business, on the motion by Michelle Trahan, seconded by Todd Conner and carried, the meeting was declared adjourned.
