There was a regular meeting of the Board of Commissioners of Water District No. 2 at 6:00pm, Wednesday, March 18, 2026, at the Hackberry Waterworks Office, 1190 Main St., Hackberry, LA.
PRESENT: Mr. Mark Trahan, Mr. Brad Hinton, Mr. Donald Buford, Mr. Mike Welch
ABSENT: Mr. Jeff Moore
Employees present: Mr. Glenn Welch and Mrs. Shaun Kyle
SPECIAL GUESTS: Nicholas Manuel – K&M Engineering, Kendall Kennedy – PTI Progressive Tractor & Implements
The meeting was called to order by Board President Mark Trahan who also led the pledge and prayer.
Public Comment period was given on all agenda items. No comments were made.
On motion of Brad Hinton, seconded by Donald Buford and carried unanimously, the minutes from the February 11, 2026 meeting were approved.
Bids were opened for construction of the new awning on the office building.
On motion of Brad Hinton, seconded by Donald Buford and carried unanimously, the Board elected to accept the lowest bid of $112,000 from H&H Metal.
Nick Manuel gave updates on the ground storage tank project. The grading issue around the tank has been resolved and the only item left is the drain to be installed. March 25th should be the completion date.
Wellsite #3 work over was tabled due to other projects still in progress.
On motion of Brad Hinton, seconded by Donald Buford and carried unanimously, the Board elected to purchase a new work truck from the lowest bidder Navarre Chevrolet for $52,549.75.
Monthly Operator updates were presented by Glenn Welch. A culvert was installed for the entrance to the property on Everett Vincent with the assistance from the Gravity Drainage Board.
The monthly updates and financial reports including the Actual vs Budget Report for the month ending February 28, 2026 were presented by Shaun Kyle.
On motion of Brad Hinton, seconded by Mike Welch and carried unanimously, the financial reports were accepted and all bills were approved for payment.
Our next meeting will be Wednesday, April 08, 2026 at 6:00 p.m.
There being no further business, on motion of Donald Buford, seconded by Mike Welch and carried unanimously, the meeting was declared adjourned.
